광주 유일의 6ㆍ25전쟁 전적지 산동교 전투 보훈선양 방안 연구

이 연구의 목적은 광주 유일의 6ㆍ25전쟁 전적지인 산동교 전투의 보훈선양 방안을 연구하여 정책적 제언을 하는 데 있다. 이 논문의 연구방법은 문헌분석 방법으로써 산동교 전투 관련 선행연구와 국가수호 현충시설 관련 정부문서, 보훈선양 행사보도 등을 중심으로 분석하였다. 연구결과는 다음과 같다. 첫째, 국가수호 현충시설을 고찰한 결과 대한민국 현충시설 1,225개소 중 광주광역시 소재 현충시설은 겨우 11개소에 불과하였다. 둘째, 산동교 전투 평화공원(가칭) 설립의 필요성과 기념비, 전ㆍ사상자 추모시설, 무명용사 추모시설, 전투모형도 등 설립을 제안하였다. 셋째, 산동교 주변 수변공원 일대의 성역화 및 평화공원 가꾸기 사업을 제안하였다. 넷째, 산동교 전사자와 전상자들에 대한 보훈방안을 제시하였다. 산동교 전투의 전사자 30여 명과 전상자 50여 명에 대한 추가발굴과 위패봉안, 추모행사를 매년 개최할 것을 제안하였다. 달빛동맹에 보훈분야를 추가하여 영ㆍ호남이 공동사업으로 추진할 것을 제안하였다. The purpose of this study is to make policy suggestions by studying ways to promote veterans of the Battle of Sandonggyo, the only site of the Korean War in Gwangju. The research methods of this paper were analyzed based on prior research on the Battle of Sandonggyo Bridge, government documents on national protection memorial facilities, and reports on events to promote veterans. The results of the study are as follows. First, only 11 of the 1,225 memorial facilities in Korea were located in Gwangju. Second, it proposed the establishment of the Shandong Bridge Battle Peace Park (tentative name) and monuments, memorial facilities for former and casualties, memorial facilities for unknown soldiers, and battle models. Third, it proposed a sanctuaryization project and peace park development project around the waterfront park near Sandonggyo Bridge. Fourth, he presented measures for veterans who died in Shandong Bridge and the wounded. It was proposed to hold additional excavation, memorial service, and memorial events every year for about 30 dead and 50 wounded in the Battle of Sandonggyo. The Moonlight Alliance was proposed to add veterans’ field to the Moonlight Alliance and promote it as a joint project between Young and Honam.

본 연구는 포병사격훈련장 인근 지역주민과의 갈등관리 방안을 연구하여 정책적 제언을 하는 데 있다. 연구결과는 다음과 같다. 첫째, 이 연구에서의 갈등은 공공갈등이며, 갈등의 주체는 민·관·군 혼합형이다. 갈등 성격은 기피 갈등, 환경갈등, 비용 갈등의 혼합형이다. 갈등 내용은 광역시설의 기피시설이다. 둘째, 갈등관리 방안은 대안적 관리 방식을 지지하되 당사자 간 협의를 통해 당사자 협상, 민관협의체 구성 공동 해결, 각종 행정 협의체 활용할 것을 제안하였다. 셋째, 포병사격훈련장과 관련된 중·장기적 발전방향을 단계화하여 지역주민과 갈등 완화를 위한 군의 노력과, 민·관·군 상생을 위한 대안마련, 장기적 장 사거리 사격장 및 시뮬레이터 개발을 제시하였다. 이 연구는 포병사격훈련장 갈등 연구로서 선행연구가 거의 없는 가운데 이루어진 사례연구라는 점에서 타 연구와의 차별성이 있다. This study is to make policy suggestions by studying conflict management measures with local residents near Artillery shooting training range. The results of the study are as follows. First, conflicts in this study are public conflicts, and conflicts are mixed between civil, government, and military. Conflict characteristics are a mixture of challenge conflicts, environmental conflicts, and cost conflicts. The content of the conflict is the avoidance of metropolitan facilities. Second, conflict management measures are alternative management approach through consultation between the Parties to support public-private joint consultative body, various administration to take advantage of the consultative body, the Parties to the negotiations. Proposed Third, the military's efforts to ease conflicts with local residents by staging medium- and long-term development directions related to artillery shooting training ranges, and development of long-term long-range shooting ranges and simulators. This study is different from other studies in that it is a case study conducted with little prior research as a conflict study in artillery firing range.
