테러 등 국가위기관리는 실제 국가비상사태에서 모든 자원을 총동원, 집중하여 위기상황에 대처하는 것" 이라고 한마디로 이야기 할 수 있겠다. 이는 인적, 물적 자원을 각각의 실제위기상황에 대비하여 지정, 관리, 비축하고 그 동원훈련을 꾸준히 실시하는 국가적 행정체계를 구축하는 것이고, 아울러 그 인적, 물적 자원의 운용 주체들 간에 공조체제, 행정응원체제를 잘 구축하는 것을 의미한다고 할 수 있다. 행정권의 발동은 법률의 수권에 의하여 행하여져야 한다는 법률유보(Vorbehalt des Gesetzes)의 원칙, 바꾸어 말하면 행정작용은 법률에 근거하여야 한다는 것을 내포한 법치행정의 원칙 원칙상 국회가 제정하는 법률로 입법화, 법제화된 생명력을 가진 제도로 정착되어진다. 결국 입법화, 법제화된 제도와 정책만이 예측가능성과 일관성을 가진 정책과 제도가 되고, 국가행정망에 시동을 걸 수 있으며, 경우에 따라서는 국민의 자유와 권리에 제한을 가할 수도 있는 생명력을 가진 정책과 제도가 되는 것이다. 따라서 테러 등 국가위기 관리자원의 운용체계는 비상대비자원관리체제, 통합방위체제, 민방위체제, 재난관리체제 등에 대한 입법화, 법제화된 제도에 의해 관리가 되어야 한다. The government is responsible for the crisis management and the responsibility and generality. This study aims at grasping the accomplishment of mutual-assistance and cooperation between organizations and agencies that are involved in crisis management. First of all, this study shows that building up administration regulation order with arranging disaster support and their basically duties when then consider present circumstance. Second is reinforcing cooperation of public organization through settling the vertical order system of the local disaster management organization. Third is it necessary to construct a cooperative system between each agency and local government or central government. We need to establish database of facilities, and manpower with cooperated and systemized operation of public organization. Also, it's important to plan rapid commitment of the unit during the time when disaster management system is needed.
4차산업혁명의 플랫폼화를 위한 과학기술법제의 체계화에 관한 연구

Korea has the potential to lead the era of the Fourth Industrial Revolution, which succeeded in the information and communication revolution, including the establishment of an e-government.The Go match between humans and computers has led to the realization that humans are starting to live in a new era that they have never experienced before. In 2018, the Federation of Science and Technology Organizations conducted a recognition survey on "what is the most urgent thing?" in the era of the Fourth Industrial Revolution.As a result, it has been shown that the readjustment of the laws of science and technology is most urgent, so it is necessary to analyze the laws of science and technology. According to the research, more than 400 laws are diagnosed, and laws that serve as basic laws cannot lead the Fourth Industrial Revolution.The Framework Act on Science and Technology provides an emphasis on the promotion and management of R&D projects. When analyzing the regulations on "Development of Science and Technology Innovation System", "Basic Plan of Science and Technology", and "Comprehensive Plan for Promotion of Local Science and Technology", there is no suggestion of the Fourth Industrial Revolution. After all, a comprehensive analysis of the current Framework Act on Science and Technology indicates that it is in effect the R&D and Management Act. The "Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee" poses the problem of defining parliamentary legislation as administrative legislation.‘In addition, if we analyze the Smart City Act, the lack of logical links with the Framework Act on Science and Technology and the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee is a major problem. In conclusion, in order to platform the Fourth Industrial Revolution, two improvements can be put forward. First, the Framework Act on Science and Technology shall be abolished to enact the National Research and Development Administration Act, and secondly, the Framework Act on the Fourth Industrial Revolution shall be enacted to absorb the contents of the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee.
항공기 테러 대비 항공보안 시스템의 개선에 관한 연구 -항공보안법상 항공기 테러의 예방,대비,처벌규정을 중심으로-

연인원 3천만 명이 넘은 한국인 해외 여행객이 항공기를 이용하고 있다. 탑승객 중 기내 불법행위자가 급증하면서, 항공기 테러에 대한 불안감도 가중 되고 있다. 이러한 항공기 테러는 많은 인명피해를 야기하므로 현재의 항공보안 시스템상의 문제점을 분석하고 그 대안을 제시하는 것이 연구의 목적이다. 연구의 방법론으로는 항공기 테러의 현황과 현행 항공관련 법령과 테러방지법 등의 관련 규정들과 선행연구들을 검토하는 문헌적 연구방법론을 택하였다. 연구내용은 항공보안법과 테러방지법과 긴밀히 공조되지 못함과, 항공보안 인력양성의 문제점, 항공기 파손, 납치죄 등에 대한 처벌상의 문제점 등을 분석하였다. 연구의 결론으로는 공항에서의 위험화물과 기내 불법행위와 테러 위험 인물들을 사전에 찾아내는 보안업무, 항공기에 탑승하는 보안요원, 외사경찰, 정보기관 등의 역할과 개선방안, 처벌규정의 개선 및 법적인 사각지대와 흠결을 보완하는 대안을 제시하여 항공기 테러 방지를 통 한 항공보안 체계를 제시하였다. 시사점은 항공교통이 증가하는 현대 사회에서 항공보안을 위한 정책 수립과 개선입법에 활용 될 것이라고 전망된다. The whole world is anxious that aircraft could be used as a tool for terrorism after 9/11. The disappearance of Malaysia Airlines is again adding to fears about aircraft. Because these aircraft attacks cause many human casualties, the purpose of the study is to analyze the problems in the current air security system and to present alternatives. The methodology of the study used a literature research methodology to review the current status of aircraft terrorism and related regulations, such as current aviation-related laws and anti-terrorism laws, and prior studies. The purpose of the Chapter is to present an aviation security system that promotes the safety of air traffic through the prevention of aircraft terror by presenting the roles and improvement measures of aviation security personnel, foreign police officers, intelligence agencies, and legal blind spots and flaws.
다중전류레벨 인터리버 컨버터를 이용한 전자부하 시스템 구성

Recently, demands for large-capacity electronic loads are increasing in various industries such as a reliability test for the performance of a DC power supply device or a dummy-load for improving the stability of an independent microgrid to be actively built in the future. The electronic load required in these various fields requires an operation such as a continuously variable resistance load while minimizing the switching harmonic component generated in the electric load current in order to reduce the influence of interference from the load peripheral device. Electronic loads require a system that minimizes switching current ripple for load control. Therefore, in this paper, we propose a three-level module converter structure to reduce the current ripple of an electronic load, and a multilevel interleaved power converter topology to reduce the current ripple. The validity of the proposed electronic load, 3-level 6 interleaver converter, was verified by simulation and experiment. In addition, the user's convenience was provided by applying the emotional command curve interface method.
