A Study on Supporting Beauty Lifestyle Industry in Incheon Mo, Jongryn(Professor, Graduate School of International Studies, Yonsei University) Kang, Yena(Ph.D. Candidate, Graduate School of International Studies, Yonsei University) This study suggests a strategy for sustainable city development through accelerating lifestyle industry, utilizing cultural identity. Lifestyle industry, made up of high value-added clothe·food·shelter·leisure fields, can be strengthened by applying cultural identity. Incheon will be advanced as a lifestyle city by promoting lifestyle industry with intrinsic identity of Incheon. As a result of grasping the areal proportion and business of lifestyle industry in Incheon, beauty industry is able to be upgraded by using Incheon marine beauty identity. Incheon’s strategic policies for the beauty industry can be supplemented by commercializing the marine beauty identity and expanding the domestic market. Establishing the beauty lifestyle industrial ecosystem is necessary for concrete acceleration strategy, which suggests the role of the local government, enterprise, university, and consumer. First, Incheon should develop a brand, materializing the marine beauty identity based on the aesthetic value of Incheon islands. Second, the beauty commercial district and the constant local consumption should be facilitated by the commercial community, composed of local small businesses and consumers. Lastly, diversification of beauty industry, combining with the convention sectors, and reinforcement of the research capacity are the foundation for the beauty lifestyle industry. 본 연구는 문화 정체성을 활용한 라이프스타일 산업 고도화를 통해 지속가능한 도시 성장 방안을 제시한다. 고부가가치를 창출하는 의·식·주· 레저 산업인 라이프스타일 산업은 문화 정체성을 접목시켜 경쟁력을 강화할 수 있다. 인천 고유의 정체성을 활용해 라이프스타일 산업을 육성함으로써 인천은 라이프스타일 도시로 발전할 수 있다. 인천에 집적된 라이프스타일 산업의 영역별 비중과 업종을 파악한 결과, 뷰티 산업은 인천 해양 뷰티 정체성을 활용해 고도화될 수 있다. 인천 전략산업인 뷰티 산업의 정책적 보완점은 해양뷰티 정체성의 상품화 및 내수 시장 강화다. 구체적 고도화 전략을 위해 지역 정부, 기업, 대학, 소비자의 역할을 제안하는 뷰티 라이프스타일 산업 생태계 조성 방안이 필요하다. 첫째, 인천은 섬들이 보유한 미적 가치를 토대로 고유의 해양 뷰티 정체성을 구현하는 브랜드를 개발해야 한다. 둘째, 뷰티 라이프스타일 상권 조성과 꾸준한 로컬 소비는 지역 소상공인과 소비자 중심의 상업 커뮤니티활성화를 통해 뒷받침되어야 한다. 마지막으로 컨벤션 산업과의 융합을통한 뷰티 산업 다각화와 뷰티 연구 역량 강화를 통해 뷰티 라이프스타일산업 기반을 탄탄히 해야 한다.
THE MICROFOUDNAITONS OF THE DEVELOPMENTAL STATE AND THE ASIAN ECONOMIC CRISIS

Contrary to the dominant view that the developmental state evolved to reduce transaction costs (such as moral hazard), I argue that it represented, first and foremost, a policy compromise between business and government over redistribution and market competitiveness. This compromise was possible because of favorable political conditions: a long shadow of the future, a favorable payoff structure, and an unequal distribution of power (in favor of the government). The long shadow of the future, in particular, was decisive in allowing the government and business to commit to and enforce their agreement. In some East Asian countries, however, political changes shortened the time horizon of state and business elites, weakening their policy cooperation and increasing the vulnerability of the economy to a crisis. I test this theory against the cases of nine East Asian countries, using the stability of the party system as a proxy for the length of the time horizon and thus, the ability of actors to make a credible commitment. Consistent with theory, I find that the more fragmented or divided a country’s party system (i.e., the shorter the time horizon) had become before the outbreak of the crisis, the more severe and costly the economic crisis has been in that country.
