OECD 회원국의 공공외교 제도화 수준 측정과 결정요인 연구

본 연구는 OECD 회원국의 공공외교 제도화 수준을 측정하고, 각국의 제도화 수준 차이를 형성하는 데 영향을 끼치는 결정 요인을 탐색하고자 하였다. 연구 방법으로 경제협력개발기구(OECD) 회원국 전체를 대상으로 하여, 각국 공공외교의 제도화 수준을 측정하기 위한 지표를 먼저 제시하였다. 그리고 공공외교 정책 수립 수준, 실행 수준, 그리고 종합적인 제도화 수준에 영향을 미치는 요인을 SPSS 다중 선형 회귀 분석을 통해 도출하였다. 통계 분석 결과 공공외교 정책 수립 수준의 결정요인은 군사 안보 위협 요인이며, 실행 수준에 가장 큰 영향력을 끼치는 변수는 재외공관 수로 드러났다. 정책 수립 수준과 실행 수준을 아우르는 공공외교 제도화 수준에 큰 영향을 미치는 변수는 국방연구비 비율과 재외공관 수이며, 그 다음으로는 GDP 대비 무역 비율이 정(+)의 영향을 미치는 것으로 도출되었다. 1인당 GDP는 부(-)의 영향력, 총 병력 수는 작은 정(+)의 영향력을 가지는 것으로 확인되었다. 따라서 공공외교는 미래에 일어날 수도 있는 군사안보 위협을 방지하기 위해 국가들이 정책적으로 수립하는 경향이 높은 수단임이 드러났다. 공공외교의 실행은 경제적, 군사적 이익 추구보다는 외국 또는 해외 대중과의 관계로 추동되는 경향이 있는 것으로 분석되었다. This study measures the level of institutionalization of public diplomacy and explores the determinants that influence the differences in the level of institutionalization of public diplomacy in OECD member countries. As a research method, the indicators for measuring the level of institutionalization of public diplomacy in each country are first presented in 38 member countries of the Organization for Economic Cooperation and Development (OECD), and then the factors affecting the level of policymaking, implementation, and institutionalization of public diplomacy are derived through SPSS multiple linear regression analysis. Statistical analysis revealed that the determinant of the level of policymaking is the military security threat, and the variable that has the greatest influence on the level of implementation is the number of diplomatic missions abroad. The variables that had a great influence on the level of institutionalization of public diplomacy, which encompass policymaking and implementation, were the ratio of defense research funds and diplomatic missions abroad, followed by the trade -to- GDP ratio, which has a positive effect. It is confirmed that GDP per capita has a negative effect, and the total number of military personnel has a small positive effect. Public diplomacy is shown to be a significant means of policymaking by countries to prevent potential military security threats in the future. It was analyzed that the implementation of public diplomacy tends to be driven more by relations with foreign countries or foreign publics rather than by the pursuit of economic or military interests
