GIS 네트워크 분석을 활용한 노인복지시설의 접근성 연구: 인천시 내륙부를 중심으로

본 연구는 인천시를 대상으로 노인복지시설의 공간적 분포를 살펴보았다. 노인복지시설의 분포를 접근성 측면에서 살펴보기 위하여 GIS 네트워크 분석을 활용하여 노인복지시설의 이용권역 분석을 실시하였다. 네트워크 분석에 앞서 노인의 보행권을 고려하여 노인복지시설을 3개 권역으로 분류하였으며, 분류된 노인복지시설의 거리기준을 토대로 분석을 실시하였다. 분석결과 시설별 차이가 있었으나 대부분의 시설에서 지역 간 편차가 나타나는 것을 확인할 수 있었다. 또한 노인복지시설의 입지기준이 없어 시설의 분포는 시설을 운영함에 있어 나타나는 편리함과 이익에 영향을 받는 것으로 나타났으며, 노인복지시설의 목적보다는 시설의 설치 가능한 건축물의 용도에 영향을 받는 것을 확인할 수 있었다. 또한 노인복지시설의 이용권역 분석결과와 이용대상자의 밀도를 고려하여 취약지역을 도출하였다. 이러한 취약지역은 향후 노인복지시설을 배분함에 있어 우선적인 공급이 고려되어야 할 지역이다. 이러한 연구결과를 통하여 본 연구는 노인복지시설의 입지를 결정함에 있어 효율적인 공급계획을 수립하는 데 기본 자료로 활용될 수 있을 것이다. The purpose of this study is to analyze the spatial distribution of the welfare facilities for the aged in Incheon. This study analyzed accessibility of the welfare facilities for the aged in Incheon. Based on GIS network analysis, this study identifies the service areas of the welfare facilities for the aged. Prior to network analysis, the welfare facilities for the aged are classified into three groups considering of walking range of the aged. After the classification, this study conducts network analysis to determine service area of the welfare facilities for the aged. The distribution of the welfare facilities for the aged in Incheon implies that most facilities have unbalanced distribution among inner cities. And there is no location standard about the welfare facilities, while the facilities are distributed based on the character of the operating welfare facilities. The areas with inadequate supply of the welfare facilities are drawn by the density of users. These blind spots should be considered above all in supplying the welfare facilities for the aged.

개발수요 추정을 통한 계획관리지역 규모 적정성 분석- 인천광역시 강화·옹진군을 대상으로 -

본 연구에서는 비도시지역의 체계적인 관리체제 도입이 필요하다는 판단 하에 현 계획관리지역 규모 적정성 여부를 파악하였다. 단순 이동평균방법 등의 시계열자료 분석방법을 활용하여 향후 예상되는 개발수요를 도출하고, 계획관리지역 규모와 비교함으로써 수용가능성을 판단하였다. 분석을 통해 도출된 주요 결과는 다음과 같다. 첫째, 개발행위허가제도 도입 이후, 강화·옹진군에서는 행위허가가 크게 증가하였다. 둘째, 지난 10년 간 행위허가는 계획관리지역에 집중된 성향을 보였다.(강화군 56.1%, 옹진군 67.9%) 셋째, 행위허가 밀도는 육지와의 접근성이 양호한 지역을 중심으로 집중되는 패턴을 보였다. 넷째, 개발수요와 계획관리지역 면적 비교 결과, 현 계획관리지역 규모가 장래 개발수요를 충분히 수용할 것으로 파악되었다. 이러한 연구결과는 용도지역 변경이나 과도한 환경 훼손을 줄이고, 계획관리지역의 활용을 우선하도록 유도하는 정책의 근거가 될 수 있을 것이다. 비도시지역에 대한 개발·보존 방향을 명확하게 설정하고 집약적인 토지이용을 유도함으로써 관리하는 것이 비도시지역 관리제도의 실효성을 높이는 계기가 될 것이다. As demands of the systematic management to prevent unplanned land development of non-urban areas is emerging, this study aims to analyze adequate size of planned management area with estimation methods of development enforcement in Ganghwa·Ongjin-gun. In order to progress this study, we estimate potential development demand through time series analysis method, and calculate acceptability of demand. The results of study as follows; First, since the introduction of development permit system, development permit has been greatly increased in this area. Second, areas which have obtained development permit over the past 10 years are intensively concentrated in planned management area. Third, the areas were concentrated in the region with good accessibility to the mainland. Finally, with the comparison of the size between the area obtained development demand and planned management area, we could find out that the current size of planned management area can accommodate development demand of future enough. This result suggests the theoretical basis to prevent excessive environmental destruction from development activity and to establish the policy which prioritizes the development areas to planned management area. Many efforts are needed to set the development direction of non-urban areas and to induce intensive land use. Ultimately, it will serve as a reference to enhance effectiveness of management system of non-urban areas.
