都心再開發事業 實態와 改善方案 : 서울시 청진구역을 중심으로 With particular reference to Cheongjin district Seoul

Since 1970, urban renewal was the most popular redevelopment method in Seoul City area. In the real sense, land district readjustment since 1950s was not the main tools for the integration of existing downtown. For that purpose, this study aimed to investigate renewal projects which was not carried out until now, and propose the efficient implementation method for the future development. Major research findings were as follows: 1) It is necessary to coordinate land owners of small and irregular-lots for the improvement of physical lot condition; 2) Density control requires to consider basic policy of land use and local characteristics; 3) Current urban commercial and specialized function is needed to differentiate from the previous inappropriat urban function; 4) District redesingnation needs to include urban historic assets, diversity, human scale, and vital streerscape along with the redevelopment of old downtown; 5) Use of Samll-scale renewal should be considered for the prevention of un-planned development and appropriare improvement; 6) New renewal method is needed for the adequate develpment density and height control.

A function of city street by extension of vehicular culture has been giving undue value to a flow and a speed of vehicular. Mall environment of a resident in a city become a change for the worse and the will to life as time goes on. Instead these have been developed without proper urban planning processes. Accordingly, this study is to choose a case area containing comfortable and beautiful street, at the same time, it analyzed problems and discuss about new opinions for extending pedestrian passage and acting pedestrian ordinance.

This study, aiming this point, after looking round the transition process of the City&Building Acts in Korea, Japan and Germany, classify the building control system to be the heart of this study to the regulation by the zoning system and by the district unit plan, seize the point at issue by the comparative analysis of current contents districtly in the three countries, catch hole of contents of the $quot;City&Building Acts$quot; which are advanced system in Japan and Germany, estimate the introduction of that system to made better the district unit plan in Korea, and made an offer the related data as advance preparation to such things.

Beauty of urban exposes a quality of urban's landscape. This is determined by various factors which influence one another. Particularly street are the most important factor to decide on city's view among other factors. At present the street in our metropolitan cities do not reflex regional factors. Instead these have been developed without proper urban planning processes. Accordingly, this study is to choose a case area containing comfortable and beautiful street views, at the same time, it analyzed problems and discuss about new opinions for building proper street views based on regional speciality.
