영구임대아파트 거주민의 국민안전의식지수(PSCI) 조사분석을 통한 사회복지관의 역할과 과제에 관한 탐색적 연구 : 부산진구 개금3동 개금종합사회복지관 사례를 중심으로

본 연구는 소방방재청에서 개발한 국민안전의식지수(PSCI: Public Safety Consciousness Index)를 통해 영구임대아파트 입주자들의 안전의식에 대한 수준을 살펴보고, 향후 지역주민의 안전문제에 대하여 종합사회복지관과 사회복지사의 역할에 대한 내용을 제시하고자 하였다. 이를 위해 부산진구 개금2지구 영구임대아파트에 거주하고 있는 주민 644명의 설문 내용을 분석에 사용하였다. 그 결과 생활안전 지수의 경우 52.10(Yellow), 소방안전 지수는 32.18(RED), 재난안전 지수는 43.00(RED)로 나타났고, 전체 국민안전의식지수는 42.49(RED)로 나타나 ‘안전의식 미흡’이라는 결과를 확인할 수 있었다. 이에 영구임대아파트 내 위치하고 있는 사회복지관들은 영구임대아파트의 노후화와 입주민의 안전에 대한 이슈에 대한 관심을 가지는 것이 필요하다. 사회복지관과 사회복지사는 지역사회에 존재하는 다수의 전문가들을 모우고, 기관들을 연계하는 역할을 가장 잘 할 수 있는 전문가일 것이다. 사회복지사들이 지역주민들에게 요구하고 있는 게이트키퍼의 역할을 사회복지관이 수행함으로서 안전과 관련한 다수의 기관들을 모우는 것이 필요하다. 특히, 개금종합사회복지관은 개금2지구 영구임대아파트 주민들 대상으로 실시한 ‘국민안전의식지수’의 활용을 통해 안전의식에 대한 목표를 설정하고, 목표 달성을 위해 협력 기관들과 함께 내용을 공유하고 노력하는 과정이 필요하다. This study looked at the level of safety awareness among residents of permanent rental apartments through the Public Safety Consciousness Index (PSCI) developed by the National Emergency Management. In order to present the role of the community welfare center and social worker on the safety issues of local residents in the future. To that end, 644 residents of a permanent rental apartment in the Busan Jin-gu area were used for the analysis. As a result, living safety index is 52.10 (Yellow), fire safety index is 32.18 (RED), disaster safety index is 43.00 (RED) and PSCI is 2.49 (RED) were found to be ‘poor sense of safety’. Community welfare centers, located in permanent rental apartments, need to pay attention to issues concerning the aging of permanent rental apartments and the safety of residents. It is necessary for social workers to serve as gatekeepers to local residents, thereby bringing together a number of safety-related institutions. In particular, it is necessary to set goals for safety awareness through the use of the ‘National Safety Consciousness Index’ for residents of permanent rental apartments in the second district of Gaesong, and to share and strive with partner organizations to achieve the goals.

본 연구에서는 원효의 무애행에 내재된 사회복지 가치를 파악하였다. 원효의 궁극적인 관심은 중생의 깨달음 즉 중생구제에 있었다. 원효는중생의 삶 속 깊이 들어가 중생과 더불어 호흡하고, 그 깨달음을 온 세상에 구현하고자 솔선수범한 자비로운 보살이었다. 원효의 대표 사상은일심사상, 화쟁사상, 무애사상으로, 일심이 요익중생을 위한 관념적 실천논리라면, 무애는 행동(실천)논리이다. 무애는 불교가 궁극적으로 추구하는 세계로, 일심의 근원으로 돌아가서 중생들을 풍요롭고 이익 되게 하는 귀일심원 요익중생(歸一心源 饒益衆生)의 또 다른 표현이다. 중생구제를 위한 원효의 무애사상은 어디에도 걸림이 없고 분별을 벗어난 자유의 상징이자, 자비 실천을 통해서 깨달음을 추구하는 보살의 실천행으로투영되었다. 그리고 무애사상은 이분론적 대립과 분열을 넘어선 자유의몸짓으로 중생들의 아픔을 자신의 고통으로 느끼며 다가선 자리이타의실천행이자 자비행 그 자체였다. 당시 신분제의 억압과 전쟁으로 피폐해진 백성의 고된 삶을 치유하고 정토로 안내하기 위한 원효의 무애행은현대사회의 사회복지실천 즉 복지행이라 할 수 있다. 그리고 원효의 중생구제와 불교대중화를 위한 무애사상은 모든 경계와 차별을 없앤 평등과 일원(一圓)의 걸림 없는 회통의 세계로 인간존엄성과 자유, 평등, 사회적 연대 등을 기본적인 가치로 하여 모든 사람들의 안락한 삶과 행복을 추구하는 사회복지와 그 지향점을 같이하고 있다. 또한 원효 무애행의 대표적인 사례인 무애가, 요석공주와 설총, 사복의 설화 등에 사회복지 가치가 고스란히 녹아 있다. 원효의 일생은 중생구제를 위한 무애행의 삶이자, 복지행을 실천한 진정한 보살의 삶이었지만, 현대사회에서원효의 무애사상과 복지와 관련한 직접적인 연구는 거의 찾아볼 수 없었다. 이에 본 연구는 무애사상과 복지의 관련성에 관한 직접적인 연구로서 의의가 있다. 아울러 물질의 기술이 무한 발전하고 있는 4차 산업혁명시대에 원효의 무애사상과 복지행은 정신적 복지를 중시하는 동양의 사회복지 가치를 견지하는데 큰 의의가 있을 것으로 사료된다. This study grasped the value of social welfare in Wonhyo’s unconstrained conduct. Wonhyo’s ultimate concern was living beings’ enlightenment, that is, their relief. Wonhyo was merciful Bodhisattva who was deep in their life, lived together, and tried to realize enlightenment in the whole world. Wonhyo’s main ideas are one mind, reconciliation of dispute and harmony, and no hindrance. One mind is the logic of ideological practice for abundant benefit for all living beings and no hindrance is the logic of behaviors (practice). No hindrance is the world which is ultimately sought by Buddhism and another expression of bestow benefits to all beings by returning to our original pure nature(歸一心源 饒益衆生). Wonhyo’s unconstrained conduct for living beings’ relief is the symbol of freedom which is not hindered or obstructed from dong anything and escapes from discernment and practice conduct of Bodhisattva in search of enlightenment through mercy and practice. And unconstrained conduct is mercy and practice conduct and mercy of benefiting self and others simultaneously to feel living beings’ pain like his and approach them as a gesture of freedom beyond dichotomous conflict and split. Wonhyo’s unconstrained conduct to mend the people’s hard life of the people who were devastated due to the suppression of the status system and the wars and lead them to the pure land is practice of social welfare in modern society, that is, welfare conduct. And Wonhyo’s unconstrained conduct for relieving living beings and popularizing Buddhism is the same aim as social welfare to pursue everyone’s comfortable life and happiness by making the dignity of man, freedom, equality, social solidarity, etc. the basic value as the world of conciliation or harmony of diverse opinions which is not hindered or obstructed from equality and a unitary circle by removing all boundaries and discrimination. And Muaemu, Princess Yoseok and Seolchong, the Tale of Sabok, etc. which are Wonhyo’s unconstrained conduct reflect the value of social welfare. Wonhyo led a life of unconstrained conduct for living beings’ relief and true Bodhisattva who practiced welfare conduct, but there have been few direct studies related to his unconstrained conduct and welfare in modern society. Therefore, this study is meaningful as the direct study on the relation between unconstrained conduct and welfare. In addition, Wonhyo’s no hindrance idea and welfare conduct are thought to be very significant to hold on to the value of oriental welfare which regards mental welfare as important in the age of the 4th industrial revolution that material technology has infinitely developed.
