지역사회복지협의체 활성화방안 모색을 위한 이론적 고찰 -시민사회중심 거버넌스 및 전문적 관료제 이론을 기반으로 한 서울 G구 지역사회복지협의체 분석-

지방자치제도의 본격적인 시행과 함께 민관 협력을 기반으로 한 협치 기제로써 지역사회복지협의체의 운영이 의무화되고, 2010년 현재 1기 지역사회복지계획의 종결 및 2기 지역사회복지계획을 수립하는 중요한 시기에 도래하였다. 하지만 1기 평가의 미진, 파행적 계획과정의 답습 등이 이루어지고 있는 상황에서, 본 연구자는 지역사회복지협의체의 활성화를 목적으로 구속력, 강제력 강화를 위하여 사회복지조직으로서의 지역사회복지협의체 분석을 실시하였다. 서울의 G구를 중심으로 시민사회중심 거버넌스 이론, 조직요건 및 전문적 관료제적 측면에서의 지역사회복지협의체를 분석하였고, 그 결과 관 중심의 편협한 위원선정, 관 중심적 협의체 영향력 행사 등의 문제가 도출되었다. 또한 전문적 관료제 측면에서는 지방자치단체 주무관이 상근간사로의 역할을 수행하면서 대표협의체-실무협의체-실무분과의 계층적 조직구조를 부정하고 개별적인 조직으로서의 활동을 조장하고 있었으며, 관계 중심적․의무감의 조직으로 전락하고 있는 실정임을 확인할 수 있었다. 이에 구성원의 역할 법제화를 통하여 위원들의 자주적 활동을 보장하고, 민간간사 또한 관으로부터 분리될 수 있도록 하며, 정기적인 교육과 사업 평가의 공식화를 제언하였다. 이와 같은 연구결과가 비단 서울의 G구 뿐만 아니라 전국 기초자치단체의 지역사회복지협의체 활성화에 밑거름으로 활용되기를 기대한다. With regular enforcement of local self-governing system, operation of local community welfare alliance became mandatory as the already established matter based on cooperation between private and government. Also, currently, in 2010, it reaches the most importance time that 1st local community welfare plan is finished and 2nd local community welfare plan is established. However, due to unsatisfaction of 1st evaluation and following of crippled planning process, I, as an researcher, conducted an analysis of local community alliance as the social welfare organization to reinforce the binding force and legal force for the purpose of vitalization of local community welfare alliance.Based on G district in Seoul, civil society-oriented governance theory, requirement for organization and local community welfare alliance from point view of professional bureaucracy has been analyzed, and as a result, problems on narrow-minded member selection based on government and exercise of government-centered leverage were drawn. Also, it can be verified that from the side of professional bureaucracy, while local government officer in a charge performs a role for full-time assistant administrator, he/she denies the hierarchical organization structure with representative consultative body-working level consultative body- working level department and encourages the acting as individual organization, and it falls as to organization for relation-oriented and sense of duty.Thus, this study suggests formulation of regular education and project evaluation by ensuring independent performance for members through legislation of roles for members and also separating private assistant administrator from government. It is expected that results from this study will be used as foundation for invigorating not only G district in Seoul, but local community welfare alliances in national local governments.

지역사회복지관에서의 지역사회조직화에 관한 사회복지사들의 인식

본 연구는 선행연구1)를 토대로 사회복지사의 인구학적 요인, 개인의 경험적 요인, 기관의 환경적 요인, 기술적 요인에 따른 지역사회조직화의 개념, 이론 및 실천모델의 이론적 준거틀에 대한 사회복지사의 인식과 연구자가 제시한 단계별 실천과정의 필요성에 대해 조사 및 분석을 실시하였다. 분석결과를 살펴보면 첫째, 지역사회조직화의 이론적 준거틀에 관한 조사결과 개념의 경우 지역사회욕구를 발견하여 지역주민의 자발적인 참여를 통해 지역사회의 문제를 효과적으로 해결할 수 있도록 하는 전문적 지역사회복지실천과정’과 ‘지역사회 내에서 자원을 동원하여 문제를 해결하고 주체적․자발적 참여 및 참여 촉진 활동 등을 통한 주민조직화’로 인식하고 있었고, 관련이론으로는 ‘생태이론’, ‘체계이론’, 실천모델로는 ‘로스만(Rothman)의 지역사회개발모델’, ‘로스만(Rothman)의 사회계획모델’을 기반으로 하면서, 문제나 지역의 특성에 따른 다양한 이론과 실천모델의 인식을 통한 적용 및 접근이 필요하다는 인식결과가 나타났다. 둘째, 지역사회조직화 실천의 단계별 실천과정의 필요성에 관한 조사결과 전체평균 4.26점(최대값 5)으로 매우 높은 것으로 나타났다. 이러한 연구결과를 토대로 지역사회조직화의 이론적 기반 형성과 실천현장에서 적용 가능한 실천과정을 정립하기 위한 연구방향을 제시함과 동시에 향후 한국형 지역사회조직화의 실천모형을 개발하는데 기초 자료로써 활용되어지길 기대한다. This study on the basis of the precedent study is the research and analysis of the cognition of social worker in concept, theory and theoretical framework of practical model in community organizing and the necessity of practice process showed according to the demographic factor of social workers, empirical factor of an individual, environmental factor of the center, and descriptive factor.As the result of research in the theoretical framework of community organizing, firstly, the concept is perceived ‘the professional community organizing practice process, exploring and effectively solving the social problem through their voluntary participation by local residents’, and ‘the organizing residents, mobilizing the resource inner the community and solving the social problem through independent, voluntary participation, and promoting participation activity’. And on the basis of‘ecology theories’ and ‘systems theories’ as related theories and‘locality or community development model(Rothman)’ and ‘social planning model(Rothman)’, it is cognized that it is required the adaptation and approach through the cognition in various theories and practice model according to social problem or local character.Secondly, the result of research of the necessity of the practice process represent the respondentreplied average 4.26(maximum 5).These study show the course of study in order to form theoretical foundation and establish applicable practice process in the field, and samely is anticipated to be utilized basic data to develop Korean community organizing henceforth .

지역사회복지관에서 조직화사업의 전문적 실천을 위한 이론적 고찰

지역사회복지관이 기존의 사회복지 서비스 전달의 기능에서 지역사회조직화 사업이 지역사회문제 해결을 위한 필수적인 목적사업으로 인식됨에도 대부분의 기관들은 이에 대한 경험이 부족할 뿐만 아니라 이를 뒷받침할 이론적 연구도 부족하다. 지역사회조직화와 관련된 학문적 개념은 명확하게 정립되지 않았으며 관련 이론과 모델을 적용한 연구가 거의 없다. 일부 제시된 실천모델의 경우에도 이론적 뒷받침이 없고, 실천되는 일련의 과정을 체계적으로 정립하지 못하고 있다. 이에 본 연구에서는 학자별로 다양하게 제시되어 있는 지역사회조직화의 개념을 재정의하고 실천모델을 뒷받침하는 이론 제시와 실천현장 적용이 가능한 실천모델, 실천과정을 제시하였다. 이러한 연구결과를 통해 지역사회조직화 사업의 전문적 실천을 위해 수행해야 할 과제와 방향은 다음과 같다. 첫째, 지역사회조직화의 개념과 관련된 이론적 개념들에 대해 학자들 간에 정립이 요구된다. 그리고 사회복지사들은 제시된 이론적 기반을 토대로 지역사회조직화 실천과정에 다각적으로 활용해 보려는 노력이 필요하다. 둘째, 지역사회조직화사업의 활성화를 위해서는 기관차원에서 조사 및 연구개발을 지원하고 지속적인 교육훈련의 과정을 마련해 주는 시스템이 필요하다. 셋째, 공식적, 비공식적 지역주민의 조직과 사회기관이 유기적인 관계를 맺고 지역사회복지실천을 위하여 공동의 노력을 할 수 있도록 네트워킹 하는 역할도 지역사회복지관을 거점으로 이루어져야 할 것이다. When community social welfare center provides the existing social welfare services, though the community organizing project is perceived as a necessary means to solve social problems, most of the organs are not only lack of the experiences, but also lack of the theoretical researches to support the project. Scholastic concept on community organizing project is not sufficiently logical, and there are also few researches appling related theories and models on it. Some of the practical models are not supported by logic and do not fully include a series of the process as well. Therefore, this research redefines the concepts of the community organizing project by scholars. And it also offers the logic to support the practical models, and presents applicable practical models and practical process which are fit for the field.The results presents that the community organizing project should execute following suggestions and directions. Firstly, the concept of the community organizing project should be clearly defined among the scholars. Social workers should try to apply the presented theories versatilely through the practical processes. Secondly, to boost the community organizing project, we need the system to support the research and study, and to provide consistent education and training at the organ level. And lastly, it should be the community social welfare center that consolidates the network between the local community organs and social organs, and makes efforts to provide social welfare services together through both the formal and informal relationships between them.

기초노령연금의 정책과정과 정책내용 분석연구

According to highly raised the Aging ratio, the basic old age pension to secure old age income constantly come under controversy : confused about identity of system, inadequate to deal with security a long term-finance, concerned about effectiveness regarding small amount of pension payment, etc. This researcher studied to focus on process and product analysis based on 3P analysis method of Gilbert and Terrell. As a result, I found the error at the stage of “making alternatives and policy decision” in the process and “target system, pay system, finance system” among four requisites for configuring policies in the product. Based on these, system is under an obligation the comparative analysis process of policy and urgent to prepare the official system will be able to minimize the error from inside politic process the balance security of the system which leads the construction with the financial security which leads obligatory joining of the whole nation and multilayer income security system is demanded. Also, I proposed arrangement of appropriate pay regarding income security and reduction the target class through income investigation to realize social effectiveness ,poverty prevention, which the system has included. I suggest this study should be used as basic information to manage the basic old age pension stably and also a starting point of various studies for old age income security. 급속도로 높아지는 고령화비율에 따라, 향후 노후소득을 보장하기 위한 방편으로 2008년 실시된 기초노령연금은, 제도의 정체성 혼란, 장기적인 재정확보 방안 미흡, 소규모 연금지급에 대한 효과성 우려 등 끊임없는 논란에 휩싸이고 있다. 이에 본 연구자는 Gilbert and Terrell의 3P분석 방법을 기반으로 정책의 과정 및 산출분석을 실시하였고, 그 결과, 과정에서는 ‘대안의 형성 및 정책의 결정’단계에서의 오류를 발견하였으며, 산출에서는 정책을 구성하는 4가지 주요요소 중 ‘대상체계, 급여체계, 재원체계’에서의 문제점을 도출하였다. 이를 근거로, 정책의 비교․분석과정을 제도화․의무화하여 정책과정 안에서의 오류를 최소화할 수 있는 공식적 체계를 마련하는 것이 시급하고, 전국민의 의무가입을 통한 재정확보 및 다층소득보장체제로의 구축을 통한 제도의 형평성 확보가 요구된다. 또한 제도가 내포하고 있는 빈곤예방이라는 사회적 효과성을 실현하기 위하여 소득조사를 통한 대상층 축소 및 소득보장에 적절한 급여 책정을 제언하였다. 이와 같은 연구결과가 기초노령연금의 안정적 운영을 위한 기초자료로 활용되고, 더불어 향후 노후소득보장정책을 위한 다양한 연구의 시발점이 되기를 기대한다.
