본 논문은 자연적인 위험이자 동시에 사회적인 위험이라고 할 수 있는 석면위험에 대한 정부 정책과 조치들이 어떤 과정과 경로를 통해 수립되었으며, 이 대응과정에서 다양한 이해관계자들이 주고받은 상호작용이 어떠했는가를 살펴보았다. 우리나라 석면관리대책과 석면피해구제법 그리고 석면안전관리법 등 석면정책변동이 나타나는 과정을 다중흐름모형을 적용하여 다중흐름의 결합성공과 결합실패가 어떻게 나타나는지 규명하고자 하였다. 제일화학이 야기한 석면위험과 충남 홍성 석면광산 피해사건이 발생하고 전국적으로 확산되는 과정과 이에 대한 시민사회와 정부의 대응과정을 일종의 서사적 스토리(narrative)를 통해 재구성하였다. 이러한 역사적 과정에서 다양한 정책관여자들의 행동과 상호작용이 어떻게 이루어졌으며, 석면정책과 제도가 어떠한 정책논리가 적용되어 형성되었는가를 검토하였다. 정책변동과정의 분석결과 정책의 창이 열리고 문제의 흐름이 지속되더라도, 언론과 시민단체가 정치의 흐름을 지속시킬 뿐만 아니라 정부와 국회가 제도적 대응을 통해 정책대안의 흐름을 지속시켜야만 정책변동이 이루어짐을 확인할 수 있었다. 아울러 정책변동을 가져올 때 세 가지 흐름을 결합하려고 노력하는 정책선도자가 시기를 달리하면서 다르게 나타날 수 있다는 점을 확인하였다. This study has examined the overall process of spreading the risk throughout the nation and the response of government and civil society in Korea. Moreover, it analyzed, through the multiple stream model, how various policy participants have interacted one another and they have formulated the asbestos policy. To get more concrete information about the asbestos policy change, Focus Group Interview was conducted. This study shows the ways in which the overall process of policy changes for asbestos diseases in Korea has been developed. During three phases, many policy participants have interacted and formulated policy networks and their solidarity. As the multiple stream policy model implies, the streams of policy problems, alternatives and politics related with asbestos diseases in Korea have been unfolded separately. With the critical efforts of politicians, public officials and civic groups, the three streams can be combined and open the policy window for legislating the new acts. This study suggests that policy leader needs to make an effort to combine three different policy streams to make a significant policy initiative.
