SRF 연료화 발전시설의 변화에 따른 법령 개정에 관한 연구

As of 2022, there are 269 facilities for manufacturing and using SRF products nationwide, of which 25 public facilities and 257 private facilities are in operation. Among them, there are 6 places in Korea that have SRF product manufacturing and usage facilities together. However, in the [Law Concerning Resource Conservation and Recycling Promotion] Attached Table 7 and Attached Table 7-2, the quality standards applied by SRF manufacturing companies and the emission standards for power generation facilities are separated, and dual regulations are proposed for integrated systems. This research is a study on the necessity of revision of the law corresponding to the double regulation of the Resource Recycling Law in order to activate the waste resource energy policy. ‘SRF(Solid refuse fuel) product manufacturing & SRF Power generation facility’ is a combination of two facilities, so it should be applied as a facility to be used. In addition, in the SRF manufacturing process, more than 120 kg/day of recyclable waste such as mobile phones, dry batteries, electronic substrates, and electronic equipment is brought in. Therefore, much effort will have to be put into the separate collection policy for domestic waste. Finally, the current environmental impact assessment enforcement standards should be reduced to 5 MW for facilities of 10 MW or more, and should be strengthened by adding benzene, acetaldehyde, and dioxin as mandatory assessment when assessing the environmental impact of SRF power plants.
