민간투자 BTL사업의 부대ㆍ부속사업 활성화를 통한 정부지급금 감소 방안 연구

대한민국 교육인적자원부는 현재의 부족한 학교시설을 건설하는데 있어 재정난을 타개하기 위하여 2005년 도입한 BTL사업 방식을 도입하였다. 그러나 향후 시설임대료와 운영비의 형태로 지급되어야 할 정부지급금의 부담에 대해서는 고려가 미약하여 정부지급금의 지급시기가 도래하면 지금과 같은 재정부담이 발생할 가능성은 다분하며 그에 따른 부실운영이 초래될 것이다. 정부지급금을 줄일 수 있는 방법으로는 총민간투자비와 운영비를 줄이는 방법과 민간의 부대수익사업을 적극적으로 활용하는 방법이 있다. 전자는 이미 여러 논문을 통해 그 연구가 상당부분 진행이 되었지만, 후자는 그 연구가 거의 이루어지지 않고 있다. 이에 본 연구에서는 부대사업과 부속사업의 시행지침상의 여러 가지 문제에 대해서 언급하고, 각각의 문제점에 대한 해결책을 모색하고자 한다. 이를 위해 부대사업과 부속 사업을 활성화 할 수 있는 방안으로 BTO를 활용한 부대사업 활성화 방안에 대하여 제안하였다. 이는 BTL사업지의 공공용지를 활용하여 BTO사업을 시행하고 그 수익으로 BTL사업의 정부지급금을 줄이며, 현재 용적률을 100% 활용하지 않고 있는 학교부지에 대해서 용적률을 최대한 활용하여 BTO사업을 시행하는 것으로 이를 통한 국가예산으로 지불되는 정부지급금의 감소를 도모하였다. 실증분석을 위해 BTL사업의 실 사례를 통해 BTL사업과 BTO사업의 현금흐름을 분리 계산한 후 추후 BTO사업의 현금흐름을 통하여 BTL사업의 정부지급금의 감소효과를 예측하였다. 이 같은 부대 및 부속사업을 중심으로 BTL사업에서의 정부지급금 감소방안에 대해 정책제언을 함으로써 정부재정부담의 감소, 나아가서는 민간의 창의와 효율 극대화를 기대할 수 있을 것이다. Many of the local educational administrations in Korea tried to employ the school construction project by Build Transfer Lease (BTL) project delivery method, in order to overcome the current financial bottleneck. However, there should have been a more careful consideration for the facility lease fee and management cost, which are actually the government guaranteed subsidy for BTL project. When it comes to the due date for government subsidy payment closer, there will be hugh possibility of financial burden from it and following poor management of facility can not be avoided. In order to avoid this risk, there are two solutions to get done. One is to have the total private investment amount decreased and the other is to make full use of school facility by opening to private consumer willing to pay for use of the provided services from school facility. There is plenty of research findings from former cases, however there is no fruitful research output. In this study, the major problems including legal issues resulting from government regulation treating the subsidiary business and affiliated business are discussed and also the solution is explored. Also, in order to boost the implementation of subsidiary business and affiliated business into BTL project, the PFI business model in Japan is also discussed and the sensitivity analysis of transforming model of utilizing subsidiary business and affiliated business is performed.
