        The International Organization for Migration (IOM) presented their prediction at the 2009 UN Conference of the Parties (COP15) that by 2050 up to one billion people could be displaced internally or internationally due to matters such as food insecurity and water scarcity caused by rise in sea levels, drought, and desertification which are all induced by climate change. In fact, it has been already reported that climate change-induced refugees had surpassed the number of war refugees in 2022. However, the prevailing domestic and international discussions on climate change and migrants’ rights are mainly focused on the conceptualization of environmental migrants and the capacity of each country to receive migrants. The discussion on the rights of migrants as climate vulnerable population has not yet taken place. Therefore this paper analyzes the discussions on the climate change and vulnerable populations, particularly focusing on the protection of migrants. It then evaluates the poor conditions regarding migrants in Korea, who are directly exposed to the impacts of rapid climate change, in terms of working conditions, living conditions, and access to information. This paper also examines whether current legislation in Korea on climate change and vulnerable populations includes protection of migrants. While migrants have been highlighted as one of the most vulnerable groups in the international discussion on climate change, existing policies related to climate change adaptation in Korea do not have specific definitions or criteria for vulnerability, and migrants in particular are rarely included in the discussion. It is time to provide practical support by including migrants in existing climate change adaptation policies as well as fundamentally improving policies related to working and living condition and access to information for migrants.
