        이민기금의 설치, 관리 등에 관한 정책안

        The number of foreigners living in Korea is rapidly increasing as the purpose of their stay, such as employment, study abroad, marriage, and tourism, is also increasing. Under these circumstances, administration, which considers foreigners in Korea as simply targets in need of support and implements them only with a consistent beneficiary policy, is experiencing various social problems, including anti-emotion among its citizens. Moreover, if a realistic and integrated support policy for foreigners in Korea is not established, conflicts between their citizens and foreigners will intensify in the near future, and the tax burden of the people will increase significantly. In order to promote immigration policies that will realize social integration between its citizens and foreigners due to the rapid increase in the number of foreigners, the Immigration Fund is trying to resolve one-time or redundancy problems of each ministry's projects and reduce people's costs. There may be controversy over the establishment of new funds to support foreigners, and more accurate estimates of funding, income and expenditure for raising funds, and plans to establish a fund management council under a specific central government or a foreign policy committee under the prime minister can be considered. Korea is also at a time to contribute to the development and social integration of the Republic of Korea by directly utilizing various expenses incurred by foreigners to social integration to resolve anti-reduction of its citizens and secure financial resources efficiently. In this regard, this research paper intended to present a systematic policy proposal on the establishment, creation, management, and operation of the Immigration Fund.

        5-Fluorouracil이 생쥐의 간에 미치는 세포독성에 대한 Squalene의 영향

        This paper aims to prove the effects of Squalene (SQ) on the cellular toxicity of 5-FU to the mouse which pretreated with SQ and then treated with 5-FU. The results of the group A (treated with only 5-FU) are as follows. The nucleus was destroyed at 24 hours and 48 hours group, however, somewhat repaired at 72 hours group. The dilated inner cavity and the irregular lamellae of the rough surfaced endoplasmic reticulum (RER) were observed continually until 72 hours group. The inner cavity of the smooth surfaced endoplasmic reticulum (SER) were dilated in all groups. However, the destroyed and the normal membrane were observed simultaneously at 72 hours group. The inner membrane of the mitochondria were almost repaired at 96 hours group. The results of the group B (treated with 5-FU and squalene) are as follows. The nucleus was a little influenced by the toxicity of 5-FU at 24 hours and 48 hours, RER were observed to keep the typical lamella structure of cisternae from 24 to 72 hours group, but inner cavity kept on dilating. In SER, inner cavity were also observed to flatten from 24 to 72 hours group. Mitochnodria were always shown normal. All cell organelles were simillar to those of normal groups at 96 hours. Accordingly, it can be said that the treatment of 50 prevents the cytotoxicity of 5-FU on cell organelles of liver cell and that is concerned with the formation of membrane system of cell organelles.

        Squalene이 항암제를 투여한 흰쥐의 간에 미치는 효과

        This paper aims to probe the effect of SQ in the rat liver which pretreated with CP was examined by transmission electron microscope. In the A group, the difference between the normal and the treated groups were not detected at 24 hours, but the few mitochondria were expanded at the 72 hours. In the B group, the cisternae of rough-surfaced endoplasmic reticulum were partially destructed and attached ribosomes were remarkably decreased at 24 hours. A number of the mitochondria were dilated and increased in number, the filamentous materials also detected at 72 hours. These results suggest that SQ is not only concerned with construction of the membrane of the cell organelles but also decreased the cellular toxicity in the hepatic cells.

        솔나방(Dendrolimus spectabilis Butler)의 난형성에 관한 연구

        This paper aims to probe the cell differentiation and gene activity in early Oogenesis from Dendrolimus spectabilis Butler by transmission electron microscope. The 8 cystocytes are formed by mitosis of the Oogonia, and differentiated to the 1 Oocyte and 7 nurse cells. The oocyte and nurse cells are connected by ring canals, through which the cytoplasmic organelles such as mitochondria, free ribosomes, and electron dense granular materials are passed from nurse cells to o cyte. Many replication fork in the cystocyte nuclei and 2 transcriptional units of $2.7{\mu}m\;and\;0.36{\mu}m\;or\;0.5{\mu}m$ in the nurse cells are observed by the chromatin spreading technique. It is possible that transcriptional units are passed from nurse cells to Oocyte.

        Complete facial nerve palsy is emotionally and physiologically devastating condition. Management of patients with the facial nerve palsy poses significant challenges to achieve the goal of returning patients to their premor-bid state. We experienced a case of iatrogenic facial nerve palsy in a 66 year-old patient, who was diagnosed as facial nerve schwannoma with previous incisional biopsy. The author describes the management of this patient and reviews the literature.

        다문화사회의 헌법적 가치와 사회통합

        The nation is now unable to deny the perception or phenomena of multicultural society. Achievements of studies in law, sociology, and education are pouring in in academic circles. Still, there is still a lack of policy alternative to multi-cultural societies or immigrant societies. All of these policies are aimed at maintaining a stable social order for foreign workers, such as foreign workers, policies for migrant migrants, policies on their families and policies, and policies for refugees and refugees. In the end, the aim of the nation's pursuit of a multicultural society should be rooted in the constitutional values, including the National Gallery. Currently, the nation needs a national policy for integrating migrant society with a rapidly changing social change, surrounded by foreigners ’ problems in the coexistence of various nations, races and cultures. The legal system for promoting the social integration of multicultural societies should be developed to recognize the migrants entering Korea and realize the overall constitutional value of the nation. In the end, the purpose of social integration for the advancement of the state of society or multicultural societies should be supplemented from the perspective of enhancing the diversity of the nation's people. And with a social concept of a multicultural society or a multicultural society, legislation or administration should clearly establish the constitutional protection of the constitutional protection of the social inclusion policy. Social integration, or social stability, for national purposes, can be duplicated in part as part of a multicultural policy or policy, but the multicultural social policy does not necessarily mean a culture of cultural diversity and a family of foreigners, regardless of the diversity of culture. Whether it is a multicultural, or multicultural law, the proper perception or perception of multicultural families should be reflected in multicultural families, followed by foreign nationals, migrant workers, refugees, refugees, and refugees from multicultural families, including foreign nationals residing in multi-cultural societies. Social integration can be achieved only by establishing models of multicultural models that should be pursued in our society or legal norms. Social members of the various cultural backgrounds can be positioned in a way that can contribute to the development of national development when combined within the community. The most important aspect of our approach to entering a multicultural society in the early stages is the formation of a national consensus on the model of multicultural society that we pursue in the future. Of course, the formation of a consensus is subject to legal consensus or policy agreement, but it must conform to the constitutional values of the constitutional values that form the foundation of the nation.

        Adriamycin으로 유발된 생쥐의 간독성에 대한 Squalene의 영향

        The objective of the present study was to investigate the cytotoxicity of adriamycin in liver cells (group A), and the protective effect of squalene to the hepatocytes to which adriamycin-induced cytotcxicity (group B) was examined by transmission electron micro-scope. In the group A, The cisternae of rough endoplasmic reitculum and smooth endoplasmic reticulum are dilated/disoriented at 24 hours and 48 hours. The inner and outer membrane of mitochondria are detached or destructed , and attached ribosomes of rough endoplasmic reticulum are diminished in number. The cisternae of the smooth endoplasmic reticulum are dilated, and the cristae of mitochondria are disrupted at 72 hours and 96 hours. In the group B, the cisternae of the rough endoplasmic reticulum and smooth endoplasmic resticulum are dilated at 24 hours. The cisternae of the smooth endoplasmic reticulum are dilated at 48 hours. The cell organelles of hepatocytes are recovered from cytotoxicity at 72 hours. These results suggest that 50 is not only concerned with composition of the membrane system of the cell organelles but also decreased the cytotoxicity of the hepatocytes.

        국가와 지방자치단체의 상충관계에 관한 소고

        Local governments` independence from the state has been legally and systematically secured by putting the local government system in operation. According to the increase of local governments` self-regulation, not only the necessity of mutual cooperation between the state and local government but also conflict of interests and competitive relations between them have been enlarged. Recently the Korean society has experienced a severe conflict between the nation and the local government concerning the main national policy. Harmony of National and local governments are required to achieve two goals of globalization and localization. These situation leads to confliction between national and local governments in many aspects. Here, it is necessary to review what local sovereignty is based on and what it is in essence. As to sovereignty of local governments, local autonomy, there are several theories to explain about. Among them, theory of organizational guarantee is supported by most scholars and held by the Supreme Court. However, It is not easy to define what the essence of local autonomy of this theory is. Therefore this paper focuses on “theory of new inherent right” understanding local autonomy as relation of basic rights guarantee principles and popular sovereignty.

        생쥐의 화상에 미치는 Squalene의 치료 효능

        The purpose of this experiment was to know the healing effects of saualene on the burned mouses. The experimental groups were divided into seven groups: the control group, the burned groups, and 50 treated groups after burned. All groups except the control group burned with second degree on a dorsoanterior part. All groups that treated with 50 adapted three drops of pure squalene at 10 seconds interval; one time a day. The histological and ultrastructural changes during 10 days after burned were observed by light and electron microscope. Under the light microscope, all parts of epidermal layer of the burned groups were wounded deeper than the 50 treated groups. At 6 and 10 days groups with 50 treated, especially 10 days, the basal layer was greatly differentiated, and the prickle cells in the spinous layer were greatly increased in number. Under the electron microscope, the cell divisions of basal layer in all groups that treated with 50 were more activated and rapidly regenerated than the all burned groups. Especially, some fantastic results obtained from the 10 days group with SQ treated; much thicker spinous layer than the control group, many prickle cells, fine intercellular bridges, and healthy basal layer contained melanocytes. These results suggest that squalene may active the epidermis growth factor (EGF), acts as scavenger, and provide sources of energy in the membrane system. The results of this experiment consider that squalene has specific effects for burn healing and regeneration.

        다문화가족지원법상 다문화교육정책에 관한 인식의 문제점과 개선방안

        본 논문에서는 한국의 사회적 특성을 고려한 이민다문화사회 현상에 있어서 다문화가족지원법상 바람직한 다문화정책과 다문화교육의 방향을 염두하였다. 이민다문화사회 현상 속에서 지금까지 시행되어온 다문화정책을 성찰해 봄으로써 다문화교육의 과제와 개선방안을 고찰하였다. 우리나라는 경제적 및 사회적 등 여러 가지 원인으로부터 급증하는 외국인과 이민다문화 이론에 대한 근본적 미대응 속에서 정부 주도적 다문화 정책이 이루어져왔다. 한국의 이민다문화 현상과 다문화주의 담론이 불분명하게 혼용되는 양상으로 전개된 우리나라 다문화정책은 한국사회의 특수성을 반영하지 못하고 다문화정책의 성격과 방향이 모호한 상태에서 전개되어 왔다. 그럼에도 불구하고 짧은 시간 내에 다문화교육 담론의 놀라운 양적 확산과 정착을 보였으며 그 실행의 효과를 보이기도 하지만, 한계점도 서서히 드러나고 있는 것도 사실이다. 따라서 본 논문에서는 다문화가족지원법상 국민들 인식에서부터 일부 용어상의 모호함과 다문화교육의 개념 정립, 다문화교육의 범위와 대상, 그리고 내용과 방법 등에 관하여 검토하였다. We live in a multicultural society. The experts said the most significant thing for Korea would be a shift in public awareness about multicultural society through education. It attempts to figure out the Korean multi-cultural policy that reflects the unique characteristics of the multiculturalism in Korean society. It is criticized that European multi-cultural policy should not be directly implemented in Korean society, which may cause problems. Nonetheless Korean social cultural backgrounds are unique and different from Europeans, Korean society has been accomplished very prompt adaptations and expansion of European multicultural policies, and have practiced with the government control. While rapid growth of immigrants in number and prompt implantation of the multicultural discourse form outside, the lack of the internal preparation for Korean multiculturalism remains. Korean multiculrual policies have been ambiguously practiced alongside with the hybridization of the several efforts, that is, solving the problems of the low birth-rate, and the supplement of young people in rural areas, and the import of the external multicultural atmosphere. As the number of foreign residents in Korea is increasing every year, experts on multiculturalism believe that Koreans need to be educated on how to understand an increasingly multicultural society. Therefore, the sense of multiculralism is only in surface, and the directions and categories of multicultural policies are ambiguous. It tends that Korean multicultural policies are replaced by the policies for Asian immigrant women. After the retrospective consideration of Korean multicultural policies during the past five years, the directions of Korean multicultural education; subjects, contents, realms, and methods are suggested in a broad sense. I think building a multicultural society in which different cultures exist equally with the same respect and importance rather than acculturating them into Korean society is true multiculturalism.
