        무소속 김두관 경남지사 후보자에 대한 정책공약, 자질, 감성적 평가가 유권자의 2010 경남도지사 투표선택에 미친 영향

        정책선거 매니페스토 운동이 시민단체와 선거관리위원회를 중심으로 활발하게 전개되어 2010년 동시지방선거의 초점이 후보자 자질문제에서 정책공약으로 변하였다. 연구 문제는 2010년 매니페스토 운동에서 제기된 후보자에 대한 정책공약평가와 2002년 시민단체의 낙천ㆍ낙선운동에서 제기된 후보자 자질요인이 지역주의 정당일체감과 후보자에 대한 감성적 평가인 호감도와 함께 2010년 경남도지사 선거에서 어느 정도 영향을 주었는가이다. 본 연구를 통하여 알게 된 점은 2010년 경남도지사 선거에서 지역주의에 기반을 둔 정당일체감, 후보자간 정책공약을 비교 평가한 정책요인, 그리고 후보자간 자질비교와 후보자간 호감도 비교평가가 유권자의 투표선택에 모두 직접적인 영향을 주었지만, 후보자간 상대적 정책공약평가가 후보자에 대한 상대적 자질평가 보다 더 큰 직접적인 요인이었다. 2010년 영남지역주의에 기반을 둔 경남도 유권자의 한나라당 정당일체감은 매우 약화되었고, 이로 인해 상당수 경남도내 유권자가 무당파로 이동하였으며, 무소속 김두관 경남지사 야권 단일 후보는 상대적인 후보자 자질평가, 정책공약, 호감도에서 무당파로 이동한 경남도 유권자로부터 우세판정을 받았고, 영남지역 최초의 야권 광역단체장인 경남도지사 후보로 당선될 수 있었다. Public policy manifesto movement of civic groups and national election commission was so active in 2010 general local election that candidate quality evaluation issues proposed by 2002 party nomination and election defeat movement of civic groups declined. Research question is that to what extent prospective and comparative candidate public policy evaluation and candidate quality evaluation affect 2010 Kyungnam gubernatorial voting decisions, in addition to regionalism-based party identification, feeling thermometer to candidates. The finding is that all of the voting elements mentioned above are valid direct voting determinants in 2010 Kyungnam gubernatorial voting decisions, while comparative candidate policy evaluation is more directly influential than comparative candidate quality evaluation in the gubernatorial election. The number of voters with regionalism-based Grand National party identification in 2010 Kyungnam province somewhat declined, so the united nonpartisan candidate, DooGwan Kim, could win the gubernatorial election due to the support of nonpartisan voters moved away from Grand National Partisanship. 2010 Kyungnam provincial nonpartisan voters' evaluation that DooGwan Kim's public policy pledge, candidate quality and feeling thermometer are superior to Grand National Party gubernatorial candidate, DalGon Lee's caused the former to win the Kyungnam gubernatorial election for the first time in Youngnam Region as an opposition candidate.

        미소 비커스경도에 의한 Cr-Mo-V강의 경년열화 평가

        Since Cr-Mo-V steel has excellent fracture and creep properties at elevated temperature, they are extensively used as steam turbine components such as the turbine rotor. However, the turbine rotor steel used to suffer material degradation during long term service. Therefore, the assessment of the safety and residual life of the turbine rotor is periodically required during service. One of the most convenient techniques for that is the hardness method mainly due to its simplicity and nondestructive characteristics. In this research, six specimens with different aging times of turbine rotor steel were artificially prepared by an isothermal heat treatment at 630℃. The micro Vickers hardnesses of specimens were measured at room temperature. The relationships between the fracture properties and the hardness ratio were investigated. And also an indirect method to evaluate the residual life of degraded turbine rotor was proposed based on the micro Vickers hardness measurement.

        프랑스 지방정부의 역할 및 중앙정부와의 갈등해결에 관한 연구

        French local autonomy, characterized by decentralization and deconcentration, has been activated since the emergence of socialist government in 1981. The essential part of local autonomy law revised in 1982 was to reduce the power of central government and strengthen the power of local government. A review of the changes shown in French local governments, especially since 1981, reveals several critical elements. First, the structure of local government has been changed from 2 levels to 3 levels. Second, authority division has become obvious among local governments as well as in relationship between central government and local governments. Third, governer`s control over the local government has been Ganged from preventive-control to adjustive-control, and the president of local assembly was allowed to establish an independent bureaicratic organization and distribute national subsidies on the basis of comprehensive consideration, not on the basis of individual consideration. The characteristic features of authority distribution among French local governments can be summerized as below. 1) the principal related to authority distribution between cental government and local governments is stipulated in laws. 2) when authority is distributed, rights and responsibilities are clarifed by means of stratifed specialization. 3) all expenses are reimbersed in order not to avoid financial burden resulted from the autority change from central government to local governments. 4) chaos has been minimized by deligating authority step by step.

        인과지도 분석을 통한 사회갈등 해소 및 통합 방안 연구

        The main purpose of this study is to seek better approach which explains reciprocal causality associated with factors causing social conflict and improving social integration respectively. Throughout this study, there are several important implications how social conflict can be solved in South Korea. In particular, government and policy makers in political sector should create an environment of social integration through political reforms by switching from vertical structure to horizontal structure and by encouraging ordinary people to actively participate in the policy-making processes and political activities. In economic sector, government and stakeholder associated with a certain economic issue should induce a change in the economic environment for social integration, focusing on distribution of wealth and employment stability. In social and cultural sectors, it is necessary to solve social and cultural problems (e.g., generation gap and conflict between the young and the old, multi-ethnic families, and lack of communication) by exploring better ways to establish an altruism and to interact with each other. In psychological sectors, PsyCap(Positive Psychological Capital) will help ordinary people to crate positive thinking and lead to social integration. For instance, political leaders having PsyCap are able to communicate with the people and can help the people to build positive main influencing on social integration. Finally, the improvement of the system is required because the improvement of insufficient system is the basis for reasonable and equitable social integration.

        시지각 훈련프로그램이 뇌졸중환자의 손기능과 시지각 및 자아효능감에 미치는 영향

        뇌졸중환자에게 시지각 훈련 프로그램을 적용하여 일상생활에서 필요한 상지기능과 시지각능력, 자아효능감 향상에 미치는 효과를 알아보고자 하였다. 현재 병원에서 재활치료를 받고 있는 뇌졸중 환자 20명을 대상으로 4주 동안 시지각 훈련 프로그램 실시하고 대상자들의 손 기능, 시지각 및 자아효능감의 변화를 알아보았다. 시지각 훈련은 시각 운동협응, 전경배경, 공간내 위치지각, 형태항상성, 공간관계로 구성되어 있다. 시지각 훈련 프로그램을 적용한 후 손기능 영역에서 비우세손이 중재 전 35.25점, 중재 후 40.40점 이였고, 우세손이 중재 전 51.95점 중재 후 55.65점이다. 시지각 영역에서 중재 전 22.10점에서 중재 후 24.95점이고, 자아효능감 영역에서 중재 전 77.80점, 중재 후 83.20점으로 모든 영역에서 통계적으로 유의한 차이가 나타났다. 시지각 훈련 프로그램은 뇌졸중 환자들에게 있어 손기능, 시지각, 자아효능감 향상에 효과적인 것으로 나타났다. 다양한 시지각 훈련 프로그램의 개발을 통해 뇌졸중 환자들에게 효과적인 적용이 가능할 수 있도록 해야 할 것이다. Objective : The purpose of this study was effect of visual perception training program on hand function, visual perception and self-efficacy improvement in ADL. Method : 20 stroke patients undergoing rehabilitation therapy were enrolled in a visual perception training program for 4 weeks, and their hand function, visual perception, and self-efficacy were measured. Visual perception training consisted of visual-motor coordination, figure-ground perception, perceptual constancy, position in space, and spatial relationship. Result : In the hand function area, after applying the visuo training program, the number of non -seeson was 35.25 before intervention, 40.40 after intervention, and the dominant hand was 55. 65 after intervention after 51.95 before intervention. There was statistically significant difference in all areas from 22.10 before intervention to 24.95 after intervention, 77.80 before intervention, and 83.20 after intervention in self efficacy area. Conclusion : Visual perception training programs were found to be effective in improving hand function, visual perception ability, and self-efficacy in stroke patients. The development of various visual perception training programs should enable effective application to stroke patients.
