다원적 조직 내 정치적 과정과 제도적 압력에 대한 조직의 대응 : 두 공영방송사의 사례를 중심으로

본 논문은 복잡한 제도적 환경에 놓여 있는 다원적 조직이 제도적 압력에 대응하는 과정과 그것이 조직 구성원들에게 미치는 영향을 연구했다. 제도적 복잡성이 증가하면서 그것에 효과적으로 대응하기 위해 조직 내 다양한 직종집단들의 자율성과 전문성을 보장하는 다원적 조직들에 대한 이론적 · 실무적 관심은 증가했지만, 이 직종집단들의 이질적인 가치체계와 이해관계로부터 나타나는 조직 내 경쟁 또는 전략적 협력에 대한 실증적 연구는 거의 이루어지지 않았다. 이에 따라 본 연구는 한국의 두 공영방송사의 사례를 바탕으로 방송사 내의 직종집단들로 구성되는 다원적 정치체를 통해 이들 사이의 이해관계가 어떻게 조정되는지, 그리고 외부의 제도적 압력에 대한 집단적 대응이 형성되는 정치적 과정을 살펴보았다. 아울러 그러한 거시적 수준의 정치적 과정이 미시적 수준에서 개별 조직 구성원들 사이의 사회적 관계에 어떤 영향을 미치는지 분석하였다. 연구결과를 요약하면, 이질적-이익중심 정치체로 특징지을 수 있는 방송사 A의 경우 외부로부터의 정치적 압력이 정치체 내부의 상호배제 및 차별화를 촉진시키며 파편화된 저항이 나타난 반면, 동질적-가치중심 정치체를 가진 방송사 B에서는 동일한 외부의 압력이 정치체 내부의 참여와 통합의 정치적 과정을 강화시켜 단일화된 집단적 저항이 나타났다. 끝으로 제도적 압력에 대한 조직 수준의 저항은 미시적 수준에서 구성원들의 일상적인 조직생활에 상당한 영향을 끼치는 것을 확인할 수 있었다. A사에서는 일련의 파업을 거치면서 조직 구성원들 사이에 정치적 내집단(ingroup)-외집단(outgroup)이 형성되고 그로인한 관계적 갈등이 확연해진 반면, B사에서는 그러한 구분이 점차 소멸되는 과정을 관찰할 수 있었다. 이러한 연구결과는 다원적 조직의 제도적 압력에 대한 대응이 형성되는데 있어 정치적 과정의 중요성을 보여줌과 동시에 그 대응이 일회적 사건으로 끝나는 것이 아니라 거시적-미시적 수준에서 조직과 조직 구성원들의 삶에 지속적인 영향을 미친다는 사실을 제시한다. This paper explores the intra-organizational process that shapes organizational responses to complex institutional demands and the implications of this process for social relations among organizational members. Despite a growing scholarly and practical interest in pluralistic organizations operating in complex institutional environments, few studies have examined the competition or cooperation among multiple occupational groups connected in fluid and ambiguous power relationships. In this regard, through a longitudinal, multiple case study of two public broadcasters in Korea, this paper aims to build a process model that links internal polity, organizational responses to institutional pluralism, and the implications of the responses. The findings compare and contrast the heterogeneous, interest-based polity at Broadcaster A and homogeneous, value-based polity at Broadcaster B. Political and civil pressure is then shown to have facilitated each type of internal polity to evolve into the political process of differentiation and exclusion (A) and the political process of inclusion and integration (B). Finally, we illustrate how the former led to a deepening of political in- and out-group distinction in social sphere at A, while the latter eroded the distinction. Our findings suggest the centrality of political process in organizational responses to institutional pluralism and the long-term implications of that process.
