교육감 직선제 시행 이후 교육감의 선거공약은 지방선거의 핵심 이슈로 등장하게 되었다. 또한 교육감의 선거공약이 교육정책으로 반영되는 현실을 고려해 보았을 때 교육감의 공약이 어떻게 형성되고, 실제 교육현장에 어느 정도 적용되었으며, 그 성과는 무엇인지를 평가해 보는 것은 현재까지 해당 교육청의 교육정책 진단과 동시에 향후 교육감 선거에 중요한 지표로 작용할 수 있을 것이다. 이에 본 연구는 연구진이 거주하고 있는 제주도교육청의 이석문 교육감 2기 교육정책을 전문가 인터뷰 및 수요자 만족도 조사 등을 통해 평가하였으며 그 결과는 다음과 같다. 먼저 교육정책 형성영역 중 적합성 평가는 우수한 편이나, 민주성은 매우 미흡한 것으로 나타났다. 교육정책 집행 영역에서 효율성 평가는 대체로 우수한 편이나 적절성 평가는 매우 미흡하다고 나타났다. 교육정책 성과 영역의 효과성 및 만족도는 우수한 편으로 나타났다. 마지막으로 교육정책평가 및 환류에서 충실성 평가는 보통으로 나타났고, 교육정책평가 및 환류에서 활용도 평가는 높은 편으로 나타났다. 이러한 결과는 제주도교육청의 교육정책을 평가하고 향후 교육정책을 설정하는데 기초자료로 활용될 수 있을 것이다. Since the implementation of the direct election system, the governor’s election pledges have emerged as a key issue in local elections. Considering the reality that the governor's election pledges are reflected in education policies, the evaluation of education policies, such as how the Governor's pledge is set, to what extent it applies to the actual educational site, and what its achievements are, may serve as an important indicator for the future election of the governor. In response, this study evaluated education policies through expert interviews and consumer satisfaction surveys on Lee Seok-moon, the governor of Jeju Provincial Office of Education, where the researchers reside and the results of the study are as follows:. First, the conformity assessment in the field of education policy formation is excellent, however the democratic assessment is very insufficient. Second, the efficiency assessment in the field of education policy execution is generally excellent, but the adequacy assessment is shown to be very insufficient. Third, the effectiveness and satisfaction of education policy performance areas have been shown to be excellent. Finally, fidelity evaluation in the areas of education policy evaluation and feedback was shown to be normal, and utilization evaluation was shown to be high.
