Since the implementation of the direct election system, the governor’s election pledges have emerged as a key issue in local elections. Considering the reality that the governor's election pledges are reflected in education policies, the evaluation of education policies, such as how the Governor's pledge is set, to what extent it applies to the actual educational site, and what its achievements are, may serve as an important indicator for the future election of the governor. In response, this study evaluated education policies through expert interviews and consumer satisfaction surveys on Lee Seok-moon, the governor of Jeju Provincial Office of Education, where the researchers reside and the results of the study are as follows:. First, the conformity assessment in the field of education policy formation is excellent, however the democratic assessment is very insufficient. Second, the efficiency assessment in the field of education policy execution is generally excellent, but the adequacy assessment is shown to be very insufficient. Third, the effectiveness and satisfaction of education policy performance areas have been shown to be excellent. Finally, fidelity evaluation in the areas of education policy evaluation and feedback was shown to be normal, and utilization evaluation was shown to be high.
