3차원 시뮬레이션을 이용한 인위감시체계의 공간대응성능 평가기술

CCTV를 이용한 감시는 범죄를 억제하고 공적관계를 기록할 수 있는 효율적인 방법으로 활용도가 높아지고 있지만, 이를 정량적으로 비교평가 할 수 있는 방법론은 부재한 상황이다. 이에 본 연구의 목적은 3차원 가상모델 시뮬레이션 기술을 이용하여 카메라의 설치대안에 따른 카메라의 공간적 대응성능 변화를 측정할 수 있는 방법론과 분석어플리케이션을 구축하 는 것이다. 분석방법은 래스터기반의 ISOVIST분석방법론을 3차원적으로 확장하여, 각 시점에 입사되는 시선량을 누적시키 고, 동시에 각 측정지점에 연결되는 카메라의 중복감시량을 누적시켜 교차분석하는 것이다. 충돌감지모델을 이용한 분석어플 리케이션을 구축하고, 예시를 적용하여 분석한 결과 카메라의 배치대안별로 감시성능의 변화를 정량화시킬 수 있었으며, 가 시음영지역을 그래프로 재현하여 직관적인 검토와 보완이 가능하도록 하였다. CCTV-applied monitoring is an effective measure to suppress potential crimes and record objective relationship; however, there is no methodology that can quantitatively compare and assess the afore-mentioned effects. Thus, this study intended to construct the methodology and analysis application that can measure the changes in the space-corresponding performance of CCTVs depending on installation measures by using 3-dimenstional virtual simulation technology. For analysis, the raster-based Isovist theory was 3-dimensionally expanded and the amount of incident sight line to each point was accumulated. At the same time, the amount of overlapped monitoring in the CCTV cameras that were connected to each measurement node was accumulated for cross-analysis. By applying the examples and analyzing the results, it was possible to construct an analysis application in use of collision detection model and quantify the changes of monitoring performance depending on positioning alternative of the cameras. Moreover, it enabled intuitive review and supplementation by reproducing visible shadow areas in a graph.

This paper addresses to review theories related to restructuring of local government system focused on the criteria for reorganization and optimal government size, conflicting views on consolidation, and alternatives of the consolidation. The results are: 1) the criteria for reorganization are often conflict each other and optimal government size is various according to governmental functions, 2) reformers propose large local government through consolidation while public choice scholars are against the consolidation, 3) there are many alternatives for solving regional problem besides consolidation. Based on the review, this paper diagnoses that the current drive for restructuring local government system in Korea is biased too much toward the district consolidation which is very difficult to implement and costly.

지방자치권은 국가권력에 비해 취약하기 짝이 없다. 민주화의 신념 등으로 확대된 지방자치권은, 토크빌(A. Tocqueville)이 일찍이 우려한 바와 같이, 점차 잠식되는 경향이 있다. 이런 흐름에 맞서기 위해서는 지방자치의 가치에 대한 이해를 높일 필요가 있다. 하지만 지방자치의 바탕이 되는 지방분권 사상에 대한 연구나 정리는 매우 일천한 수준이다. 이 논문은 지방자치 사상을 제시한 인물로 연방주의 이론의 창시자인 알투시우스(J. Althusius), 분권적 정부에서 통치의 이상향을 찾았던 제퍼슨(T. Jefferson), 19세기 초반 프랑스와 달리 성공한 미국의 민주주의를 지방자치에서 찾았던 토크빌, 그리고 자유론적 입장에서 지방자치를 주장한 스미스(J. T. Smith)의 주장을 살펴본다. 다음 이들의 주장 중에서 우리나라에서 수용된 것과 거부된 것을 살펴 본 후, 밀(J.S. Mill)의 국가편의주의에 근거한 사고가 더 이상 우리나라에 적합하지 않는다는 것을 지적하면서 지방분권 사상에 대한 보다 심층적 연구의 필요성을 부각시킨다. The power of local self-government is very venerable to the nation-state powers. Local autonomy once established by the events of democratic movements, as Alex Tocqueville once asserted, tends to be eroded by the mighty central authorities. To counteract such trends we need fully to aware the sprit of local self-government advocated by the political philosophers. However, the sprit or thoughts on the local autonomy has received little attention by the scholars. This paper traces some of the best known philosophers in local self-government. They are; J. Althusius who is the father of federalism and subsidiarity, T. Jefferson who laid foundation of decentralized government in America as a founding father, A. Tocqueville who found the success of American democracy in local self-governments in New England, and J.T. Smith who advocated the freedom local government from the central government. In reviewing the development of Korean Local Autonomy, however, this paper find out J.S. Mill’s notion of ‘state expediency’ is dominating than the idea of subsidiarity, self-reliance, and local freedom which are advocated by the above philosophers. Thus this paper propose the need to disseminate the idea of the those philosophers in Korea.

이 논문은 구역개편의 기준과 적정구역의 문제를 정리하고 구역문제 해결에 다양한 방법을 모색을 통하여, 통합과 단층제를 핵심으로 하는 지방행정체제 개편안이 매우 극단적이고 실행하기 어려운 방법이라는 것을 밝힌다. 그리고 엄청난 갈등과 혼란을 불러올 획일적인 지방행정체제의 대수술이 아니라, 주민들이 원하는 지역을 중심으로 하는 부분적·점진적인 구역문제 해결을 주장한다. Korean Government is preparing total restructuring local government system which include single-tier reform and consolidation local jurisdictions. After reviewing theories and practices of optimal jurisdiction model and ladders of jurisdictional reform, this paper contends that the restructuring proposal is neither desirable nor worth to implement. Thus this paper propose partial and incremental jurisdictional reform confined to the jurisdictions where their residents want.

총합적 경관평가시스템 구축을 위한 3차원 공간차폐 시뮬레이션 및 미디어화 분석기술

경관을 제어할 수 있는 공공의 제도만으로는 지역적 특성을 반영한 체계적이며 유연성 있는 규제가 힘들며, 정량적 지표의 산출이 전제되지 않을 경우 공공사회의 협의가 불가능하기 때문에 도시정보시스템에 연동시킬 수 있 는 전산모델화가 가능한 차폐도 분석 시뮬레이션 방법론의 개발은 매우 의미 있는 연구라 할 수 있다. 이에 본 연구 는 3차원 그래픽엔진을 이용한 분석시뮬레이션 기술 및 미디어화 방법론을 제안하고, 이를 도시정보시스템의 데이터 와 접목하여 최적안을 도출함으로서, 향후 도시정보시스템에서 활용될 수 있는 분석모델로의 가능성을 제시하였다. It is difficult for systematic and flexible control reflecting regional characteristics with only public policies that control the landscape. Also, in the event that there is no preceding quantitative index calculation, it is impossible for the public society to come to an agreement. Therefore, the development of a shielding analysis simulation methodology that makes data processing modeling that can be interlinked with the urban information system is a very meaningful study. Thus, this study presents urban space shielding simulation technologies and quantitative analysis methodologies using 3D graphic engines and deduces the optimal design by integrating the data of the geographic information system (GIS) in order to suggest the potential as an analysis model that can be used in future urban information systems.
