For telecommunication system construction to minimize the casualty of fisher, we investigated the usability of TRS communication system and performance of GPS automatic position transmitter (APT) which can be utilized for the survival, search and rescue of the victims. The trial experiments were conducted at sea with TRS and CDMA in the East, West and South Sea of Korea from October to December. As a result, the usability of the TRS as an emergency communication system device was verified since it provided stable position and voice information to the boundary of 50㎞ far from the coast. Therefore the system is expected to contribute to minimization of victims.

To establish a vessel safety management system for improving the safety of vessel′s traffic and preventing vessel′s traffic accidents, the state of marine traffic in the Busan South Port was investigated and analyzed as preliminary survey of the countermeasures. As a result of the study, there are 1,158 vessels in a day, 48 vessels in an hour, and the maximum traffic is about 118 vessels between 16:00 and 17:00 hours everyday, which requires to establish and operate a traffic control system necessarily for ensuring vessel′s traffic safety. Furthermore, passages of tanker, passenger ship, cargo vessel and government vessel showed to sail along main traffic lane to be obtained enough sea depth at the survey area. However, passages of fishing vessel and launch showed to sail freely at all survey area owing to outstanding maneuverability and a shallow draft. Some vessels of launch sailed along main traffic lane, but other vessels crossed to sail it. The passages to cross main traffic lane is higher the risk of collision. Therefore, safety measures are urgently needed for the operation of the Busan South Port management system and the prevention of marine pollution.
어선원 인명피해 최소화를 위한 구명동의용 위성자동위치발신기의 특성

The efficiency tests of automatic positioning transmitter (APT) using satellite on life jacket were carried out to minimize casualties of fishermen and to make system optimization for effective SAR (Search and Rescue) operation. As the result of the tests, average position was equaled on the comparison between SPOT using low earth orbit satellite and DGPS (Differential Global Positining System), but standard deviation of DGPS for latitude and longitude were 66.4% and 46.3% smaller than those of SPOT. The position precision of SPOT was almost two times lower than LGT using geostationary satellite to compare 95% circular error probability. However, the success rate of receiver for SPOT was revealed as 86.5~94.1% on the experiments in the South Sea and the West Sea and it was 4.5 times higher than LGT. Therefore, SPOT is expected to contribute greatly to the rapid rescue of victim.

Up to 70% of patients with systemic lupus erythematosus (SLE) are afflicted with neurologic manifestations. However, there are only a few reports documenting acute leukoencephalopathy in SLE. We describe a 20-year-old woman who was recently diagnosed as SLE, suffering from headache, fever and arthritis. She developed an acute onset of consciousness disturbance with seizure followed by prolonged coma, which recovered completely after 1 month of steroid therapy. Her brain MRI showed diffuse high signal intensity in the periventricular and subcortical white matter on T2-weighted and FLAIR images, whereas cerebral cortex, basal ganglia, and thalamus were spared. Acute leukoencephalopathy may be recognized as a subtype of lupus involving the central nervous system.

기존의 단선터널에 근접하여 신설터널의 시공시 기존터널의 안정성 확보를 최우선하기 위해 건전도 평가를 반영한 안정성 검토 수행 및 터널의 안전확보를 위해 검토ㆍ반영된 사례를 분석하였다. 건전도 평가결과 및 근접도 구분에 따른 신설터널에 대한 대책으로 선대구경수평심발과 Line Drilling을 병용하고 민가구간은 무진동암파쇄공법을 적용하여 진동과 소음을 허용치 이내로 제어하였다. 또한 신설터널 시공중에 발생할 수 있는 기존구조물에 대한 영향을 평가하여 열차의 운행과 사용중인 구조물의 안정성 확보를 위하여 Basset System을 계획하였다. We analyzed case studies doing in-depth inspection of tunnel to maintain safety of existing tunnel in constructing new tunnel near to a existing tunnel with single track. Futhermore, We accomplished in-depth inspection of existing tunnel and numerical analysis. We suggested remedies to security safety of existing tunnel. We applied line drilling and pre-large hole boring method not to have an effect on existing tunnel and convinced the safety of existing tunnel from blast-vibration and blast-noise of numerical analysis. We planed to install basset system to measure displacement of existing tunnel according to excavating new tunnel.

This research analyzes whether the curricula of the designated educational institutions which cultivate fishing vessel officers are properly coordinated to fulfill the requirements of an international convention and the designated compulsory courses. It also compares these with the educational curriculum published by the designated educational institutions in 2013 with the STCW-F Convention and IMO Model Course. The outcome of this research shows the curricula operated by the designated institutions fulfills the standard of The Ministry of Maritime Affairs and Fisheries. However, some of them do not meet the requirements of the STCW-F Convention and IMO Model Course. The compulsory coursework for marine technicians comprise 21 to 34 credits, compared to the 64 compulsory credits approved by maritime university. For the last five years (2008-2012), 555 out of 833 graduates have earned marine technician licenses, which accounts for 62% of the total. In preparation for ratifying the STCW-F Convention and in accordance with IMO Model Course and the minimum requirements of STCW-F Convention in the near future, improvements to the curricula are recommended.
