서울시 재정비촉진사업 CPTED 지침의 초등학교 적용현황 분석

최근 우리나라는 사회적 범죄에 대한 예방과 경각심에 대한 제도 개선과 대비책을 지속적으로 연구발표하고 있다. 본 연구는 2009년 발표된 서울시 재정비 촉진사업 CPTED지침 중 초등학교 관련 사항이 해당 지역 초등학교에서 현재 어떻게 적용되고 있는지 조사하여 CPTED 가이드라인의 문제점과 개선안을 제시하는 것이 연구의 목적이다. 초등학교의 CPTED 현황을 조사하기 위해 지역적 특성과 범죄율, 학생수를 고려해 서울시내의 4개교를 선정하였고, 공공디자인 시설물 분류법, 서울시 초등학교 CPTED지침과 외국의 관련 가이드라인을 참고하여 체크리스트를 작성하였으며, 현장 실측조사를 실시하였다. 조사결과 시설물의 배치기준체계가 모호하고, 시설물간의 중첩 설치로 효율성이 저하되는 문제점을 도출되었다. 시설물을 교통기능과 공간기능으로 분류해 비교해보면, 교통시설물은 CPTED적용실태가 양호한 편이나 공간시설물은 이에 미치지 못한 결과를 보였다. 또한 4개교의 시설물 배치분포와 시설물 관리체계에 대해 분석한 결과, 4개교 중 2개교의 시설물은 관련 지침의 약 50%내외 적용실태를 보였다. 범죄예방에 관한 만족도와 예방을 위해서는 초등학교 안전 가이드라인 구축과 인증제도 실시가 요구된다. 또한 시설물을 관리하는 기관들의 통합체제 구축과 제 2의 CPTED 요건으로 제시되고 있는 지역사회 인적 네트워크가 구성되면 아동과 학부모, 시민들에게 보다 안전한 구역으로 인지시킬 수 있을 것이다. Recently, our country has been continuously studying and reporting improvement policies and preparations about social crimes prevention and related attentions. This study has an objective to examine how elementary related guidelines in CPTED which was announced in 2009 and has been executed for promotion of Seoul City Reorganization are currently adapted to elementary schools in relevant regions, and subsequently to suggest problems of CPTED guidelines and improvement alternatives. In order to examine current CPTED situations, we selected 4 elementary schools in Seoul city after considering regional characteristics, crime rates and the number of students and referred to public design facilities classification methods, CPTED guidelines for Seoul city elementary schools and related guidelines of foreign countries and eventually we made checklists and executed physical site surveys. Study results showed problems that standards of facilities placement are ambiguous and consequent efficiency declines because of overlapping placement of facilities. In addition, when we analyzed facilities placements distribution and facilities management systems of 4 elementary schools, facilities of 2 schools of total 4 showed about 50% of adaptation status of the guidelines. Additionally, if system integration of various institutions which administrate facilities and human networks in regional society which are suggested as second CPTED requirement are established, those areas could be recognized as safe to all children, their parents and citizens.

21세기 급변하는 시대적 경제변화로 계속되는 침체 속에서의 재래시장 활성화를 위해, 정부는 2004년 10월 `재래시장 육성을 위한 특별법`을 제정하여 정부와 지자체에서 재래시장 현대화사업을 지원 하고 있다. 그러나 이 사업은 재래시장의 시설적 측면에 중점을 두고, 실적위주의 업무진행으로 재래시장 고유의 특색을 잃어가고 있다. 이에 본 연구는 재래시장을 상징하는 기본 이미지를 디자인 원리에 맞춰 형태와 구성으로 표현하고, 이를 기준으로 다양한 응용모티브와 상품사례, 적용사례 등을 제시하고 있다. 이는 재래시장 이미지를 적극적으로 사용토록 하게 함으로써 재래시장 고유의 특성 및 긍정적 이미지를 부각시키고, 타 유통 업태와의 차별화 및 재래시장 활성화에 기여하고자 한다. 나아가 지역주민과 상인들 간의 융화 등을 통해 랜드마크의 역할을 하고, 재래시장 상인들의 긍지를 높이고자 한다. Facing the continuing recession with the 21st century`s rapidly-changing economic situation, the government established "The Special Law for Promoting Traditional Markets" in October of 2004 and is supports a traditional market-modernization project in cooperation with local governments. However, this project focuses mainly on the improvement of facilities for traditional markets, and its performance-based execution undermines the unique characteristics of traditional markets. Thus, this study depicted basic traditional market images using shapes and composition, according to design principles. In addition, based on these images, this study proposed various practical motives, product cases and application cases. By promoting the use of traditional market images, this study aims to highlight the unique characteristics and the positive images of traditional markets and to differentiate them from other distribution channels. Furthermore, this study aims to make the traditional market play a landmark role in local communities through the harmony between local residents and merchants in order to raise the pride of traditional market merchants.

급속한 디지털 미디어(media)의 발달은 미디어 환경의 변화로 인한 새로운 매체들이 등장하는 계기가 되었으며 이른바 디지털 광고는 기존의 TV나 신문과 같은 매체를 이용하지 않고도 세계적인 컴퓨터 통신망 혹은 인터넷을 이용하거나 모바일(mobile), 디지털 사이니지(digital signage) 수단을 이용하여 소비자에게 직접 정보를 제공하고 있다. 디지털 기술이 개발되어 세상은 네트워크(network)화 시대로 변모하였고 네트워크를 기반으로 새로운 시장이 형성 되었으며, 이제는 개인 휴대폰이 아닌 네트워크가 가능한 스마트폰(smartphone)의 보급으로 언제 어디서나 인터넷을 즐기는 신문화가 창조되었다. 광고 시장에도 네트워크화 된 새로운 개념의 디지털 사이니지가 뜨거운 관심을 가지며 광고시장을 향해 질주하고 있다. 본 논문에서는 디지털 사이니지의 특성과 내재적 요인인 광고표현의 내용분석을 통해 디지털 사이니지 광고의 표현에 있어서 크리에이티브 요소를 알아보고자 함에 있다.
