Isolated Celiac Artery Dissection and Splenic Infarction in a Patient with Protein S Deficiency: A Case Report

Protein S (PS) deficiency is a rare blood disorder associated with thrombosis. Only a small number of cases of isolated celiac artery dissection can be found in the literature. We now report a case of isolated celiac artery dissection and splenic infarction in a 44-year old male with PS deficiency. Abdominal computed tomography revealed celiac artery dissection and splenic infarction. The patient's PS activity was 64% (nl : 70∼140%) upon admission and 52% four weeks later. He was started on a regimen of NPO, antibiotics, and analgesics. He resumed oral intake of food and drugs on hospital day 3 and was discharged to his home on hospital day 8. We report a case of isolated celiac artery dissection with splenic infarction in a patient with PS deficiency that improved with conservative treatment. The patient's management did not include anti-platelet/thrombotic agents or endovascular/operational procedures.

공무원의 퇴직관리 : 실태와 정책적 이슈 the Current State and Policy Issues

1997년 경제위기를 극복하기 위하여 김대중정부는 정부혁신을 단행하여 왔고, 그 결과 3%에 머물던 퇴직율이 3배 이상 급증하여 10%에 달하는 대규모 인력감축이 이루어져 왔다. 이전의 행정개혁과는 달리 신공공관리론에 입각해 시행되는 현 정부의 정부혁신작업은 민간과 정부부분의 장벽을 헐고, 인력의 유동성을 높이는 방향으로 진행되고 있어, 퇴직관리가 인력관리의 중요한 한 부분이 되어야 할 것으로 지적되고 있다. 그러나 공무원의 퇴직관리에 관한 연구와 이론화 작업은 그동안 학자들의 주목을 받지 못하였다. 본 연구는 이러한 공백을 메우기 위해, 정부혁신이후 한국 공무원의 퇴직실태를 파악하고 주요 쟁점을 제시하고자 쓰여진 논문이다. 본 논문의 주요 내용은 다음과 같다. 첫째, 1997년 전후를 중심으로 공무원 퇴직 실태를 시계열적으로 분석한 바, 정부혁신이후 퇴직의 양태가 질적으로 바뀌고 있다. 둘째, 기존의 공식적·비공식적 퇴직관리제도는 민주화와 시장경제로의 전환 속에서 점차 그 실효성을 상실하여 가고 있다. 셋째, 따라서 ‘밀어내기식’퇴직관리에서 ‘상시적·전략적’퇴직관리로의 전환이 필요한 바, 공무원 연금개혁, 공직자 윤리법의 개정, 퇴직연령과 근무시간의 조정 등의 주요 쟁점들의 제시하여 학계의 토론을 유도한다.

XML 센서 데이터 스트림 처리 시스템의 권한 관리 및 접근 제어

Nowadays, the application services using sensors have been developed increasingly on growing theubiquitous environment. For supporting the construction of sensor-enabled services, many middlewaresfor sensor data stream processing have been developed to connect sensors with application services.The UbiCore System is a XML-based sensor data stream processing middleware. In this paper, we haveproposed the proper method of privilege management and access controls to data stream and loggingdata used in the UbiCore System. By using the proposed method, we can do the XML tree structure-based access controls and the element value-based access controls. 유비쿼터스 환경이 발전하면서 센서를 활용한 응용 서비스 개발 요구가 확대되고 있다. 다양한 센서 기반의 응용 서비스 구축을 지원하기 위해 센서와 서비스를 연계시킬 수 있는 센서 데이터 스트림 처리 미들웨어가 개발되고 있다. UbiCore 시스템은 XML 기반의 센서 데이터 스트림 처리 미들웨어이며, 본 논문에서는 UbiCore 시스템에 적용한 데이터 스트림 및 로깅 데이터에 대한 권한 관리 및 접근 제어 방법을 제안한다. 제안한 방법을 사용하면 XML 기반의 실시간 연속 데이터 스트림에 대하여 XML 구조 기반의 접근 제어뿐만 아니라 값의 범위에 대한 접근 제어가 가능하다.

책임운영기관 제도운영의 평가

지난 1년간 10개의 책임운영기관들의 운영실태를 분석한 결과 '기관장채용', '조직관리', '인사관리', '재무관리' 부문에 관해 법령상으로는 '자율성' 보장이 일부 제도화되어 있었으나 책임성에 대한 관심 때문에 자율성이 상당히 제약되고 있는 것으로 나타났다. 특히 '재무관리'상의 제약이 가장 많은 것으로 나타났다. 책임운영기관제도가 제대로 정착되기 위해서 자율성이 보다 강화되어야 할 것이며 이와 관련한 정책적 제언을 제시하였다.

Increasing Trust in Government through more Participatory and Transparent Government

This study examines the relationship between government innovation and trust in government, focusing on the Roh Moo-hyun government’s innovation efforts. To this end, this study explored the reason(s) why the Roh government emphasized “principle and trust” in the pursuit of innovation. Then this paper looked into the reform of the National Tax Service to see if greater participation and transparency have had a positive impact in enhancing trust in government. It is found that participation and transparency have a positive impact on the level of trust in government, and a strong will and courage on the part of the president or heads of organizations are vital in improving trust in government.

Bilateral multiple intracranial hemorrhagic infarction after cranioplasty is an extremely rare complication. We present a case of a bilateral multiple intracranial hemorrhagic infarction following cranioplasty with an autologous bone graft. A 63-year-old woman had a previous decompressive craniectomy after a right middle cerebral artery infarction. The possible pathogenesis of the complication is discussed. 당근 유기재배를 위한 병해충 저항성 품종 선발

This research was carried out to selection of desirable cultivar for organic cultivation of carrot in Korea. The assay of disease resistance, insect tolerance and rate of bolting were investigated on 32 cultivars of genetic resources of carrot. This experiment was carried out at experimental field and greenhouse of Gangneung-Wonju National University. ‘PI 223360’ was resistant against powdery mildew. Ten cultivars including ‘Oxheart Carrot Heirloom’ were moderately resistant, 22 cultivars including ‘Long Impeator #58’ were susceptible to powdery mildew. Although there was no resistant cultivar against black rot and leaf blight, our results showed that several cultivars have moderate resistance. Thirteen cultivars including ‘Oxheart Carrot Heirloom’ were having insect (Erythroplusia pyropia) tolerance and ‘SA 102’ and ‘Scarlet Keeper Carrot Rare’ were susceptible. According to the investigation of bolting, 6 cultivars including ‘Hongsim Ouchon Carrot’ were early bolting and 4 cultivars including ‘Japanese Imperial Long Carrot’ were moderate bolting. Other cultivars were identified as late bolting. From above results, we confirmed that ‘Oxheart Carrot Heirloom’ was suitable cultivar for organic cultivation among 32 genetic resources of carrot. 국내 당근 유기재배를 위한 저항성 품종 선발을 목적으로 한 실험에서는 당근 유전자원 32품종을 이용하여 병저항성(흰가루병, 검은무늬병, 검은잎마름병) 검정, 내충성 및 추대 정도를 조사하였다. 흰가루병 스크리닝 결과 'PI 223360'이 저항성이었으며, 'Oxheart Carrot Heirloom'를 포함한 10개의 품종이 중도저항성이었고 'Long Impeator #58'을 포함한 22품종이 감수성인 것으로 나타났다. 당근 검은무늬병과 검은잎마름병의 스크리닝 결과 모든 품종이 저항성을 나타내진 않았지만, 몇몇 품종이 중도저항성을 가진 것으로 확인되었다. 내충성을 조사한 결과 'Oxheart Carrot Heirloom'를 포함한 13품종이 내충성인 것으로 조사되었으며, 'Nantes Coreless Carrot'을 포함한 11개의 품종들이 중간정도를 나타냈으며 'SA 102'와 'Scarlet Keeper Carrot Rare'은 감수성인 것으로 조사되었다. 추대조사 결과에서는 'Hongsim Ouchon Carrot'을 포함한 6개의 품종이 이른 추대를 보였으며, 'Japanese Imperial Long Carrot'를 포함한 4개 품종이 중간 추대를 나머지는 만추대성인 것을 확인하였다. 이상의 결과를 근거로 'Oxheart Carrot Heirloom'이 조사한 32개 당근 유전자원 중 유기재배를 위한 품종으로 선발되었다.

Intramedullary Entire Spinal Cord Abscess Secondary to a Congenital Dermal Sinus: A Case Report

Intramedullary spinal abscesses are rare and potentially devastating lesions. The first case of spinal abscess was described in 1830 and fewer than 100 cases have been reported subsequently. Only sixteen previous reports have described an intramedullary abscess of the central nervous system secondary to a dermal sinus. Involvement of the entire cord is thus exceedingly rare. We present a case of a 7‐month‐old girl who had rapidly progressing quadriplegia with urinary and bowel retention and was found to have an intramedullary abscess as a result of a dermal sinus. Spine MRI shows thick irregular ring enhancement appeared within the broadest area of the spinal cord on the thoracic and lumbar area on mid thoracic level to L3 and high cervical area which extended to medulla. Immediate decompressive surgery and antibiotic treatment were performed. Excellent clinical outcome was obtained with a combination of medical and surgical management. Complete neurological assessment and diagnostic study of all patients with a congenital dermal sinus are very important. Prophylatic surgery is indicated in many cases to prevent dangerous and recurrent infections of the central nervous system.
