        The Immigration Control Act of 2012 introduced the ‘Korea Inmigration and Integration Program’ (KIIP) which are related to the education of foreigners who wish to acquire the visa of permanent residence or the nationality. This provoked a criticism that it is a wasteful dual support for the multicultural families. Despite dispute about KIIP, the government is pushing the systematization of that program. The purpose of this paper is to analyze the problem of KIIP and to suggest alternatives thorough comparison of KIIP with the programs of Multicultural Family Support Center. Ch. 1 and 2 are dedicated to the analysis of Nationality Act of Korea and the policy for foreign populations since the founding of Republic of Korea. Ch. 3 is devoted to a description of the status of marriage migrants and Ch. 4 handles the process of KIIP. The comparative analysis of KIIP and Korean language education of the Multicultural Family Support Center is given to Ch. 5 and 6. What is necessary is to introduce and implement a policy from the view point of migrant women.

        Multicultural Family Support Center (MFSC) was established in 2007 as a name of transnational Marriage and Family Support Center and it has continued providing services to promote social unification, integrating multicultural family members to our community. MFSC has become a crucial center for multicultural family supporting program as the fruits of its efforts and it has nationwide organizations, which enable MFSC to provide various social unification programs, integrating several social classes. However, although MFSC continues the frantic efforts to lead our society for unification, our society has brought many changes in several areas such as urban and rural life, population of multicultural family members, life-cycle of marriage immigrants, and re-formation of family members due to divorce and bereavement. Along with social changes, the demand of multicultural family has also been altered. Now, MFSC is requested to provide the specialized service to accommodate demands both of multicultural family members and local communities. It is inescapable fact to MFSC, thus MFSC has to move forward by accepting demand to develop regionally specialized program. Motivated by the demand to provide regional specialized service, the present study investigates the present MFSC program and seeks the way MFSC develops specialized program on the basis of social changes.

      • 성경 속의 이주와 다문화

        This article is an attempt to approach the multicultural phenomenon from the theological point of view based on the Bible, with focusing on the question: “How to understand and deal with the multicultural phenomenon in our society?” In fact, the Bible doesn"t present a systematic and theoretical basis on the multiculture. It tells us, however, about migration and the concrete life stories of migrants and foreigners, which could be said to form the base of the multicultural phenomenon. The migration examples in the Old Testament were: the expulsion of the first man and woman from the Garden of Eden; Noah"s Ark; the call of Abraham; the migration of Jacob"s family into Egypt; the Exodus; the settlement in Canaan; Babylonian captivity and the return to Jerusalem. The New Testament conveys the incarnation of Jesus and his refuge in Egypt and his experience of migration in his public life and the Lord taught that we human beings are travelers toward the kingdom of God. In addition, apostles lived a wanderer"s life, spreading the gospel. Apostles and initial Christians saw themselves as foreigners in this world and travellers journeying toward the Kingdom of Heaven. This article will examine the specific details and lessons of migration, migrants and foreigners shown in the Bible and then examine them from theoretical and pastoral perspectives, finding out implications for our society.

        다문화 사회의 문제와 대응논리 다문화가족지원센터의 운영 시스템과 역량강화

        With increasing international marriage, Korean society is rapidly moving towards becoming a multi-cultural society these days. Presently, international marriages account for nearly 10 percent of all marriages in Korea. However, many problems which immigrant women faced were pointed out such as malicious marriage brokers similar to human traffickers, conflicts with husbands and their families, communication difficulties and the troubles of economics and nurturing children. Accordingly, in 2004, Korean government conducted the survey on the immigrant women to investigate on their actual life. As a result, in 2006, the government launched the ``Transnational Marriage and Family Support Centers`` and selected 21centers nationwide to develop the systemic programs for the immigrant women to adjust to the community. In 2008, the government enacted the Multi-cultural Family Support Act to enhance the immigrants` social quality of life and contribute to greater social integration. According to the law, the formal name of ``Transnational Marriage and Family Support Center`` is changed into ``The multi-cultural family support center``, and the 200 nationwide centers are actively operating the welfare programs for the multi-cultural families. Recently, although the Multi-cultural Family Support Centers have only the 6-year of history and they were enforced to change their affiliation from to the Ministry of Gender Equality and Family to the Ministry of Welfare, and to the Ministry of Women`s Affairs within 6 years, they have constructed nationwide organization and played a crucial role of a center for the multi-culture family supporting business. Now, it`s time to reconsider the role of the Multi-cultural Family Support Center on the basis of needs from the community and society. The Multi-cultural Family Support Center is no longer the supporter of the minorities, but the representative of this society. Therefore, this paper is aimed to investigate on the issue How to empower the Multi-Cultural Family Support Center and suggests some action plans on the basis of analysis on the vehicles of multi-cultural family supporting business, policies of supporting centers, and the operating system management of the present Multi-Cultural Family Support Centers.
