부산·진해 신항 현황 분석을 통한 항만물류산업 활성화 방안에 관한 연구

최근 정부가 발표한 ‘2030 항만정책 방향 및 추진 전략’에 따라 시행되고 있는 부산 및 진해 신항이 동북아시아 지역의 핵심 항구로 발전하고 고부가가치를 창출하는 지역경제 중심지로 성장하기 위해서는 다양한 분야에서의 개선이 필요하다. 특히 부산 신항은 진해, 마산, 통영, 고현 등 인근 항만과의 클러스터 구축을 추진하고 있으나 부산 신항을 제외한 항만은 과잉경쟁 등으로 발전에 많은 한계가 드러나고 있다. 따라서 이런 상황에서 국내외 선진 주요 항만들의 사례를 분석하여 강점 및 쟁점을 분석함으로써 지역 항만물류산업의 발전 원동력과 발전 방안을 마련할 필요성이 있다. 이에 본 연구는, 부산 신항과 인근 지역항만의 항만물류산업 현황을 분석하고, 해외 주요 항만에 대한 고찰을 통해, 부산 신항 개발의 문제점 인식과 경쟁력 강화 요인을 파악함으로써 지역 항만물류산업의 활성화 방안을 제시하였다. 부산신항의 발전을 위한 개선방안으로, 부산신항 물류창고 단지 내 글로벌 물류기업 유치강화, 물류 창고에 대한 정부의 투자 및 지속적 관심 필요, 배후 단지의 추가적 물류 창고 부지 확보, 독자적 행정 서비스 구축, 물류창고단지 내 입주 기업의 수혜조건 완화, 투자형태의 다각화, 종합물류 기지와 복합적 교통시설 확충, 배후도로 확장, 입주업체 서비스 요구 수용 등이 필요한 것으로 나타났다. 본 연구 결과는 장기적인 관점에서 동 지역 항만물류산업의 경쟁력을 강화하고 상생 방안을 강구 할 수 있을 것으로 기대된다. In order to develop Busan and Jinhae New Port, which are being implemented in accordance with the government’s recent ‘2030 Port Policy Direction and Promotion Strategy’, as core ports in Northeast Asia and to grow into a regional economic center that creates high added value, improvements in various fields are needed. In particular, Busan New Port is promoting the construction of clusters with nearby ports such as Jinhae, Masan, Tongyeong, and Gohyeon, but ports except Busan New Port are showing many limitations due to excessive competition. Therefore, it is necessary to analyze the cases of major domestic and overseas ports and analyze the strengths and issues to prepare the development engine and development plan of the regional port logistics industry. Therefore, this study analyzed the current status of port logistics industry in Busan New Port and nearby ports, and examined the major overseas ports to identify the problems of Busan New Port development and factors for strengthening competitiveness, thereby suggesting ways to revitalize the local port logistics industry. As improvements for the development of Busan New Port, it was found that it is necessary to strengthen the attraction of global logistics companies in Busan New Port warehouse complex, to invest in and continue the government’s interest in logistics warehouse, to secure additional logistics warehouse site, to build independent administrative service, to ease the benefits of enterprises in logistics warehouse complex, to diversify investment forms, to expand comprehensive logistics base and complex transportation facilities, to expand back roads, and to accept the needs of tenant service. The results of this study are expected to strengthen the competitiveness of the port logistics industry in the region and to find ways to win.
