본 연구는 지역주민들이 현재 살고 있는 지역의 생활 전반에 대해 어떻게 인지(perception)하고 있는지? 거주지역에 있어서 총체적인 삶의 질을 구성하는 요인들에 대해 얼마나 만족하는지? 그리고 현재의 거주지역에서의 삶의 질에 대해 어떠한 평가를 하고 있는지? 등에 대한 체계적인 분석을 통하여 시민의 총체적인 삶의 질에 대한 현 주소를 살펴보고자 하며, 이를 통하여 시민의 삶의질 향상을 위한 지방정부의 정책적 함의를 모색하고자 한다. 이에 본 연구는 선행연구를 토대로 총체적인 삶의 질을 측정함에 있어서 공통적으로 구성하는 변수로 ① 건강한 생활여건, ② 경제적 활동여건, ③ 교육?문화적 활동여건, ④ 공공행정서비스 수준, ⑤ 보건 및 위생서비스 수준, ⑥ 자연환경 및 기타 생활여건 등으로 구성하였다. 본 연구의 설문조사는 2006년 현재 성남시 구시가지(수정구와 중원구)에 거주하는 시민 150명과 신시가지(분당구)에 거주하는 시민 150명을 표본으로 선정하여 이루어졌다. 분석결과, 시민의 거주지역 특성에 따라 삶의 질을 구성하는 요인에 대한 만족도에 차이가 있는 것으로 나타났다. 특히 성남시의 총체적인 삶의 질 만족도 분석에서는 시민 모두가 만족감이 높은 것으로 나타났으나, 신시가지에 거주하는 시민들이 구시가지에 거주하는 시민들보다 만족감이 높은 것으로 나타났다. 이점에서 성남시에 있어서 삶의 질 향상에 관련하여 신시가지와 구시가지가 어떠한 차이가 있는지에 대한 주기적 평가를 통하여 보다 낙후된 지역에 대한 삶의 질 향상을 위한 여건개선을 위한 정책적 프로그램을 개발하는 노력이 필요할 것이다. 나아가 현재 성남시에 거주하는 시민들은 자연환경 및 교통여건, 환경관리적 여건, 시장?금융서비스 여건에 대한 만족도가 총체적인 삶의 질을 결정하는데 중요한 변수로 인식하고 있는 것으로 나타나, 시정부는 시정책을 수립함에 있어서 이들 여건에 관련된 사항을 우선적으로 고려해야 필요가 있을 것이다. One of the fastest growing areas of policy-related research has concerned the development of social indicators as accurate measure of the well-being of society and of its citizens. To this, the use of social indicators to describe quality of life(QOL, defined as subjective welfare, well-being, happiness, and satisfaction in healthy and prosperous environment)) is an outgrowth of the normative connotations social indicators carry. Especially, this study has focused on several questions: Can we define the subjective QOL indicators for measuring citizen's global QOL? Can we evaluate and satisfy the overall life to the resident's area for the citizen? Do the residents satisfy on resident's QOL in the present? Is it possible to find the major factors to be affected the global QOL? On the basis of these questions, this study will provide the policy directions for improving the residents' QOL. The study is to present the policy directions for improving the global QOL to the residents on the basis of the findings of the case study. ① City government has to need the periodical diagnosis of the QOL indicators for improving the residents' QOL satisfaction. ② City government has to need the systematic selection of global QOL indicators. Thus, city government will manage the connection between city policy programmes and QOL indicators. ③ City government need to set the governance management system for improving the residents' QOL satisfaction. ④ City mayor will be a transfer leader to improve the residents' QOL satisfaction and to improve the city's competitiveness.
