It is necessary that the civil servants have high level of ethical norms and management science technique. Until now the mainstreams in the field of public administration have been administrative responsibility and ethics, 'cause corruptions of the public servants have been taking place all the time. Therefore, due to the peculiar characteristic of the government action principles reguired for the civil servants are much more strict then those for the members of other organizations. Particularly in the administrative state, civil servants are said to the provider and the change agent for the nation requiring more ethical consciousness. Judging from the 「charters of civil servants ethical」 and 「law on national civil servants」, ethics and responsibility reguired for the public servants in of almost importance. There wouldn't be my problems if observed. However the reality in not so simple, Thus ethical consciousness and the proper actions of public servants are urgently needed. Several virtures are prerequiste for the execution of ethics and responsibilities of the servants. In this paper, such essential virtures are reviewed. I'll look into how public servants are indulged into corruption depending upon the environment and circumstance. In addition, examples from foreign countries will also be investigated in that we can learn valuable lessons from them, Finally, the establishment of ethical actions which are not prone to corruption are pursued. One way of establishing ethical adions is ‘feeling of balance’, ‘principle of discipline’, and ‘categorical imperative’.
Urokinase Conjugated with Water-Soluble Dextran

Urokinase, a plasminogen activator, was conjugated with dextran by the cyanogen bromide activation-coupling method. The resulting water-soluble conjugate was purified by gel permeation chromatography on Sephadex G-200. The maximal activity was obtained when the ratio of urokinase/dextran was 1/20 for the coupling. The final preparation showed 5 CTA units/mg conjugate, 300 CTA units/mg protein, 8.4 % activity retention, and 47 % protein retention. The urokinase-dextran conjugate had good thermal, pH and storage stabilities. In addition, it showed greater resistance to the inhibitory effect of human plasma than native urokinase. Also in vitro biological half-life of urokinase increased 40 times by this conjugation. In view of activity, excellent stability and increased half-life, the conjugate can be a potential fibrinolytic agent in an injectable form.
