우리나라 창업은 양적으로 급격히 성장하고 있지만 질적인 측면에서는 선진국과 비교하여 낮은 수준이다. 특히, 기술창업 생태계의 중요한 항목들 대부분 열악한 상황이다. 본 연구는 기술창업 생태계 이론적 틀에 기초하여 대전지역의 기술창업 생태계 현황을 살펴보았다. 기초통계와 기업대표의 설문조사에 의해 분석한 대전지역의 기술창업 생태계는 대덕특구의 특징을 잘 보여주고 있다. 대덕특구의 산·학·연 연계·협력 기반은 대전 창업기업의 스핀오프, 기술 확보 및 기술사업화 등을 통해 대전 기술창업 생태계 발전에 기여하는 것으로 분석되었다. 3차까지 진행되고 있는 연구개발특구 펀드는 대전 창업기업들의 자금조달에 기여하고 있는 것으로 추정되었다. 마지막으로 본 연구는 정책적 제안을 도출하기 위해 대전 기술창업 생태계의 주요 6개 항목에 대한 중요도-만족도 분석을 수행하였다. 기술수준 확보는 중요도와 만족도 모두 높게 나타났는데, 발상된 아이디어를 기술화하는 악마의 강을 극복하는 것은 매우 중요하기 때문에 적극적인 지원정책이 효과가 있음이 증명되었다. 자금조달, 판로확보, 인력확보의 중요도는 높지만 만족도가 낮게 평가되었다. 특히 자금조달 항목은 중요도가 가장 높음에도 불구하고 만족도는 가장 낮게 나타나 모험투자 활성화정책이 절실함을 알 수 있었다. 판로개척과 인력확보의 경우 창업지원 패러다임의 전환이 요구된다. 기업을 대학 인력양성 과정에 직접 참여시키는 방식 등으로 인력양성 패러다임을 변화시킬 필요가 있다. 판로확보 지원 패러다임 역시 판매실적이 없는 창업기업에게 가장 중요한 판매실적(reference)을 만들어주는 방식으로 변화되어야한다. 기술사업화 및 멘토링 항목들은 중요도가 낮음에도 불구하고 과잉 공급되어 만족도가 높게 나타났다. 기술사업화 프로그램을 줄여서 중요도와 만족도가 높은 기술수준 확보 프로그램으로 변경할 필요가 있다. 멘토링 프로그램은 숫자를 줄여서 양질의 프로그램으로 규모를 확대시키는 것이 바람직하다. Even though the number of startups have recently dramatically grown, the quality of startup has been low compared with that of developed countries. Especially, the tech startup ecosystem and it’s key factors have not developed. The study analyzed the Daejeon tech startup ecosystem based on the frame of tech startup ecosystem. The Daejeon tech startup ecosystem shows that the industry-academia collaboration fundamental in Innopolis Daedeok has contributed to growth of Daejeon tech startup ecosystem through spinoffs, technology development and commercialization. Daedeok Startup Fund which has been raised three times has helped financing tech startups in Daejeon so far. In order to derive the policy suggestions, this study conducted an importance-satisfaction analysis on six factors of the Daejeon tech startup ecosystem: financing, developing market, securing human resources, technology development, technology commercialization, mentoring. Technology development is evaluated as very important and also pretty much satisfied. Because technology development is the first-stage importance for startup, the government has provided a number of programs of supporting technology development. This policy seems to positively influence startups. However, financing, developing market, and securing human resources are assessed as very important but rarely satisfied. This results implies that the government needs to make a great effort to stimulate venture capital and angel investment to finance startup because it is the most important component of Daejeon tech startup ecosystem. Furthermore, the government takes into account changing the paradigms of human resource development and supporting developing market. The new paradigm of human resource development needs to involve the firms in educating university students through industry-university collaboration. The public organization’s purchase of the products of startup is the most important factor of supporting market development because it is the best sales reference to startups which can’t present the evidence of proving the quality of its product. Technology commercialization and mentoring are evaluated as not very critical but highly satisfied. Therefore, it is desirable to reduce the number of both programs.

벤처·창업 활성화를 위한 규제개선 추진방안의 효과성 분석

국내에서는 일자리 창출 및 경기 회복을 위해 ICT 기술을 활용한 벤처·창업을 적극 지원하고, 이를 위해 다양한 규제개선 정책을 추진하고 있다. 규제개선 정책시행의 효율성을 극대화하기 위해서는 정책 수혜자의 의견이 정책 내용에 적극 반영되어야 한다. 따라서 본 연구에서는 정책의 수혜자인 창업자 중에서도 파급효과가 높은 ICT분야의 중소기업을 운영하는 CEO를 대상으로 정부에서 발표한 [벤처·창업 활성화를 위한 규제개선 추진방안] 내용의 중요도를 AHP 방법을 활용하여 분석하였다. 또한 2015년 3월 현재 규제개선 내용의 시행여부를 분석하여 이를 앞서 분석한 중요도와 결합하여 정책 시행의 효과성을 분석하였다. 분석결과 25가지 규제개선 내용이 1)효과기대 2) 제도시행의 시급성 필요 3) 미비시항 재정비 4) 검토 후 시행 후보군으로 분류되었다. 본 연구는 정성적인 규제개선 정책의 내용의 중요도를 정량적이고 학술적으로 분석하였다는데 의의가 있고, 향후 벤처·창업 활성화 정책의 수립 및 시행에 참고자료로 활용될 수 있다. Technology based start-up is actively encouraged for job creation and economic performance in Korea. The Korean government has implemented a variety of policy for regulatory improvement to vitalize technology based start-up. In order to maximize the effectiveness of the policy for regulatory improvement should be actively reflect the opinions of policy beneficiaries. In this study, The importance of “The progress plan for regulation improvement about vitalization of start-up(25 contents)” published by the government was analyzed using AHP method. The object of study is the beneficiary of the policy(CEO of ICT sector). Analysis showed that the 25 contents were classified into four(1- expectation of effect, 2 - urgency of system enforcement, 3 - complement of deficiencies, 4- after careful consideration). This study has a academic significance to quantitative analysis about importance of policy for regulatory improvement. Also, It can be utilized when policy making and practice about technology based start-up.

본 연구는 현재까지 수행된 출연(연)의 중소기업지원 프로그램에 대한 중소기업의 인식을 분석하여 그룹화하고 세분화전략을 제시하는 것을 목적으로 하고 있다. 연구수행을 위하여 2016년도 국가과학기술연구회에서 수행한 시장 수요기반 출연(연) 중소기업 협력사업 고도화 방안 연구 보고서를 기반으로 212개의 중소기업의 설문결과를 활용하였다. 연구결과, 출연(연)과의 협력경험 및 협력유형에 따라 지원프로그램에 대한 수요에 차이가 있는 것으로 조사되었다. 이는 패밀리기업제도 정착 및 중소기업과의 지속적인 협력을 위해서는 협력강도에 따라 차별화된 지원전략이 요구됨을 시사한다. 본 연구의 결과는 군집별 지원전략을 토대로 향후 출연(연)의 개방형 협력 생태계 조성에 대한 방향성을 제시할 수 있으며, 효과적인 맞춤화 지원을 통해 중소기업의 경쟁력 향상 및 지원의 효율성 제고에 도움이 될 것으로 기대된다. The purpose of this study is to present segmentation strategies by analyzing SMEs’ perceptions of SME support program. That’s why we used the research report of the NST(National Research Council of Science & Technology), which is advanced cooperation way between GRIs and SMEs based on market demand. As a result of this study, it was found that there is a difference in the demand for the SME support program depending on the type of cooperation and the cooperation experience with GRIs. This implies that a differentiated support strategy is required for the establishment of successful partnership between GRIs and SMEs. The result of this study suggests the direction of open collaborative ecosystem formation in the future based on the support strategies of each cluster. And it is expected to help SMEs improve the competitiveness and efficiency of support through effective customization support do.
