일반논문 : 북한의 남한 "촛불집회" 인식과 보도 연구 2002년, 2008년 사례를 중심으로

이 연구는 북한의 관영 매체인 『로동신문』의 보도가 북미관계, 남북관계 또는 대미정책, 대남정책 등에 영향을 받고 있다는 점을 입증하였다. 그 사례로 남한의 2002년과 2008년 촛불집회를 분석 대상으로 삼았다. 두 사건 모두 남한에서 벌어진 사례이면서 미국과 연관되어 있다. 2002년의 경우 우호적인 남북관계를 고려하여 미국에 비난의 초점이 맞춰졌다. 2008년의 경우 경색된 남북관계로 인해 남한 정부에 비방을 일삼았다. 반면, 미국과는 관계 개선을 모색 중이었기에 비판을 자제하는 모습을 보였다. 전통적으로 『로동신문』의 보도 태도는 북한 당국의 정책적 입장을 벗어나지 않고 있다. 다만, 복잡하게 변화하는 대외관계의 현실 속에서 『로동신문』의 보도는 일시적이나마 미묘한 차이가 있다. This research examines that the reporting coverage of the daily of Worker’s Party of Korea(WPK) called 『Rodong Sinmun』 was influenced by the U.S.-North Korean, Inter-Korean, and even North Korea’s policies towards the U.S. and South Korea. The candlelight rallies of 2002 and 2008 in South Korea were analyzed as case studies. Both cases were rallies that occurred on South Korean soil regarding international issues with the U.S. In the case of the rally of 2002, it focused on criticizing the U.S. based on friendly Inter-Korean relationships. In the case of the rally of 2008, the South Korean government suffered from criticism because of strained Inter-Korean relationships. On the other hand, since the South attempted to recover relations with the U.S., there was some degree of restraint for criticism. Generally speaking, the reporting coverage of 『Rodong Sinmun』 reflects the position of the North Korean Government. What I would like to point out is that the coverage of 『Rodong Sinmun』 allows for a large degree of flexibility in choosing words and subtle nuances, especially in diplomatic affairs.

일반논문 : 공유자원 문제와 사회주의 모델의 교훈 북한의 "담당림" 사례

이 연구는 ‘고난의 행군’ 이후 북한의 산림황폐화에 대한 연구이다. 산림황폐 화를 극복하기 위한 방법으로 ‘공유림제도’를 살펴본다. ‘공유림제도’를 오스트롬 의 ‘8가지 디자인원리’와 코르나이의 ‘사회주의체계’를 통해 상호보완적으로 검 토 한다. 공동체 혹은 사회적으로 통제되지 않는 사적이익 추구의 확대는 재앙 을 불러온다. 북한의 산림황폐화 사례가 그렇다. 공유림제도를 통해 사회적으로 통제되는 사적이익추구를 통한 북한 체제전환과정에 대한 대안을 고민하고자 한다. The purpose of this article is to analyze forest devastation of the DPRK (North Korea) after ‘Arduous March’. In this article, I examine the system of a public-owned forest to solve the issue of North Korea’s forest devastation through Elinor Ostrom’s 8 Design Principles and Janos Kornai’s Socialist System in a complimentary way. I assume that North Korea’s forest devastation is the result of ruthless pursuit of profits that have not been controlled by the regime. Therefore, I try to seek an alternative to pursue personal gain that can be controlled by the regime or society through the system of a public-owned forest in the middle of transition process of North Korea.
