      • 현대 과학교육철학의 변화와 BSCS 도입시의 문제점

        The development of so-called "new curricula" in science began with a basic change in the philosopy of science teaching and posses the urgent need of research as to their adequacy, their relations to other facets of school science programs in Korea. A new emphasis found on the identification of basic concepts, the processes of science, and the teaching of inquiry. All of these terms suggest the students' need for a more lasting framework to use in interpreting present information and forming rational judgment about discoverier in the future. The Biology Education Study Committee (BESC) has been studying the three: versions of the BSCS textbooks and selected the Green Version for adaptation in Korea. Although there are many problems in the design of this adaptation projects. These are: 1) Some bureacracy was involved in deciding the curriculum, 2) Lack of equipment and facilities for experiment, 3) Size of class (60-70 students pr class) 4) The qualities of teachers and the excessive demands placed upon teachers. 5) Preparation for entrance1 examination for advanced study as a big factor which hinders the adaptation of a new approach. 6) Financial suport.

      • 통신서비스 분야 지분제한 관련 국제 통상협상을 통해 본 통신 산업 지배구조에 관한 시사점

        통신서비스 분야 지배구조에 대하여는 UN, WTO, 한미 FTA 등 주요 통상협상의 장에서 논의되어 왔으며 최근에는 OECD에서까지 논의가 확대된 중요한 통신서비스 분야 통상협상의 사례이다. 동 협상은 통신서비스뿐만 아니라 과거 정부가 지분을 보유하고 있던 다른 분야에서까지도 정부지분보유와 외국인지분제한에 대한 국가 간의 극명한 견해 차이를 수반했다는 점에서 통상적 관점에서도 관심 대상이 되고 있다. 여러 국제기구와 통상협상과정에서 논의되었던 통신 산업 지배구조를 둘러싼 쟁점들을 살펴보는 것은 국내적으로 바람직한 대응방향을 모색할 수 있는 기반과 실질적 경험을 제공한다. 이러한 맥락에서 본고는 통신 산업 지배 구조에 대한 국제기구의 논의와 협상동향을 분석함으로써 통상법적·국내적 대응방향에 대한 시사점을 찾고자 한다. The discussion on governance structure on telecom industry is one of the most important negotiation topics that have been done in the trade negotiation forum such as UN, WTO, KORUS FTA and the discussion on this subject is recently expanded to OECD making us realize the importance of governance structure in services area from the national perspectives. It is a matter of concern from the trade perspective in that this topic entails plenty of dissenting opinions between the countries that have foreign participation limitation and the countries that have government ownership restriction as the form of FDI limitation. Reviewing such issues on governance structure on telecom industry discussed in various international organizations and trade negotiations will provide a practical experience and rational base to prepare desirable guidelines to cope with the possible domestic changes and disputes on such issues. With these motivations, this paper seeks to learn lessons for trade laws and domestic strategies through analyzing the discussion on governance structure on telecom industry.

        미국(美國) 과학교육(科學敎育)의 현황(現況)과 새로운방향(方向)

        In December 1984, the writers visited the ERIC/SMEAC at the Ohio state university in America to survey the current situation and a new direction of science education in U.S. The purposes of this report is to describe the status of ERIC/SMEAC, historical perspectives, the current situation and a new direction of science education. The assessment and retrospection since 1976 of such reporters as "project Synthesis" and "Acomplishments and Needs" team evidenced the need of a new science education in the states. The year 1983 mark a time in which numerous reports about American education were issued. For examples "A Nation for Excellence" to indicate the positive aspects of American schools. R. Yager`s summarization of the actual and the desired states of science teaching toward a new direction is of much value to the future science education in Korea as well as in the states. Peter Rubba gives a very through recview of the definition of scienti-fic literacy as the goal of science teachers can use to generate instructional objectives of science education.

        시금치 엽록체의 광계의 (光系) 2 활성에 미치는 추출용매와 반응용액의 영향

        This work deals with different extraction media and reaction mixtures on photosystem Ⅱ activity of Spinach chloroplasts. The photoreduction rate of ferricyanide and DPIP by intact chloroplasts which extracted with four kinds of extraction media; S-Tris-N pH 7.2, 8.0, S-Tricine-N pH 7.2, 8.0, was measured in five kinds of reaction mixtures; S-Tris-N pH 7.2, 8.0, S-Tricine-N pH 7.2, 8.0, 0.05 M-Tris pH 7.2. The extraction medium which shows the highest photoreduction rate was S-Tris-N at pH 7.2, and S-Tricine-N at pH 8.0. As to the reaction mixture, S-Tricine-N pH 8.0 showed the highest rate. On the complex effects of extraction media and reaction mixtures, the highest photordeuction rate of Hill oxidant by intact chloroplasts was obtained by S-Tris-N pH 7.2 extraction medium and S-Tricine-N pH 8.0 reaction mixture. The second highest activity was obtained by S-Tricine-N pH 8.0 extraction medium and reaction mixture.

        학생(學生)의 과학의의(科學意議) 및 태도조사(態度調査)

        Our society is in the midst of a period of major transformation. Environmental pollution, energy crisis, food shortage, overpopulation, disease, the running out of natural resources and accidents are all indicators that yesterday′s problems. This article focuses on student cognitives and attitudes toward social problems, the amelioration of these problems and their perceptions of science and technology in our society. A questionnaire that included 24 statements and responses were obtained from 860 secondary school students. The student responses are reported as percentages of young people who responded positively or negatively to a given questions or set of question. Personal attitudes on the social problems, the nature of science and an organ transplantation showed several inconsistencies. Such contradictions may indicate that the students have had little or no opportunity to learn about it. Our curricula have clearly omitted most of the problems which are now, and will be in future, essential to our survival, welfare, and continued development. In the crucial period of transformation we can no longer avoid value in science teaching, thus neglecting the human qualities of choice, decision, and respongibility.

        중학(中學) 과학교육(科學敎育)의 탐구학습(探究學習)에 대한 평가문항(評價問項) 개발(開發)(Ⅲ)

        This is the consecutive study of development of evaluation items for inquiry Learning of middle school science (Ⅰ) and (Ⅱ) which were conducted to improve the Evaluation methods for inquiry learning in the middle school science education by the Science Education Research Institute, K. N. U. during the year 1983-1985. In this atudy, we developed evaluation I tems of scientific laboratory learning In the3rd grade middle school science according to the methods of previous studies. Evaluation i tems were made by the paper and pencil test items and performance test Items. Application of these items were carried on in the 5 classes of 3rd grade of Middle school. The paper and pencil test was conducted after study of wxperimental And observational learning, and performance test was conducted by tester evaluation, Peer evaluation and self ecaluation. The results obtained from the analysis of paper and pencil test I tems show that The validity of the items aer considerd as the most effective in practicing students` Scientific inquiry skills dur to ite, diffculty (70 to 85) and item discrimination considered more desiracle than peer and self evaluations, but peer and silf evalua-tions make possible the perfect learning by feedback. Therefore, skill of the inquiry abilities in experimental and observational learning can be evaluated correctly through the performance test.

        식물엽의 ATP 함량과 그 주기에 미치는 Al 과잉 및 Ca 결핍의 영향

        Kidneybean (Phaseolus vlgaris L.) and buckwheat (Fagopyrum esculentum Mo¨nch) seedlings cultured with Hoagland solution to the height of 7 to 10㎝ in the earthen pot containing sand were used for experimental plants. One group of the plants was irrigated with Hoagland solution composed of various Al concentrations of 0 to 1,000 ppm containing 50 ppm Ca, and the other group was irrigated with Hoagland solution composed of various Ca concentrations of 0 to 1,000 ppm containing 100 ppm Al for a month during June and July. By Al-surplus over 100 ppm, the margins of buckwheat leaves were curled down and turned into yellow-brown necrosis similar to Ca-deficiency, and the old kidneybean leaves showed marginal and veinal chlorosis in addition to the early shedding of leaves. With Al-surplus of 100 ppm the content of chloropyⅡ a and b in both plants was decreased by 30∼40%. The ratio 3/1 of chlorophyⅡ a/b was not alterad by Al-surplus and Ca-deficiency at an early stage, but it was affected markedly at a final stage of growth. Leaf respiration with 100 ppm Al containing 50 ppm Ca was slightly affected in buckwheat, but decreased by 20% in kidneybean. With Al-surplus of 100 ppm the ATP content was decreased by 32% in the kidneybean leaves and by 80% in buckwheat leaves, whereas with Ca-deficiency it was decreased by 72% in kidneybean and by 90% in buckwheat. the rhythm of ATP level showed self-relience without being affected by light or temperature under the green house condition although by Al-s rplus and Ca-deficiency the ATP level of the rhythm was lower than that of control.

        Kidneybean (Phaseolus vulgaris L.) and buckwheat (Fagopyrum esculentum M¨onch) seedlings grown with Hoagland solution to a height of 7 to 10㎝ in the earthen pot containing sand were used for experimental plants. One group of the experimental plants was irrigated with Hoagland solution composed of various Pb-concentrations of 0 to 1000 ppm containing 30 ppm, and the other group was irrigated with Hoagland solution composed of various P-concentrations of 0 to 1,000 ppm containing 30 ppm Pb for a month during June and July in 1979. By Pb-surplus over 100 ppm, the margins fo buckwheat were curled down and turned into yellow-brown chlorosis, but the leaves of kidneybean were become dark-green at an early stage, and then developed chlorosis, finally shedded earlier than the control. Pb-toxicity was similar to the symptoms of P-deficiency. The ratio, 3/1 of chlorophyⅡ a/b at an early stage, was unaffected by Pb-surplus or P-deficiency, but at the later stage it was altered. ATP content with Pb-surplus of 100 ppm was decreased by 69% in kidneybean leaves and by 38% in buckwheat leaves, and it with P-deficiency was decreased by 75% in kidneybean leaves and by 43% in buckwheat leaves. In the assay of ATP content of the leaves at intervals of three hours for one day of July in the year, the rhythms of ATP level were unaffected by light or temperature although the amplitude fo the level was modified. The rhythms of Pb-surplus and P-deficiency plants were observed at the lower range of ATP content than that of control.
