뉴노멀 민·군 상생을 위한 군사시설 갈등관리 방안 연구

연구목적 본 연구는 뉴노멀시대 민ㆍ군 상생을 위한 군사시설 갈등관리방안을 규명하는데 주된 목적이 있다. 연구방법 연구방법으로 군사 및 갈등분야 전문가를 대상으로 2021년 9월 10 ~ 30일의 기간 중에 심층면담 기법을 적용하여 질적연구를 수행하였다. 연구에 참가한 전문가는 13명이다. 결과 연구 결과는 다음과 같다. 첫째, 뉴노멀시대 군사시설로 인한 갈등에 대한 인식은 미래에 사회적 갈등 증가, 새로운 관심분야, 공공갈등으로 국가차원의 체계적 관리 필요, 갈등관리전문가 양성, 갈등 예방 및 관리의 중요성 증대 등의 핵심적 요인이 도출되었다. 둘째, 뉴노멀시대 군사시설 갈등의 발생원인은 비행장, 훈련장, 사격장 등 군 장비 운용에 따른 소음, 군사시설은 지역사회 발전의 저해요소, 개인의 재산권 침해 등 전통적인 요인과 뉴노멀 새로운 기준과 사회적 변화에 따라 공공재로써 복합적 원인으로 새로운 갈등이 초래되고, 집단 사익을 위하여 불순한 의도를 목적으로 갈등을 악용하는 사례 등 갈등의 다양화로 인하여 국가차원의 체계적인 갈등 예방 및 관리 노력이 필요하다는 결과가 도출되었다. 셋째, 군사시설 갈등이 국방유지관리에 미치는 영향으로는 국방개혁과 부대개편 등 기계획된 국방정책과 각종 훈련시행 곤란, 각종 전투진지 사용 제한, 군 사기(명예)에 악영향 등 부정적 요인과 군사갈등을 공공갈등으로 인식하여 국가차원의 통합 대응의 기회, 갈등관리 예산 확보를 통한 지자체와 Win-Win 정책적 발전의 계기로 삼아야 한다는 긍정적 요인이 도출되었다. 넷째, 민·군 상생의 군사시설 갈등 관리를 위한 역량 강화를 위해서는 군사갈등 전담조직 편성 및 민영화 확대, 선진화된 사회적 갈등기법 벤치마킹, 공공기관과 연계된 관리역량 함양을 위한 교육 확대가 시행되어야 한다. 다섯째, 군사시설 갈등 예방·관리 강화를 위한 정부지원과 정책적 개선 방향으로는 복합갈등관리 중앙 컨트롤타워 구축, 갈등관련 법 제정과 연계하여 국방갈등 관리 매뉴얼 구성 등 관리체계 구축, 팩트 체크 공론화 및 시민 집단지성 활용, 숙의 민주주의를 통한 갈등 관리 등의 요인이 도출되었다. 결론 민·군 상생의 군사시설 갈등관리를 위해서는 국가 차원의 체계적 갈등관리시스템을 구축해야 한다. PURPOSE The main purpose of this study is to investigate the conflict management plan for military facilities for the coexistence of civil and military forces in the New Normal era. METHOD As a research method, a qualitative study was conducted by applying in-depth interview techniques to experts in the military and conflict fields during the period of September 10 to 30, 2021. Thirteen experts participated in the study. RESULT The research results are as follows. First, Recognition of conflicts caused by military facilities in the New Normal Era has led to key factors such as the need for systematic management at the national level, training conflict management experts, and increasing the importance of conflict prevention and management. Second, The causes of conflict in military facilities in the New Normal era were noise from the operation of military equipment such as airfields, training grounds, and shooting ranges, and traditional factors such as impairment of community development, new standards and social changes. Third, As for the impact of military facility conflicts on defense maintenance, negative factors such as difficulty in implementing various training, restrictions on the use of combat camps, and military conflicts should be recognized as public conflicts, and Win-Win policy development. Fourth, In order to strengthen the capacity to manage conflict in military facilities for civil and military coexistence, it is necessary to organize dedicated organizations such as military conflicts, expand privatization, benchmark advanced social conflict techniques, and expand education to foster management capabilities linked to public institutions. Fifth, Factors such as establishing a central control tower for complex conflict management, establishing a defense conflict management manual in connection with the enactment of conflict-related laws, publicizing fact checks and utilizing civic collective intelligence, and managing conflicts through deliberative democracy were derived. CONCLUSION In order to manage conflicts in military facilities for coexistence between civil and military, a systematic conflict management system at the national level must be established.
