사회자본과 거버넌스의 연계를 통한 사회복지전달체계의 현대화

본 논문의 목적은 최근 사회문제 해결의 새로운 메커니즘으로 주목받고 있는 사회자본과 거버넌스 개념을 통해 사회복지전달체계의 현대화 전략을 모색하는 것이다. 사회자본과 거버넌스는 상호의존적인 소셜 네트워크(social network)를 통해 제반 사회문제의 해결을 지향한다는 점에서 한정된 자원을 가지고 복합적인 복지욕구를 해결해야만 하는 사회복지현장에 큰 함의를 갖는다. 본 연구는 이 점에 착안해 사회복지전달체계의 현대화를 이끌 수 있는 실천적 개념으로 사회자본과 거버넌스에 주목하고자 한다. 특히, 지역사회의 사회복지 실천과 전달에서 사회자본과 거버넌스의 연계는 사회복지서비스를 보다 효율적·효과적으로 전달할 수 있는 토대이자 기제로 작동할 수 있다. 즉 지역사회에서 사회 자본과 거버넌스의 연계는 ‘복지 거버넌스(governance of welfare)의 구축’을 가능케 함으로써 사회복지전달체계가 보다 클라이언트 친화적으로 전환될 수 있도록 한다. 복지 거버넌스의 구축은 클라이언트의 욕구를 보다 신속하고 정확하게 파악 및 해결할 수 있도록 돕고, 나아가 사회복지서비스의 사각지대를 해소 하는 데에도 일조할 수 있을 것으로 판단된다. The purpose of this paper is to exploratively observe the strategy for improving the welfare delivery systems based on the concepts of social capital and governance. Recently, social capital and governance are notable concepts as a new social problem solver in the social sciences. Both the two concepts have significance for the local community welfare that have to meet people with various welfare needs, in the sense that they endeavor to find an answer to the social problems through interdependent social networks. In this regard, this paper is central to the practicability of social capital and governance that would modernize the welfare delivery systems in the level of local community. Especially, the convergence of social capital and governance in social welfare, also known as welfare governance, would be an efficacious means to innovate the social administrations and delivery systems in local community welfare. Welfare governance is the way to stem the social problems through welfare networks based on the public-private partnership. Namely, as we consider inadequate conditions of local community welfare in Korea that is marked by low financial viability and backward welfare infrastructure, welfare governance would be an alternative to serve a great variety of welfare needs. Because, welfare governance could cope with inadequate conditions by its own purchases, for being a policy idea to provide the one-stop social services based on networking several welfare institutions in local community.
