근로자퇴직급여보장법 개정에 따른 퇴직연금제도의 주요과제

2005년 근로자퇴직급여보장법 제정으로 도입된 퇴직연금제도는 올해로 11년을 맞이하였다. 그 결과 2015년 말 현재 적립금규모가 126조원을 넘어서는 양적 성장에도 불구하고 영세사업장의 낮은 가입률 등 많은 문제점을 안고 있다. 이러한 문제점을 보완하기 위하여 2014년 8월 정부의 사적연금활성화 정책이 발표되었으며, 이 정책을 추진하기 위해서 권○○의원은 당정협의를 거쳐 근로자퇴직급여보장법 개정안을 발의하였다. 그러나 2015년 말 현재 500인 이상 사업장 퇴직연금 가입률 99.3%와는 대조적으로 30인 미만 사업장 가입률은 16.8%로 매우 낮다. 그러나 정부의 사적연금 활성화 정책 중에는 영세사업장의 퇴직연금 가입률제고를 위해서, 중소기업퇴직연금기금제도를 도입하여 일시적 재정적 지원방안 외에는 별다른 내용이 없다. 한편 2015년도에는 한○○의원도 역시 근로자퇴직급여보장법 개정안을 발의하여 두 개정안이 국회에 계류 중이었으나 폐기를 앞두고 있다. 두 개정안과 선진국의 제도들을 살펴보면 그 적용, 시기, 확대 방안 등에서 상위점이 있지만 영세사업장 퇴직연금 가입률제고를 위한 특별히 구체적이고 적극적인 내용이 없으며 정부정책도 마찬가지다. 따라서 우리나라 영세사업장퇴직연금제도 개선을 위하여 첫째 근퇴법에 영세사업장 재정적 지원 근기마련, 둘째 근퇴법 제25조 1항 개정으로 IRP 특례확대, 셋째 저소득층 근로자의 연금계좌의 세액 환급율 확대를 위한 세법까지 개정의 필요성을 제언한다. A retirement pension, introduced by legislating for the law of employment retirement benefit security in 2005, has been for 11 years this year. Although the retirement pension system has been quantitatively grown and the amount of accumulated money is more than 126trillion, it embraced many problems such as the lowest insurance enrollment rate of small businesses. To compensate for this problem, the government policy for facilitating a private pension was released in August 2014 and Gwon ○○, sponsored a revision of the law of employment retirement benefit security throughout a government-ruling party consultation in order to push forward the policy. Although the enrollment rate of a retirement pension of the companies having more than 500 labors is 99.3%, the enrollment rate of companies having less than 30 is 16.8%. This rate is very low. There is no special policy among government policy to facilitate the government-led private pension. What the government to do for raising the enrollment rate of a retirement pension for small-size businesses is temporary financial aid by introducing a retirement pension system for medium-sized businesses. Han ○○, also proposed a revision of the law of employment retirement benefit security in 2015 and two revisions are pending in congress. The revisions proposed by two parties include the bottom line such as when to start and how to improve but there is no specific and aggressive contents to raise the enrollment rate of a retirement pension for small business and the government policy is. Therefore, to improve a retirement pension system for small businesses, I propose three things. The first, law of employment retirement benefit security contains financial aid articles for supporting small business. The second, the first clause of article 25 in the law of employment retirement benefit security should be revised in order to expand the application of IRP. The last, I suggest the revision of tax law to raise tax rebate rate of pension accounts for low-income workers.
