        코로나19 감염병 재난 시 노인 취약계층 보호와 대응체계에 관한 연구

        최근 국가 안보를 위협하는 Virus에 의한 신종 감염병은 Terror보다 예측 불가능할 뿐 아니라 일단 퍼지면 전쟁이나 핵무기보다 공포스럽다. Globalization한 세계에서 나타날 수 있는 Coronavirus의 대유행에 인류는 전혀 준비돼 있지 않다. 세계를 위협하는 가장 시급한 국가재난의 현안은 단연코 전염병이다. 국가의 감염재난 위기 시 노인 취약계층의 보호와 대응체계에 있어서 신종 Coronavirus의 확산은 국민의 안전과 생명에 직접적인영향을 미치고 사회적 비용도 발생시켰다. 9월 24일 현재 신종 COVID-19의 감염 확산에 따른 국내 사망자388명 중 90% 이상이 60대 이상 노인 취약계층에 집중되어 있다. 지금까지 우리나라의 경우 재난 약자에 대한지원의 대부분이 사회 복지적 관점에서 이루어져 왔다. 이는 재난 취약계층을 대상으로 하는 제도 및 정책 중에서 어린이 관련 재난 교육 과정을 제외하면 감염에 의한 재난 안전은 찾아보기 어려울 정도로 특히 제한적이다. 예상치 못한 신종 Virus에 의한 감염재난의 발생은 약자의 재난 취약성을 높였고, 이에 따른 감염재난 약자에대한 보호와 지원제도의 보완이 절실하게 요구되고 있다. 본 연구에서는 신종 COVID-19 Virus의 상황 사례를통해 노인 취약계층에 대한 지원 System과 개선방안을 제시한다. 기존 지원 System의 한계와 수동적 관점에서의 대응이 아닌, 능동적이고 예측 가능한 Governance 중심의 지원체계를 구축하여 거동이 불편한 노인 취약계층을 대상으로 감염재난 대응체계를 발굴한다. 또한 향후 유사한 감염재난에 따른 취약계층의 보호와 지원에 활용해보고자 한다. Recently, a new infectious disease caused by a virus that threatens national security is more unpredictable than Terror, and once spread, it is more fearful than war or nuclear weapons. Humanity is not prepared at all for the coronavirus pandemic that can appear in a globalized world. The most pressing issue of national disaster that threatens the world is by far the epidemic. In the event of a national infectious disaster crisis, the spread of a new coronavirus in the protection and response system of the elderly and vulnerable groups has a direct impact on the safety and life of the people and has caused social costs. As of September 24, more than 90% of the 388 deaths in Korea from the spread of the new COVID-19 infection are concentrated in the elderly in their 60s or older. Until now, in Korea, most of the support for the underprivileged from disasters has been made from a social welfare perspective. This is particularly limited to the extent that it is difficult to find disaster safety due to infection, excluding disaster education courses related to children among the systems and policies targeting the disaster vulnerable class. The occurrence of an infectious disaster caused by an unexpected new virus has increased the vulnerability of the vulnerable to disaster, and there is an urgent need to supplement the protection and support system for the vulnerable. This study presents a support system and improvement plans for the elderly and vulnerable through cases of the new COVID-19 virus. Rather than the limitations of the existing support system and the response from a passive point of view, it establishes an active and predictable governance-centered support system to discover an infectious disaster response system targeting the vulnerable elderly with limited mobility. In addition, it will be used in the future to protect and support the vulnerable in the event of similar infectious disasters.

        LED광원을 이용한 해양미세조류의 성장 비교

        To assess the effect of LED lights on marine microalgae growth in the laboatory, Tetraselmis suecica, Chaetoceros simplex and Isochrysis galbana were cultured under 20±1℃, Walne’s medium and aeration using 3.6 L glass vessels. The LED light sources were Blue, Red, Blue+Red, CoolWhite and WarmWhite. The experiments were conducted three times. The density of microalgae was shown as the counted number of cells per day, and the specific growth rate was calculated by using the density. The statistical analysis was performed by analysis of variance using the SPSS 20.0 program. T. suecica culture was the highest density under the Blue LED light source, so the light source was the most effective for the growth of this alga. C. simplex and I. galbana culture had the highest density under the Blue+Red LED light source, therefore this light source was the most effective for the growth of these algae. The result of analysis of variance showed significant between groups.

        Synthesis of TiO₂ nanoparticle paste is one of the important technologies in dye-sensitized solar cells (DSSC). Performances of the DSSCs from synthesized TiO₂ nanoparticle paste was similar or better than those from commercial sources. In addition. cell efficiency was further improved by using large scattering TiO₂ particles. Those results was utilized in manufacturing high efficiency DSSC modules.

        한국 서남해역 무안, 진도와 거문도의 춘계 해조식생

        To grasp the algal vegetation using the occurred species number, biomass and dominant species, this study was performed in the subtidal zone of Muan-gun, in the intertidal zone of Jindo-gun and in the intertidal zone and subtidal zone of Geomundo, the south-eastern coast of Jeollanamdo, Korea in the spring 2014. The total occurred species was 140 ones including 10 chlorophytes(7.14%), 54 phaeophytes(38.57%) and 76 rhodophytes(54.29%); the biomass was 70,484 g·w·w/㎡ in total. The flora charateristic using R/P ratio, geographical distribution pattern of algae, at the Station 9-1(intertidal zone) in Geomundo was tropical; the flora at the Station 6 (Maengseong-ri, Sanjodo, Jindo-gun) and the Station 9-2(subtidal zone) in Geomundo were mixed; the others were arctic to temperate. The physiognomic types were also shown. Each species was classified into six functional-form groups, and two ecological state groups(ESG) were evaluated based on these groups. The coarsely branched-group of functional-form groups was 44% of total occurred species. The ESG Ⅱ in all study sites was high, and this is maybe due to the environmental stress such as pollution and disturbance, etc.

        다변량분석에 의한 여수 백야도 어류양식장의 해양 환경분석

        This study was conducted to evaluated the surface(10 variables) and bottom(10 variables) water quality, and sediment(3 variables) in the cage fish farm off Baegyado in Gamak Bay using a multivariate analysis from January 2013 to November 2014. Generally, the environmental data did not show a certain tendency by months during two years investigated. The pairwise simple correlation matrices among variables were also shown. The first four principal components of the surface water in 2013 explain 93% of the total sample variance; the first principal component(z₁) showed the freshwater inflow and/or precipitation, z₂, z₃ and z₄ related to freshwater inflow and/or precipitation, organic matters and eutrophy, respectively; the first four principal components of the bottom water in 2013 explain 93% of the total sample variance; the z₁, z₂ and z₄ related to freshwater inflow and/or precipitation, and z₃ water temperature. In 2014, at the surface water the first three principal components explain 87%; the z₁, z₂ and z₃ related to water temperature, eutrophy and freshwater inflow and/or precipitation, respectively; at the bottom water the first three principal components explain 93%; z₁, z₂ and z₃ related to water temperature, freshwater inflow and/or precipitation and eutrophy. Half of the principal components related to freshwater inflow and/or precipitation.
