지방의회의 전자민주주의 구현을 위한 홈페이지활용 실태 분석

With the rapid development of information and communication technologies(ICTs) 'electronic democracy' has been under heated discussion. This study aim s to analyze from the view of electronic democracy the degrees to which the local councils make efforts by means of technological media to broaden the opportunities for the community people to participate in the policy-making in reference to their political demands. Such topics as CMC(computer mediated communication), cyber governance, electronic local autonomy are discussed in term s of IT(Information Technology). Since the local autonomy was initiated, there has been increasing demands from the inhabitants to take part in the local polity not merely as a client, but m ore as one of the people who sovereignty rests with. The most positive value of electronic local autonomy, therefore, lies in expansion of the people's autonomy. The synthetic examination of the existing empirical researches on operations of local councils, however, shows some problematic aspects: lack of ability in ordinance-making, perfunctory deliberation of budget-settlement, weak control over the government from interpellation, inability in making policy and alternatives, and inactivity in collecting the public opinions. The analysis in this research focused on the operating system, the information senders, functions of the internet homepages of the local councils in Gangwon Province. Internet technology, however, also has its limit in solving all pending problems of the local council, whose functions have not been so active only due to the absence of internet so far.

선천성 거대결장(先天性巨大結腸)에 대(對)한 외과적 수술(外科的 手術)

Surgical treatment for congenital megacolon, Hirschsprungs disease was described by Swenson and Bill in ]ggg on rational basis of consisting of abdominonperinea! Resection of the aganglionic rectum and sigmoid colon ivith primary anastomosis. There ivere various complications due to complete removal of the retum by pelvic dissection and to the ietroperitoneal suture line. The intussusception technic of Hiatt has not improved the complication rate. These facts prompted a search for alternative or modified technics during past decade. In 1956, Duhamel described a retrorecal and transanal pull-through procedure. In this technic the internal sphincter was divided leading to subsequent difficulties with continence. To avoid incontinence, Grib. in 1960, modified operation by incising the posterior recta! Wall 1.5 cm above the inerernal sphincter. Three children with aganglionic megacolon were treated by rectal mucosal resection with intramural colo-anostomy as the definitive operative procedure. This report is an evaluation, of this operatior of these three patients and a description of the postoperative management problems encountered.

Personal Communications Services(PCS) is a low speed pedestrian mobile services capable of guaranteeing the communication with anybody, anytime and anywhere. In this paper, The purpose of microcell test is for the application tg microcell to the KMT PCS infrastructure. For the test. microcell equipments are established two places: on the close building and line-of-sight area. The test on a call processing, hand-off by speed, service coverage of the antenna type and the output power was carried out. The service coverage by output power was tested at 2.5mW and 25mW. As a result of test, the service coverage is about 300m when the output power is 2.5mW and the service coverage is about 800m when the output power is 25mW. The test also showed that the hand-off at the speed of 60km/h was possible on the service coverage of 300m and the hand-off at the speed of 90km/h was possible on the service coverage of 800m. The fading at the close building is so serious that we cannot call at 2.5mW, but we can call at 25mW.
