연안여객선사 안전관리 운영 효율성 분석 : 안전경영지표 평가항목 개발을 중심으로

본 연구는 연안여객선사의 안전관리 운영 효율성을 분석하기 위한 기초연구로 적절한 안전경영지표 평가항목을 설계하고 연안여객선 사를 대상으로 평가항목의 유효성을 검증하는데 목적이 있다. 이를 위해 먼저 연안여객운송사업자의 안전관리책임자, 공무원(선박검사관), 여객 선 운항관리자 등으로 구성된 전문가 그룹을 통해 연안여객선사의 자발적 안전관리 활동을 평가하기 위한 5개의 평가항목과 14개의 세부 평가요 인을 선정하고 사전검증 및 테스트를 통해 객관성을 제고하였다. 이 안전경영지표 평가항목을 이용하여 44개 연안여객선사에 대한 자발적 안전 관리 수준을 평가하였다. 그리고 평가항목의 유효성을 검증하기 위하여 안전경영지표 평가항목 결과와 중대해양사고 비율을 비교분석하여 평가 항목의 타당성을 확인하였다. 이를 통해 자발적 안전경영 수준이 높은 업체일수록 중대해양사고가 발생하지 않고 자발적 안전관리에 무관심하거 나 소홀한 업체는 상대적으로 높은 중대해양사고가 발생하고 있는 것을 알 수 있었다. 이처럼 안전경영지표 평가항목 선정을 통해 연안여객선사 의 안전관리 운영 효율성을 분석하는데 중요한 항목을 객관적인 관점에서 도출하였다. 따라서 향후 안전관리 효율성 분석을 위한 기초자료로 활 용될 수 있을 것이다. The purpose of this study is to design a proper evaluation method for analysing the safety management efficiency of coastal ship companies, and to verify these evaluation standards by applying them to a representative company. For this purpose, 5 evaluation items and 14 specific sub-evaluation elements have been determined after collecting practical opinions from a group of expert, which consisted of safety managers in passenger ship companies, public servants as a ship inspector, passenger ship operations managers, etc. Next, the safety management levels of 44 coastal passenger ship companies were evaluated using these standards. Finally, the validity of the proposed evaluation method was verified through comparison analysis between the evaluation results and the ratio of major marine accidents. It was determined that companies with low evaluation levels were saw more major marine accidents than other coastal passenger ship companies, spurring greater interest in safety management. In conclusion, evaluation standards allow coastal passenger ship companies to voluntarily assess their safety management level were established. The result can also be applied to analyse the operation efficiency of coastal passenger ship companies.

This study analyzed college students’ perceptions on their writing processes and the written products from writing workshops. Writing workshops helped college students to reinforce their authorship. Students who joined writing workshops in this study developed strong responsibilities because they selected their own topics and genres and had opportunities to communicate with the readers through publications. Second, writing workshops also encouraged students to enhance knowledge and strategies having various sharing and discussion throughout the whole processes of writing from planning to editing. Third, students produced higher quality of writing based on feedbacks from peers and the teacher as the effect of collaborative communication. Finally, students deepened their thoughts and elaborated their writings joining the writing workshops. The effects of writing workshops could be maximized when the teacher systematically planned the activity and the students voluntarily participated in it, though writing workshop was basically a student-centered activity. 이 연구에서는 대학생들을 대상으로 글쓰기 워크숍을 실시하고 그 결과물과 글쓰기의 과정에 대한 학생들의 인식을 분석하였다. 그 결과는 다음과 같다. 첫째, 글쓰기 워크숍은 학생들의 ‘작가 의식’을 강화하는 데 도움을 줄 수 있다. 글쓰기 워크숍에서는 학생들 스스로 글의 주제와 장르를 선택하고 수정과 편집을 하기 때문에 글에 대한 애착이 크고 책임감도 크게 느낀다. 둘째, 글쓰기 워크숍은 학생들이 글쓰기의 과정 전반에 대한 지식과 전략을 익히는데 도움이 된다. 글쓰기 워크숍에서는 주제와 장르 선정 - 초고쓰기 -수정하기와 같은 글쓰기의 과정을 계속해서 반복하기 때문에 글쓰기의 과정에 대한 지식과 경험을 확대할 수 있다. 셋째, 글쓰기 워크숍은 협력적 의사소통의 중요성을 깨닫게 하는데 도움을 준다. 학생들은 동료나 교사의 반응과 피드백을 통해서 자신의 글을 개선할 수 있는 아이디어를 얻기 때문에 혼자서는 결코 쓸 수 없는 수준 높은 글을 쓸 수 있다. 넷째, 글쓰기 워크숍은 주제에 대한 깊이 있는 탐구를 가능하게 한다. 글쓰기 워크숍에서는 한 편의 글을 완성하는데 많은 시간을 투자하여 계속해서 수정하고 탐구하기 때문에 생각의 깊이가 더욱 깊어져 글의 질이 향상된다. 글쓰기 워크숍은 학생들의 자발성에 기초한 학생중심의 활동이지만 교사의 체계적인 계획과 지도와 학생들의 자발적인 활동의 균형이 확보될 때, 글쓰기 워크숍의 효과는 극대화될 수 있다.

스마트교육 시대 국어과 교사들의 교육과정 재구성 실태 조사

이 연구에서는 전국의 중·고등학교 국어과 교사 203명을 대상으로 스마트교육에 대한 인식과 교육과정 재구성 실태를 조사하였다. 그 결과 국어과 교사들은 스마트교육 환경이 국어과 수업을 개선할 것이라는 기대는 높은 편이나 준비 정도는 미흡한 편임을 확인할 수 있었다. 또한 국어과 교사들은 교육과정 재구성의 필요성을 강하게 느끼고 있지만 실제 학교에서의 교육과정 재구성은 교과서 재구성에 한정되며 그것도 교과서에 대한 관심과 흥미를 높이기 위한 재구성에 그치고 있었다. 교사들이 교육과정 재구성을 적극적으로 하지 못하는 이유는 학교 시험 때문인 것으로 나타났다. 스마트교육 시대 국어과 교사들의 교육과정 재구성을 강화하기 위해서는 첫째, 교사들이 시험의 압력에서 벗어나 적극적으로 교육과정을 재구성할 수 있도록 학교 평가의 방식을 개선할 필요가 있고, 둘째, 교육과정과 교과서 재구성을 권장하는 학교 문화를 만들어가는 것이 필요하며, 셋째, 교육과정과 교과서 재구성을 위한 교수학습 자료의 개발과 지원이 필요하다. This survey study investigated 203 Korean language arts teachers’s perceptions on SMART education and their curriculum reconstruction. This study, first, found out Korean language arts teachers did not properly prepared for adapting SMART education yet, although they supposed that SMART education would have positive influences on teaching and learning their subject. Korean language arts teachers clearly recognized the necessity of curriculum reconstruction and modification; however, in reality, their modification was very limited in the level of textbook use for enhancing students’ interest in textbook, due to the pressure of school exams. The results of this study call for the changes of school exams in order to encourage teachers’ curriculum reconstruction in the era of SMART education. Creating more unrestricted culture of adjustment not only the curriculum but also textbooks, and offering various materials to support for curriculum reconstruction would be helpful for teachers.

Recently, there have been flood damages due to the climate change and the flash flood continuously in Korea and there are several flood disaster mitigation plans that are normally most of management plan for water related disasters even though drought disasters are as important as flood disasters. In this study, it is underlined that the research on solution of water shortness due to the drought disasters is currently required since the frequency of drought damage is not very many but continuously increasing. There was big drought damage in TaeBaek City of Kangwon province due to the serious lack of water during autumn, 2008 to spring, 2009. This study therefore analyses the characteristics of hydrometeorological conditions by rainfall frequency analysis and the operations of Gwangdong dam that is a source of multi-regional water supply by analysing water demand. As results of study, there was a drought with 20 years returning period which is not really available to fill the reservoir as usual and which could only filled 52% of reservoir. The rainfall during the dry season was less than normal, however, the water demand from the TaeBaek City was higher than normal. As researching several reasons of water shortness including the reasons described above, this study might be useful for drought mitigation plan. 최근 들어, 기상이변 및 국지성 집중호우로 인한 침수피해가 계속적으로 발생하고 있다. 따라서 재해 피해 저감을 위한 대책을 수립할 시에 풍수해 관리 분야에 있어 대부분이 홍수피해에 집중되고 있는 실정이다. 그러나 가뭄 재해 또한 홍수피해에 못지않은 규모의 피해를 발생시키고 있으며, 가뭄 피해는 그 발생빈도가 아직 크지 않으나 점차 증가하고 있다는 부분에 주목할 필요가 있다. 강원도 태백시는 2008년 가을부터 2009년 봄까지 심한 가뭄 피해를 입어 심각한 물부족에 시달린 중요한 예시이다. 따라서 본 연구에서는 이 지역에 대한 물 부족 요인을 파악하기 위하여 수문기상학적 분석을 통한 가뭄빈도를 분석하였으며, 광역상수도 공급원인 광동댐의 운영과 수요-공급 분석을 통하여 물 부족 원인에 대하여 분석하였다. 그 결과, 갈수우량의 빈도 분석을 통한 태백지역 가뭄은 20년 빈도에 해당하는 것으로 나타났으며, 이를 바탕으로 광동댐 저수지에는 저수율이 약 52% 만 확보 가능한 것으로 나타났다. 또한, 갈수기의 강우량은 평년에 비하여 작게 발생하였다. 그러나 피해 발생 시 태백시의 상수도 수요는 평년에 비하여 많았던 것으로 판단되었다. 본 연구를 통하여, 가뭄시 물 부족 원인을 분석하였으며, 이는 가뭄시 물 부족 대책 마련을 위한 기초자료로 활용될 수 있을 것으로 예상된다.
