Environmental design pattern of the nine Small Urban Spaces at C.B.D. in City of Seoul are surveyed and analyzed for user's satisfaction and behavior under the environmental design evaluation by using Chrisopher Alexander's Pattern Language. Small Urban Spaces as a part of streetscape are formed by physical factors as well as visual environment and interacting user's behavior. Therefore, user's satisfacuion and behavior at the nine Urban Small Spaces were investigated under the further search for some possibilities of a pplication of those Pattern Languages. A pattern language has a structure of a network. It is used in sequence, going through the patterns, moving always from large patterns to smaller, always from the ones which create comes simply from the obsernation that most of the wonderful places of the city were not made by architects but by the people. It defines the limited number of arrangements of spaces that make sense in any given culture. And it actually gives us the power to generate these coherent arrangement of space. As a results, 'Plazl', 'Seats' and 'Accessibility' related design patterns are highly evaluated by Pattern Frequency, Pattern Interaction and their Composition ranks, thus reconfirm Whyte's Praise of urban Small Spaces in our inner city design environments. According to the multiple regression analysis of user's evaluation, the environmental functins related to the satisfaction were 'Plaza', 'Accessibility' and 'Paving'. According to the free response, user's prefer such visually pleasing environmental design object as 'Waterscape' and 'Setting'. In addition to, the basic needs in Urban Small Spaces are amenity facilities as bench, drinking water and shade for rest.

청소년지도사의 국가직무능력표준(NCS)기능 영역별 슈퍼비전 요구도에 관한 연구

The purpose of this study is to identify the youth leaders' supervision requirements for 27 items of the National Standards for Occupational Education (NCS), which are the job areas of youth leaders, and to classify 27 items into administrative, educational, and supporting functional areas based on theory to recognize the youth leaders' supervision requirements for each function. This research method had 807 youth training facilities registered nationwide as of 2019 and applied a random sampling method among non-allocation labeling methods at facilities related to youth training that are deemed suitable for carrying out this study. The research target is 22 facilities related to youth training nationwide, and the data were collected and analyzed through responses from 241 youth leaders. The results of this study are as follows. First, the important order of youth guidanceers on the degree of supervision requirements for the National Occupational Skills Standards (NCS) is to support and evaluate youth self-governance activities, plan and design for youth programs, plan for youth programs, and prepare manuals, Development of plans and tools for evaluating youth programs, case analysis and planning of youth living maps, network establishment and operation, management of youth activities information, administrative support of youth institutions, implementation and follow-up of youth programs, etc. Second, the order of supervision requirements of youth guidance on the administrative function area of NCS is planning and designing youth programs, business planning, youth program evaluation plan and tool development, youth program planning and manual preparation, The report showed administrative support for youth institutions, preparation for youth programs, supervision and evaluation of volunteer activities, writing programs for youth activities certification, and planning and education for youth self-government activities. Third, the order of youth guidance on the education functional areas of the NCS is to support and evaluate youth self-governing activities, marketing youth programs, managing information on youth activities, implementing youth programs, training programs, planning and education for youth activities. It was followed by youth program education, youth field practice guidance, and youth activity certification programs. Fourth, the order of supervision requirements of youth guidance on NCS supporting functional areas is to operate network, conduct and follow-up assessment of youth programs, check and manage hygiene, support youth rights promotion activities, plan and recruit volunteer activities, and study on youth research, Youth life maps were analyzed and planned, youth life maps implemented and utilized, and youth program evaluations were conducted and follow-up management. Youth leaders are calling for a supervision in order to improve their job performance, in order to do education, administrative and support work.

We investigated springs in Seoul in 2009 to know the change of water quality according to storage method of spring water, the concentration of chemical compounds and their correlation. Even spring water that originally satisfied national standard for drinking water could be exceeded national standard for drinking water by storage method such as storage bottle, temperature and period; especially used PET bottles could affect the increase of total colony counts. Therefore, spring water is desirable to be consumed on the spot, or to be stored in sterilized bottles in refrigerator rather than room temperature at home, and also to be consumed shortly not exceeding 24 hours. Total colony counts, coliform, yersinia, $F^-$, $Cl^-$, $NO_3^--N$, hardness, total Solids, pH, color and Al were exceeded national standard for drinking water at some springs. The result of correlation analysis shows that hardness and total solids, which are caused by several ionic compounds, had relatively high correlations with other chemical compounds.

어린이집 위탁운영에 따른 정부업무 민간위탁 공정성 확보 방안 고찰

The purpose of this study is to examine how to improve the problems surrounding the contracting procedures of the publicly-funded day-care facilities and the selection criteria of the trustee in order to secure the publicity in the government contracting. One of the prior tasks to be solved in the process of child welfare service expansion is to expand the competitive market to select superior institutions in the selection process of private contractors. Currently, there are very few specialized corporations. Second, there is a case that the standards of evaluation of consignee companies are different from those of basic autonomous communities. As a result, there is a problem in securing objectivity and transparency of examination, so that the third institution should intervene in the examination process, Third, there is a lack of expertise of public officials in administrative guidance and supervision of the trustee. In addition, the development of financial accounting system to prevent illegal operation of children’s houses should be continuously promoted. As a result of the study, in the case of the private trust, the trust act and the trustee should be clearly defined in the relevant laws and regulations. In case that the trustee is selected by the trust contract, the trustee should be made competent. Excessive competition, of course, also has the adverse effect of diminishing the quality of work. It may not be appropriate for anyone to designate a trustee for private contracting so that it can be done only if it meets the specified standard. In the case of non-statutory entrustment, it is necessary to disclose to the third party the identity of the trustee and the scope of the entrusted business. 본 연구는 정부업무 민간위탁에 있어서의 공공성을 확보한다는 차원에서 양적으로 팽창하고 있는 국공립 보육시설의 위탁절차와 수탁체의 선정기준을 둘러싸고 있는 문제점을 개선하기 위한 방안을 고찰하고자 한다. 보육복지서비스의 양적 팽창에 따른 어린이 집 민간위탁에서 해결되어야 할 선행과제는 첫째, 민간위탁업체 선정과정에 있어서 우량기관을 선택할 수 있는 경쟁시장을 넓혀야 한다는 점이다. 현재 특화된 전문법인의 숫자가 매우 적은 실정이다. 둘째, 위탁업체 심사기준도 기초자치단체 별로 상이하다는 사례가 발견되는 바, 그 결과 심사의 객관성 내지 투명성 확보에 문제점을 초래하고 있어서, 제3의 기관이 심사절차에 개입하는 등 선정과정상 문제를 해소해야 할 것이다. 셋째, 위탁업체에 대한 행정지도 및 감독 문제에 있어서도 담당 공무원의 전문성이 결여되어 있으며, 그밖에도 어린이 집 부정운영을 방지하기 위한 재무회계 제도의 개발을 지속적으로 추진하여야 한다. 연구결과 민간 위탁의 경우에는 근거법령에서 위탁업무 및 수탁자를 명확히 규정하여야 하며, 수탁자를 위탁계약에 의하여 선정하는 경우에는 수탁자의 경쟁력을 확보할 수 있도록 하여야 한다. 물론 지나친 경쟁은 업무의 질을 떨어뜨리는 역효과를 가져오기도 한다. 민간위탁을 위한 수탁자를 지정함에 있어서 지정기준에만 적합하면 누구나 그 업무를 수행할 수 있도록 하는 것은 적절하지 못하다고 할 수 있다. 그리고 법정위탁이 아닌 경우에는 수탁자가 누구인지 위탁되는 업무의 범위가 어디까지인지를 제3자가 알 수 있도록 공시할 필요가 있다.

이항 선택 모형에서의 절단 모수 선택

본 논문에서는 통계적 역문제로서 이항 선택모형에서의 밀도추정 방법에 대하여 연구하였다. 밀도함수의 추정을 위하여 직교열 기저를 이용하였으며, 모형의 복잡성과 예측의 정확성을 반영한 적절한 절단모수의 선택에 대하여 고려하였다. 이항 선택 모형에서 데이터에 의존하는 절단모수를 선택하는 방법에 대해 제안하고 모의실험, 실자료를 통해 제안한 방법의 성능을 규명하였다. This paper deals with a density estimation method in binary choice models that can be regarded as a statistical inverse problem. We use an orthogonal basis to estimate density function and consider the choice of an appropriate truncation parameter to reflect the model complexity and the prediction accuracy. We propose a data-dependent rule to choose the truncation parameter in the context of binary choice models. A numerical simulation is provided to illustrate the performance of the proposed method.

신경회로망을 이용한 가공면 영상의 거칠기 분류

Surface roughness is one of the most important parameters to estimate quality of products. As this reason, so many studies were car-ried out through various attempts that were contact or non-contact using computer vision. Even though these efforts, there were few good results in this research. However, texture analysis is making a important role to solve these problems in various fields including universe, aviation, living thing and fibers. In this study, feature value of co-occurrence matrix was calculated by statistic method and roughness value of worked surface was classified of it. Experiment was carried out using input vector of neural network with characteristic value of texture calculated from worked surface image. It's found that recognition rate of 74% was obtained when adapting texture features. In order to enhance recogni-tion rate, combination type in characteristic value of texture was changed into input vector. As a result, high recognition rate of 92.6% was obtained through these processes.

Recently, in response to the demand for a increased effort in education of leader for the next generation, there has been a significant development in the planning of campus, which is the center of research and academic activities of the coming generation. Therefore, many institutions have tried expanding educational facilities both in terms of quality and quantity. But, there always should be more systematic consideration in drafting a campus master plan so that it can meet the demand of the times and future society. Thus, this research has been attempted in order to be prepared for adaptation to growth and change and to carry out the educational goals international current of studies and the characteristic of Suwon Campus, Kyung Hee University.

T. Hobbes와 J. Locke의 市民社會理論에 對한 考察

The plan of this paper is to aqcuire the exact understanding of the thoughts, the feelings, and the reactions toward human being and society with a view to recognizing, justifying, and accelerating his own historical situation and behaviour in the process forming an advent society in which the burgeoning modern individual free from the shakles of the ancient regime has broken husks of the old way of life and liberated himself in contrast with the two famous authors, T. Hobbes and J. Locke's theories of natural condition and social contract. T. Hobbes dilated and developed the theory of natural condition by way of "de Corpore" introducing Galilei's dynamic theory and endevoured to get free a man from natural condition and theorized his renowned social contract and thus systematized absolutism of body politic well worthy of the tutor to Charles Ⅱ. Succeeding Hobbe's apparatus of the concepts, Locke inherited Arminianic reason of nature and Purita nic natural rights and he advocated living on one's own labour to be natural rights and established the theory of labour property, theorizing an inviolable proprietary right with freshly burgeoning systematic theory of civic society.
