Showa Denko Case is the incident where a Japanese chemical fertilizer company, Showa Denko, offered enormous bribe to the political circles to have the loan of money from Local Government Capital Development Grant which was established after the end of a war. During the investigation of this incident, the incumbent Prime Minister, Ashida Hitoshi, was placed under arrest and the Cabinet collapsed, and it became the 3rd case among 5 cases where the Cabinet collapsed through investigation and prosecution after the investigation and prosecution system was introduced to Japan. It is officially known that the investigation started on this incident from the exposure of a member of the Diet however the received opinion is that it was rather led by political conspiracy based on the secret feud for power within GHQ which ruled Japan at the time. In other words, Ashida Administration at the time was the coalition cabinet of three parties including Democratic Party, Socialist Party, and National Cooperation Party which claimed to stand for centrism and it was being upheld by GS (Government Section) within GHQ, and the G2 (General Staff Section 2) within GS caused this incident by apprehending the close relationship between the deputy director of GS, Colonel Charles L. Kades and the president of Showa Denko, Hinohara. In this incident, 43 out of 60 people who were subjected to investigation were prosecuted, it took 14 years and 6 months until the trial at the Supreme Court, and most defendants including Prime Minister Ashida were given a verdict of not guilty and the reason was that it was not the matter of admitting the truth but that it was not relevant to their duties. This has great meaning in terms of the history of prosecution and investigation. Concerning Prime Minister Ashida was found innocent for his act of accepting the money for connecting the supplier to the minister in charge of the related business was not related with the Prime Minister`s duty, and the Influence Peddling Act was newly established in order to correct such irrationality. Also, the prosecution which was deprived of the primary investigative right to the police after the war found an opportunity for independent investigation and established the Special Investigation Division under Tokyo District Public Prosecutor`s Office. In other words, the police began the investigation of this incident however the subject of suspicion, Kades of GS distrusted police investigation and ordered the prosecution to investigate in order to prove his innocence, and the reason the Special Investigation Division was established only in 5 months after the investigation for this case closed is that GHQ rated the investigative capacity of the prosecution high. However, some criticized that the prosecution could not thoroughly investigate the corruption of the conservative politicians who ruled the political circles of Japan afterwards due to the inherent limit of the Special Investigation Division of the prosecution which contributed to the birth of the conservative government.

In this study, I reconsidered historical discourses of the Russo-Japanese war in the context of global/transnational history. For this purpose, I investigated a possible link between the Russo-Japanese war and the Boundary problem. Its convergence and diffusion is very important to redefining the Russo-Japanese War in the global age. Therefore, I focused on the international affairs happening at Yalu Riverside before the war. These events were called the Yongampo incident, the Yalu Issue or the Yalu crisis. They led directly to the outbreak of the Russo-Japanese War, and eventually resulted in providing Japan with the opportunity not only to annex Korea but also to penetrate Manchuria. These would be perceived as important historical incidents on a scale similar to the Moroccan Crisis which eventually resulted in the advent of World War I. The Yalu Crisis can be perceived as the direct precursor of the crisis which eventually engulfed East Asia. This is the reason why the ‘Korean problem’ was important enough to result in the outbreak of the Russo-Japanese War - referred to as World War Zero. This is why the Yalu Crisis, which emerged on the Korean peninsula 110 years ago, should be re-historicized not only at the Korean history level but at the level of global history. To accomplish this re-historicization I focused on the background of the Yongampo Lease Treaty and the Yalu Crisis. These were linked to the Russo-Japanese negotiations (September 1903 to February 1904.)Next, they dealt with the multilateral diplomatic measures of the Korean Empire in the face of the crisis. Finally, in this regard, they tried to recast the diplomatic activities of the Korean Empire. In the face of the Yalu Crisis, the Korean Empire was ready to respond and take multilateral measures for preventing war and preserving peace. From August to October, the Korean Empire intensively took measures. These can be classified broadly into four actions: attempts to neutralize the Korean peninsula in wartime, attempts related to the Kyungui Railway concession, the initiative for opening the ports of the Yalu riverside, and attempts to renegotiate the Yongampo lease treaty and require a separate negotiation between Russia and Japan about the Yongampo affairs. These crises, once again, entered the New Phase. On October 8, 1903, the Treaty of Trade and Commerce was signed by the Unites States, Japan and China. It was revealed that the treaty was working in conjunction with an Anglo-Japanese alliance and the open door policy of United States. The opening of Andong and Mukden located in the Yalu area was a diplomatic shock and enough to irritate Russia. The opening of Manchuria was realized by the Treaty of Trade and Commerce. Then the remaining problem was that the Yalu Issue needed a resolution. Therefore, the Yalu problem was focused on the interests of Western powers and the Yalu River issues became international issues. Now tensions between the interested parties came to a peak. To cope with this situation, Korea as well as Japan and Russia immediately responded. On the other hand, reinterpreting the Russo-Japanese war from a new perspective is based on the concept of delocalization, and focused on the revelation of violence and illegality brought on by the Japanese invasion. It was responsible for historians to expose that the illegal violence and the military invasion of Japan had been committed with the connivance of the powers. There are cases in the Portsmouth Conference that show: Japanese military occupation of the Korean peninsula before the war, the planned occupation of Dokdo by Japan during the war, Gando after the War, and Japanese occupation on Sakhalin. These works can be interpreted from the extended time concept from the Sino-Japanese War to World War I or further to the Korean War. By doing so, we can view individual events in the context of long-term history. Any researcher interested in making the Russo-Japanese war history globalized and transnationalized should first know that our historical experiences of the war hold more impact on the past than they do in the present. In addition, he/she also needs to focus on how to reinterpret the illegality of Japanese military activities that controlled Northeast Asia in the age of Imperialism. With these historical discourses in mind it is important for a researcher to infer, compare, seek relationships, find patterns, and go beyond national history. This is how we can be free from our ethnocentric historical ideas and seek creative and reflexive alternative solutions as we move forward to a better future.

Diesel power plant(DPP) with the medium speed diesel engine is operated under the very severe condition in aspect of load and operating time as compared with the marine diesel generator set. So, minimized vibration level have to be insured for the more stable operation of engine and generator. The vibration of generator set mainly comes from the resonance between the rigid modes by resilient mount or distortion modes by structural stiffness and the excitation forces of engine. Then, avoidance of resonance with structural modification is generally well known. In this paper, the first order vibration in non-resonance range and local vibration modes were investigated by impact test, response /ODS(operational deflection shape) measurement and 3D finite element analysis for the additional reduction of vibration. The proposed countermeasures were actually applied and their final effects were verified through the in-situ measurement.

The purpose of this study was to analyze behavior characteristics of preschoolers in child care and education centers identified as having attention deficit hyperactivity disorders(ADHD), and to reexamine teachers` present status and support needs. Futhermore, this study was intended to suggest concrete directions of supports for children with a symptom of ADHD and their teachers. The study surveyed 196 teachers in public preschool with 3 to 5 year old identified as having ADHD. Behavior identification was conducted by the tool of Korean-ADHD Rating Scale(K-ARS), screening device of ADHD in Korean version and teachers` behavior rating scale devised by Vanderbilt University in USA. And teachers` present status and support needs were also investigated. The hypotheses of this study were as followed. First, how about the symptoms of preschoolers showed the ADHD at K-ARS were? Second, what subordinary types of the ADHD symptoms did show at the teachers` behavior rating scale by Vanderbilt? Third, what individual background variables do influence on the subordinary types of preschoolers with ADHD symptoms? Fourth, what difficulties do teachers in charge of preschoolers with ADHD symptoms have? And what coping strategies, educational interventions and needs are for those problems? The collected date were analyzed by t-test and F-test. The results of this study were as followed. First, all the children checked in the K-ARS showed the above average level of ADHD. Second, preschoolers identified as ADHD were classified as distractability, hyperactivity/impulsion, and mixed types on teachers` behavior rating scale by Vanderbilt. Hyperactivity/ impulsion type was the higher than other types. Third, among background variables, the difference of the sex and the age of 3, 4, 5 showed no difference. Fourth, most teachers replied that they have hard times in taking care of children with the ADHD symptoms, saying that those children with such disorders interrupted class lessons. Regarding educational intervention, coping strategies and support needs, many teachers needed the policy to diagnose and intervene children with ADHD, and required that parents of preschoolers identified ADHD should actively cooperated with teachers, the government should make policies on ADHD preschooler, and professional counselors should be employed.

The development of wireless communication and electronic technology leads to wireless sensor networks in various fields. Wireless sensor networks can exchange the data that generated from near environment between other sensor node. Generally Wireless sensor networks consist of multi sensor nodes and one or more base stations. Sensor node not only sense and process the environment information but also transfer to base stations through multi-hop communication. Using this kind of sensor nodes, wireless sensor networks have dynamic configuration can be implemented. In this paper, we consider the applications of base station requirements which depend on special sensors and improved the performance of dynamic sensor routing. The common used data for multi sensor node depends on special data and transferred to base station finally.
