It is generally thought that there exists a trade-off relationship between economic activity and environmental quality since pollutants are generated in the process of production and consumption of commodities. That is to say, the larger scale of the economy, the more the pollutants generated. Consequently, the increased pollutants deteriorate the environmental quality. However, the literature shows that there have been relatively few empirical attempts to analyze this relationship and to recognize the pollutant-abating sector as a resource-using sector. These tendencies may stem from the fact that there are insufficient data to represent the environment sector. The analysis would be partial and limited if the presence of a pollutant-abating sector is not specifically taken into account. Hence this paper presents an analytical framework to measure impacts of the environment policy on the economy of multi - region, constructing the environment sector endogenized multi-region input-output(ESEMRIO) table.

This paper analyzes the trade-off relationship between regional economic activities and it's environmental quality. The paper develops previous work by ameliorating its assumptions, e.g., a point regional economy, linear cost production of pollution abatement, and perfect immobility of pollutants across regions. Eight-region input-output table is constructed based on the river area and a conventional input-output technique is employed for analysis. Water polluting level of each river region at the year 2010 is forecasted specifically taking into account main pollutive sources including production sector, household sector and pollutants influx from a upriver region. Also, two types of environmental polices are presented and assessed in terms of pollution abatement costs and effects.
