재난관리업무 자체가 매우 복잡하고 각 부처간에 서로 연계되는 분야가 많아 여러 가지 어려움이 많지만 행정 조직상으로 볼 때 재난관리업무가 분산되어 있으면서도 총괄 조정하는 기능이 미흡하고, 재난관리 담당인력이 부족 할 뿐만 아니라 전문성도 결여되어 있고, 대개는 이들 부서들이 업무가 과중하여 기피하는 부서 정도로 인식되고 있는 실정이다. 특히, 우리나라의 경우 재난을 양분화하여 인위재난 및 자연재해를 분리하여 그 소관부서 및 법체계를 달리하고 있어 비효율적 재난관리체제를 취하고 있어 현재 미국에서의 재난이론의 개념 즉 "재난은 그 유형에 관계없이 계획, 수습 및 복구의 양태는 동일하다"는 원칙에 반하는 것이다. 그것은 지방자치제가 시행되면서 아직은 중앙과 지방의 역할이 불분명하거나 분명하더라도 서로 그 역할을 해 내기를 바라는 점은 철저한 계획수립과 점검으로 해결해 나가야 할 사항이다. Ⅰ.Introduction. A government goal at the present is established to make a welfare nation and to keep people's safe living, but it is criticized that when a large-scale disaster happens, the authority concerned could not deal with it, causing many people injured and material damage. Moreover, in these days, cities have many risk factors. Extremely large and intelligent building, industrial facilities and underground equipment have many risk themselevs along with scientific progress. To cope with disaster effectively, government must have efficient organization, skillful personnel, tool, facilities and so on. To reduce the damages, what's the most effective government organization? Ⅱ. Government organization for managing disaster In a few decades, a large-sized accidents broke out in Korea, for example, collapse of Sampoong deprtment store, break of Sungsoo bridge, explosion of Daegu city gas, gas explosion accident at Ahyon-dong etc. But government has not any adequate response organi zation. Especially, after collapse of Sampoong department store broke out, Disaster Management Act is enacted to solve the problem. According to Disaster management Act, disaster is limited in manmaid disaster. Therefore, in this thesis, disaster management is inspected theoretically, organization of disaster management for pattern of disaster, and role, duty of government organization, emergency relief organization system and actual conditions art analyzed. There are some problems. There art trials and errors. The government has changed the disaster management. But zation by the disaster management law. The organization consists of central and local government. But both of government do not work together harmoniously. In thesis, I could like to introduce the advanced nations disaster management organization, and study our central, local government organization. Ⅲ. conclusion Change and development of the government disaster managementorganization is the goal of this theses. We have to increase public service in response and manage disaster. Protecting civilian's life from the disaster is very important responsibility of government. There would be better way of government disaster management organization.

In recent years, it has been urgently required to develop and study a product that adsorbs and reduces lardon gas due to the risk of lardon gas in Korea. Therefore, this study develops a board for adsorbing lardon gas into the inside and outside of the room. The thermal conductivity was measured in order to carry out an adiabatic test for satisfying the following conditions. Experimental level and factors were substituted with silica gel. In addition, silica gel was used by dry mixing and prewetting, and 10, 20, and 30% of cement was substituted for each. As a result of the test, the thermal conductivity decreased to 0.45 W/mK with increasing the amount of replacement, and reached a similar level when compared with diatomite.
산화마그네슘 경화체 기반 흡착재 종류에 따른 밀도 및 흡수율 특성

This research identifies radon gas absorption mechanism by adsorption materials, replacing gypsum board with radon emissions, the density and absorption rates of magnesium were carried out using vermiculite, anthracite, powdered active carbon, bentonite, illite, diatomite as a basic study on the fire resistance type of radon Gas reduction type with absorption and decomposition. As a result of the experiment, diatomite showed the lowest density, and the highestt value was the highest. For the absorption rate, bentonite showed the highest absorption rate, and the anthracite showed the lowest absorption rate.

라돈은 토양이나 암석, 지하수 안에서 우라늄(U-238)이 핵분열 할 때 발생하는 무색, 무취, 무미의 반응성이 거의 없는 비활성 단원자 분자 기체로 반감기 동안 연쇄적으로 붕괴하는데 이때 방사성 핵종(Bi, Po, Pb)이 만들어 지며 이를 자손핵종이라 한다. 이는 공기 중의 먼지 등에 흡착하여 사람이 호흡할시 폐에 흡착하여 붕괴하는데 여기서 발생하는 알파선에 장기간 피폭하면 폐암을 유발하는 것으로 밝혀졌다. 이에 따라 실내공기질에 관한 기준과 연구가 지속적으로 시행되고 있는 실정이다. 본 연구는 실내 라돈가스를 최소화 하고 저감하기 위한 무시멘트계 흡착재를 연구개발 하기위한 기초실험으로 흡착재의 첨가량에 따라 유동성 및 강도는 저하되는 경향을 보였지만, 이는 흡착재의 밀도 및 공극에 의한 것으로 판단되며, 라돈가스 농도의 경우 첨가량증가에 따라 감소하는 경향을 보였다. 향후 가장 적합한 흡착재를 활용하여 보다 세밀하고 다양한 실험이 이루어져야 할 것으로 판단되며, 경화체상의 기초실험을 통해 추후 건축마감재에 관한 실험도 이루어져야 할 것이다. WHO reported that millions of people die every year because of diseases induced from environmental pollution. In 2012, approximately 7 million people were killed due to air pollution. Major cause of such pollution includes toxin, chemical waste, radiation and air pollution. Therefore, the significance and interest to indoor air quality has been continuously increased . Especially, the interest in radon, the ARC group 1 carcinogen, is rapidly increasing, and banning the use of construction materials that release radon, repairing aged buildings, and developing ventilators. To reduce the level of radon gas was inflowed to indoors and outdoors, this study is to research and develop a radon gas absorption board using absorbents. The absorbents utilized to absorb the radon gas were porous diatomite, natural zeolite, 4A zeolite and 13X zeolite and employed bentonite and illite, montmorillonites with the property of exchanging anions. As the main binder, magnesium oxide was used, with a content of 25% magnesium chloride.
벤토나이트를 활용한 산화마그네슘 경화체의 친환경성 및 열저항 특성

This study that prevent cancer using absorbent to inflow Radon gas in the room existing soil and rock is making board to absorb the Radon gas as a fundamental study. So, we use bentonite as a absorbent. So, we use bentonite as a absorbent. Bentonite is a `clay mineral` composed to montmorillonite of main component that volcanic ash denatured to a clay mineral. Bentonite has fine microparticle of nano level, abundant mineral 66 of kinds, adsorbability, swelling, a positive ion(heavy metal adsorption reaction) as a bentonite`s property. Using magnesia cement for oxide of magnesiuma and magnesium chloride as a main binder, we measure Radon gas absorbent efficiency and thermal conductivity.
