Evolution of Industrial Cluster and Policy : The Case of Gumi City, Korea

본 연구는 구미 전자산업클러스터의 진화과정을 분석하고 지역산업변화에 정부의 역할을 이해하는데 그 목적이 있다. 1990년대 초반까지 구미 산업단지는 수도권에 본사를 둔 대기업 분공장의 집적지로 구미지역에서의 산업연계가 미약했다. 그러나 최근 20년 동안 구미는 지역 내 기업 간 연계와 중소기업의 혁신활동이 상당히 이루어져 전자산업중심의 클러스터로 발전하고 있다. 정부의 산업정책은 구미전자산업클러스터의 진화과정을 이해하는데 매우 중요하다. 초기의 국가산업정책은 전략산업의 선정과 개발을 통해 구미 국가산업단지의 성장과 전자산업 중심의 전문화에 영향을 미쳤으며, 최근의 혁신클러스터 정책은 기업, 대학, 연구소간의 연계를 강화하고 지역 내 혁신네트워크 형성을 지원하였다. 경상북도와 구미시는 지역 대학 및 기업과 직접 협력관계를 맺고 지역의 연구개발 역량 향상과 중소기업 지원을 위한 정책을 중심으로 지역 발전에 기여하였다. 중앙정부와 대기업의 역할에 더해 지방정부와 중소기업의 역할 증대가 구미산업클러스터 진화의 기반이 되고 있다. This paper aims to analyze the process of the evolution of Gumi electronics industrial cluster and to understand the role of governments for local industrial dynamics. Gumi was a typical satellite platform type new industrial district up to mid-1990s. At that time, Gumi industrial park was the agglomeration of branch plants headquartered in Capital Region with weak local linkages. During the last two decades, however, Gumi has evolved to an electronics industrial cluster with considerable local interfirm linkages and innovation activities of SMEs. Recognizing government industrial policies is critical in understanding the process of the evolution of Gumi electronics cluster. At the early stage, the state was the developer and locator of business activities within the confines of the Gumi industrial park. In recent years, central government's innovative cluster policy contributed to strengthening networks among firms, universities, and research centers to form local innovation networks as well as networks between large branch plants and SMEs. Gumi city and Gyungsangbuk-do promoted innovative activities of SMEs through the supports of cooperative networks between universities and SMEs. The increasing roles of SMEs and local governments in addition to the large branch plants and the central government have become the basis of the evolution of industrial cluster in Gumi.

지식정보사회의 신경제공간과 지리학 연구의 방향

본 연구는 지식정보사회에서 신경제공간 형성의 메커니즘을 살펴보고 향후 지리학연구의 방향을 제시하고자 하였다. 정보화사회에서 신경제공간의 형성 배경에 대해 개관하고, 그 메커니즘으로 네트워크, 착근성, 집적 및 분산에 대해서 설명하였다. 또한 한국에서 혁신활동이 활발한 서울의 강남지역과 낙후지역 중의 하나인 전북 순창지역에 대한 사례연구를 통하여 한국의 낙후지역에서도 신경제공간의 형성이 이루어지고 있음을 지적하였다. 이러한 이론적 논의와 사례연구를 바탕으로 앞으로 지리학연구의 방향을 크게 통합적 관점에서의 연구, 지리학연구 방법론 개발, 정책관련연구의 세 가지 측면에서 논의하였다. The purposes of this paper are to examine the mechanism of the new economic spaces and to suggest directions of geographical research in the knowledge-based information society. It introduces the background of the formation of the new economic spaces and examines network, embeddedness, and agglomeration and dispersion as mechanisms of the new economic spaces. Based on the result of case studies of Kangnam area, the most active innovation region in Korea, and of Sunchang, one of the backward regions in Korea, the paper points out that new economic spaces are now developing even in the peripheral areas. Considering the result of theoretical discussions and case studies, the paper suggests three directions for future geographical research such as research from a integrative viewpoint, development of new methodologies of geographical research, and policy directed research in geography.

Globalization of economy has a significant impact on the organization of global economic space. This paper examines the concepts of globalization and localization. major trends of the changes in the organization of economic space in the Pacific rim, and the major processes of the changes. Intra-regional trade and foreign direct investments have increased considerably in the Pacific region with the progress of globalization during the last decade. Due to the progress of globalization of economy in the Pacific rim, some growth triangles have extended their agglomeration area beyond the national boundaries and several new industrial districts have developed. The reorganization of the economic space in the Pacific rim has been resulted from industrial restructuring of NIEs, spatial division of labor along teh commodity chains, and the formation of industrial networks within the region. The cooperative network strategy` has been suggested to minimize the negative effects of globalization and for the sustainable development in the Pacific rim.

접경지역 기업의 연계 및 네트워크의 공간적 특성

The purpose of this study is to analyze the spatial characteristics of inter-firm linkages and innovation networks of firms which are located in Gyeonggi border regions. Through this analysis, this study aims at understanding the spatial characteristics of economic activities of firms in Gyeonggi border regions. More importantly, this study focuses on revealing how the spatial characteristics of economic activities of firms affect future growth potentials of firms and regional economic growth. The main findings of this study are as follows. According to the analysis of spatial material linkages, the firms in both footloose location and industrial complex are all proven to be strongly dependent on the Capital Region. Owing to the weak level of the local material linkages, the effects on regional economic growth are limited. But firms in industrial complex contribute more to regional economic growth. The analysis of spatial employment linkages shows that the local linkages are comparatively strong. But the differentiation of residences weaken the positive effects on regional economy. As a concluding remark, the harmony with local linkages and non-local linkages is required to promote future growth potentials of firms and regional economic growth.

서울의 인구고령화와 고령자 고용의 지역적 특성

본 논문은 서울의 인구고령화 현상을 살펴보고 이들 고령자 취업의 지역적 특성을 고찰하는 연구이다. 서울시 구별 자료를 토대로 노령화지수와 장수도를 산출하여 시ㆍ공간적 변화와 차이를 확인하였다. 또한 고령자취업알선센터의 자료를 통해 구인처와 구직자, 취업자에 대한 분석을 시도하였다. 그 결과, 서울의 인구고령화는 다른 지역에 비해 최근 들어서 빠른 속도로 진행되었고, 서울내에서 각 구별로 지역적 차별화를 보였다. 고령자의 취업현황을 살펴보면 단순노무직 비율이 전국 평균에 비해 높게 나타나고, 고용의 지역적 차별화로 인해, 몇몇 지역을 제외하고는 고령자를 위한 고용기회가 충분하게 주어지지 않았다. 결과적으로, 구인처와 구직자, 취업자 간에는 지리적 부조응(geographical mismatch)이 나타났는데, 이는 고령구직자가 자신의 주거지 주위에서 적절한 일자리를 얻기 힘들다는 것을 의미하며, 고령자의 낮은 이동성을 고려할 때 정책적·제도적 지원 및 개선이 필요하다고 생각된다. This study examines the characteristics of population ageing and the employment of aged workers in Seoul. Population indexes such as aged/child ratio and longevity degree are analyzed to identify the time-spatial changes and differentiation of population ageing by Gu. Job offerers, job seekers and employees related to the aged workers are also analyzed using data from Center of Job Placement for the Aged in Seoul. The results indicate that population ageing of Seoul has progressed faster than other regions in recent years. In addition, regional differences in tendency of population ageing is obvious even within Seoul. The percentage of unskilled laborer is much higher in Seoul compared with other regions. There is geographical differentiation in employment of aged workers among regions within Seoul. The employment opportunity of the aged is high in core economic areas of Seoul, while low in the outer residential area. This shows geographical mismatch between job offerers and seekers, which means that it is difficult for aged workers to get the jobs near to their residence. Accordingly, governmental support and intervention is needed considering their lower mobility.

호남 장수지역의 산업 연계와 혁신 네트워크

호남 장수지역 경제활동의 산업연계와 혁신네트워크에 대해 분석함으로써 지식정보화 시대의 이상적인 고령사회에 대비한 새로운 지역발전 방향을 모색하고자 하였다. 이를 위해 한국 장수지역 중의 하나인 전라북도의 순창군과 전라남도의 담양군, 곡성군, 구례군 등의 대표적 제조업체를 중심으로 심층 인터뷰를 실시하였다. 연구 결과, 산업 연계에 있어 원료구입과 노동력이용은 해당 군에서 많이 이루어지고 있고, 제조업과 농업 및 관광업간 연계와 인터넷을 이용한 통신판매가 활성화되고 있었다. 그리고 혁신네트워크에 있어서는 지식정보화시대에 가상혁신클러스터의 형성 가능성을 확인할 수 있었다. 따라서 농촌지역 발전을 위해서는 지식기반경제의 지역혁신체계 개념을 이용해 지역의 자원 및 전통지식과 밀접한 혁신네트워크 구축이 필요하다. The purpose of this paper is to analyze industrial and innovation networks of long-live area of Honam Region and to suggest a policy direction for regional development of rural areas where have been neglected in the knowledge-based information society. Four counties (Sunchang, Damyang, Gokseong, and Gurye) in the Southwestern region of Korea are regarded as long-live belt of Korea. Production and innovation networks are analyzed based on intensive surveys of firms in the belt. Major findings from the surveys are as follows. First, there are considerably strong local networks of production firms in terms of supply of input materials and labor. There are strong backward industrial linkages of the production firms with agricultural activities and considerable forward linkages with tourism industry. In addition, Internet is becoming a useful tool for sales of the new products. Second, the analysis of the innovation networks in the long-live area suggests the development of “virtual innovation cluster” in the era of knowledge-based information society. The results imply that this innovation networks can be developed as a virtual innovation cluster in the rural areas, which can be the basis for the development of rural innovation systems.
