사회에 산재한 다양한 이익을 대표하는 이익집단의 이익표출을 위한 정치참여의 문제는 한국사회가 추구하는 민주정치발전에 있어 중요한 관심사로 등장하고 있다. 한국사회와 같이 민주화로의 이행을 위한 전환기에 있어 나타나는 가장 특징적인 현상의 하나는 폭발적인 이익집단의 조직과 이익표출을 위한 과도한 정치참여의 문제인 것이다. 이런 의미에서 민주정치발전은 이익집단의 정치참여가 어떠한 양태로 전개되느냐에 달려있다고 해도 과언이 아닐 것이다. 이에 본 논문은 이익집단에 의한 이익표출 활동을 위한 정치참여의 제도화 여부는 민주정치발전의 수준을 결정한다는 인식하에, 한국에 있어 이익집단의 정치참여 양태를 고찰하였다. 정치참여를 이익표출 대상에 따라 권력수준으로의 직접 행동과 대중수준으로의 간접행동, 이익표출 방법에 따라 상례적 정치참여와 비상례적 정치참여로 구분하여 주로 비교론적 시각에서 이익집단의 정치참여 양태를 고찰하였다. 본 연구의 주요 분석대상은 한국에 있어 대표적인 이익집단으로 간주되고 있는 사용자 단체인 全國經濟人聯合會, 노동단체의 정상조직인 韓國勞動組合總聯盟, 그리고 교직단체인 大韓敎育聯合會이다. 이들 단체들은 지금까지 권위주의 정치체제하에 권력수준으로의 직접행동과 상례적 정치참여를 주로 사용하였으며, 때로는 이로 인하여 단체구성원의 이익추구보다는 정부의 동원수단화되었다는 비난을 받기도 했다. 이는 그동안 권위주의적 정치체제하에 수행되었던 조합주의적 통제의 결과인 것이다. 그러나 최근 이들 단체의 정치참여 양태는 민주화와 함께 변화되고 있다. 특히 재야노조와 같은 비제도권 이익집단의 등장과 이들의 대중지향적 정치참여는 韓國勞總과 같은 제도권 이익집단으로 하여금 새로운 정치참여 유형을 모색토록 하고 있다. 그럼에도 불구하고 우리사회는 이익집단의 정치참여 제도화를 저해하는 법적, 정치문화적, 이데올로기적 요인 등이 상존하고 있다. 따라서 이익집단의 정치참여 제도화를 위하여 이런 부정적인 요인의 제거와 함께 이익집단의 정치참여에 대한 다원주의적 시각의 적용을 통한 민주정치과정의 확립이 절실히 요청된다.

美軍政의 政策決定에 關한 發展論的 硏究 : 農地政策을 中心으로 WITH SPECIAL REFERENCE TO THE FARMLAND POLICY

This study is to analize the pattern of policy-making process with special reference to the divergent interest articulations and aggregations during the period of the American Military Government in Korea (AMGK). And it attempts to examine the political impact of the AMGK farmland policy on Korea. Inasmuch as this study is concerned with the policy-making structure of the AMGK, the structural-functional approach was employed as a basic analytical frame in order to explore the farmland-policy of the AMGK. It seems that the analysis is the most appropriate to evaluate the interest conflict and the interest alignment, because the 70% of the labor population were farmers and most of whom were tenants. This research poses such questions as for whose interest was the farm band policy directed, secondly, what individuals or groups attempted to - represent the interest of tenants and landlords and the methods they employed to influence the policy-making, Finally, taken by and large, to what erect has it contributed to the political development of Korea. The study concludes that although the farm land policy of the AMGK was basically to protect the interest of the tennants, the policy was more or less successful to reduce the interest convict between the tenants and landlords. And there had been a significant dispute between the tenants and lanlords at individual basis, their interests were, however, aggregated through the political compromise between the Left and Right forces, which was able to give impact upon the AMGK policy-making. The effect of the farm land policy of the AMGK upon the Korean political development was the increase of the distributive capablity which, in turn, eventually led to the increase of the system capablity.

One of the important problems which interest many scholars in political science is the indigenization of democracy to the political system in developing countries. Actually, most of the developing countries, except a few, violate freedom and human rights in the name of democracy. From this point of view, a study of Korean voting behavior and political orientation may be helpful in understanding Korean democracy in that democracy and election have a close affinity with each other. The thesis attempted here is to inquire into the general theory of election and, at the same time, to make an attempt to analyze the relationship between election and democracy based upon the Korean political situation, which we hope will contribute to the understanding of the meaning of democracy in Korea. The scope of this study covers, firstly the correlation of the influence between voting patterns and political situations in Korea from the emancipation of Korea from Japanese rule in 1945 to 1967, and secondly Korean voting behavior and political orientation. To supplement the discussion, theoretical and statistical analyses are widely used throughout the thesis.
