The interest among the producer and the consummer and laborer and between urban area and of rural area have often been thought to be conflicting. However, if the interests continue to remain conflicting, we can hardly expect to find a key to the solution of food, land, housing, irrigation, and environment problems which emerged as the most important issues of today. These problems can be solved only when a coope- rative and reciprocal relationship is maintained between the producer and the consumer or the producer's cooperative federations and the consumer's cooperative federation. The importance of cooperation among cooperative federations can never be over-emphasized. In 1966, the ICA also emphasized its importance by adopting the principle of cooperation among federations. Cooperation among federations are classified into four categories; 1) Cooperation among congnate federations; 2) Cooperation among hetrogeneous federations; 3) Cooperation among organizations in the same area; and 4) Cooperation among international federations. In the paper I propose to study cooperation among heterogeneous federations which I think is most important of the four categories. Cooperation between the agricultural cooperative federation and the consumer cooperative federation is an activity that generally comes under cooperation among heterogeneous federation. The fators playing an intermediary role in this cooperation are; 1) Food and agricultural and fishing products 2) Financial problems 3) Land utilization problems 4) Medical and social welfare problems When the two federations are on cooperative terms in dealing with the above intermediating factors and when the subjective and objective conditions for collaboration are mutually corresponding, cooperation between the two entities can be realized. When the conditions for collaboration are met, the procedures for such collaboration and price's have to be negotiated. It is important to agree upon what criteria are to be applied to determine the price for transitions between the two federations. The price is generally determined on the basis of the following method; 1) Market wholesale price slide 2) Production cost 3) Contract price Since each of these methods has its own merits as well as shortcomings, it is desired that a method combining the above is applied. Performing the cooperative movement among federations will accompany the problems that hinder effective collaboration. Some of the issues are the heterogeneous native of the two federations, the difficulty encountered in the negotiation and determination of the price, and in equilibrium in the volume of supply and demand. Cooperation among the federations can be accomplished and the development and cultural promotion of the community can be realized when the heterogeneous characteritics of the two federations are effectively overcome and improvement is made in equilibrium of supply and demand through the adoption of the most rationalized method for price decision.
