The main goal of this paper is to establish the overall management network structure by adopting TMN concept. The overall management network structure consists of two layers; upper management application layer and lower physical layer for (more) effective process of overall management network. In the upper application layer, some functions of message processing system are used in CMIS/CMIP protocol function which is the OSI standard for network management using MHS. to enhance the efficiency of management information process. In the lower physical layer, TMN management Unit is proposed. We choose TMN-DCN as the main network of overall management and ATM network based upon optical communication.

There are two types of survivability. We find the characteristics of them for networks. And using the dual homing, The dual homing method is very useful method for dual. routing. Also we analysis the routing cost and link cost. For dual routes, there are some increasing cost. Therefore we analysis the trade-off(cost vs. survivability) effects for case by case.

Hence, the overall management network structure for ATM network is consisted of many management elements; management layer elements and TMN's. This paper propose TMN management Unit for ATM network. And We choose the main network of overall management and ATM network based upon optical communication is also selected as TMN-DCN.
