To adjust ourselves to the information society, we are in need of a new educational paradigm. The information society is supposed to promote overall changes in the object, content and methods of education. To satisfy the demands in the information society, according to the learners' demands and needs, various kinds of learning materials, such as letters, sounds, pictures, animation, and abundant information infra should be offered. As instructors teach the students in classroom, lots of contents should be given to design the contents in various ways. Especially handy and standardized instructional producing tools to tie various kinds of contents together should be developed. We need the tools to develop the contents. Thus, the purpose of this paper is that, if teachers have their own knowledge of their major subjects in order to design multimedia teaching-plan easily, multimedia teaching-plan with a database driven management system should be projected and constructed, and the educable authoring tool (Multimedia Teaching Plan Program Based on Client/Server) should be embodied with both standardized intellectual presentation and an authoring tool for educational materials.

The primary objective of this research was to establish and quantify the relationship between the physical degradation factors of multimedia telecommunications (teleconferencing) system and subjective human perception. A prototype teleconferencing simulator was developed in two separate sound-chambers equipped with audio/video equipment running under a custom-developed software program. Simulation experiments using the semantic differential methodology were performed utilizing 26 paid participants (14 college students and 12 housewives). The results indicated that audio/video synchronization and the frame rate are the main system factors for both subject groups, but different pattern of factors´influence was found according to the group, implying that the system configuration would hopefully accommodate the characteristics of the end users. Also, a single quality index, developed for system preference, was revealed to be highly correlated with user satisfaction. The results provide some fundamental data on the human subjective perception of multimedia telecommunications quality, and further can help establish the quality standards to enhance service level.

Image compression based on the multiresolution approach has been intensively investigated over the last decade. The interesting point is that filter bank characteristic is drawn from the 2-scale relation in L^2(R) space and the orthogonality of the scale and wavelet functions. And if the filter banks are cascaded and both the low pass components are further decomposed, the wavelet packets are obtained. These packets (coefficients) represent the subimages at the different resolutions. At each level, the subimages are rearranged (sorted) according to they energy level. Now only the most important values are well modeled by the Laplacian distribution. Therefore the Laplacian quantization is applied to quantize the subimages. The experiments show that, while keeping the satisfactory level of the reconstructed image quality, the high compression ratio is obtained.
