CONTEMPORARY ISSUES IN SPECIAL NEEDS EDUCATION IN JAPAN

An idea has been put forward that special schools should be reconstructed as special resource center, especially schools for the blind. The reason why the ratio of double certificated teachers in special schools is decreasing might be by Japanese segregated special education. Special education teacher can contribute much wider role to solve issues in mainstream school. The number of double certificated teacher should increase and contribute educational reform, that is INCLUSION.
Pathways for Inclusion in Japan

Unlike other countries wherein the ladder of success for the implementation of the various programs. if not fast, at lesat constantly moving on forward towards achieving the desired goals. Instread, the Japenese educational system with the mandates of the government should impose some actions re;ated to the general practice of the inclusion program. This paper has three main purposes: a) Showing historical process of special education and the examlpe of intergration in the past. b) Implementing school experiments of inclusive education through organizing system to arrange support for children with learning disabilities. c) Explaining the rationale ro solve issues both of special education and ordinary education. The Japanese government should look into inner demands or the utmost needs of the children with disabilities in order for them to express concern and make some movements that will benefit the concerned individuals. Hence, the policy makers should give and show sympathy to the basic needs. 日韓における個別の指導計畵と個別化敎育計畵作成に對する敎員の意識に關する比較硏究

障害のある子どもの敎育は, それぞれのニ―ズにあった敎育內容を實施し, その成果を繼續するため, 他の關係機關と連携協力していくことが必要である。しかし, 必ずしも敎員の理解や意識が十分ではなく, その改善に向けて, 日韓の特別支援學級の擔任が個別の指導計畵作成についてどのように考えているかを明らかにし, 兩國においてどのような違いがあるかを檢討した。その結果, 兩國の特別支援學級の擔任は, 個別の指導計畵の作成方法などについては旣に知っており, 個別の指導計畵の作成を職務の重要な部分, 最優先的な課題として考えていることが推察された。その一方, 兩國の特別支援學級の擔任は, 仕事に追われ, 余裕がない現狀と, 個別の指導計畵作成に對して義務的な職務として考えていることや, 不安感を抱えていることなども推察された。また, 日本の敎員は韓國の敎員より, 個別の指導計畵作成を優先的に考え, かつその內容などを旣に知っていると捉えていると同時に, 義務感も感じていた。他方, 韓國の敎員は日本の敎員より, 多忙感を感じていることが明らかになった。 Education for children with special educational needs should be implemented based on individual needs and to build sustainable educational development and collaborations with related organizations. However, teachers` understandings and attitudes for Individualized Instruction /Education plans (then after IEP) are not enough. This study was implemented to clarify and analyze attitudes of Japanese special class teachers and Korean ones about IEPs. Based on the results of this study, it can be said that special class teachers of both countries already knew the methodology how to make IEPs and recognized them as the important part and a matter of the highest priority. On the other hands, it can say that the teachers of both countries are very busy for their jobs and no composure. Because, they think, composing IEP should be their duties and fill anxiety by it. Furthermore, comparing with Korean teachers, Japanese teachers think themselves more strongly that composing IEP is in the highest priority, stronger sense of duty and knowledge about IEP. Korean teachers fill stronger pressure of business.
Singlet-triplet Crossover in the Two-dimensional Dimer Spin System YbAl3C3

Low-temperature magnetization (M) measurements down to 0.1 K have been performed in magneticfields up to 14.5 T for a single piece of a tiny single-crystalline sample ( 0.2 mg weight) ofthe spin-gap system YbAl3C3. At the base temperature of 0.1 K, several metamagnetic transitionswere clearly observed for H k c in the range 6 T < µ0H < 9 T whereas only two transitions wereobserved, one at 4.8 T and the other at 6.6 T, for H k a. At fields above 9 T, the magnetization becomesalmost saturated for both H k a and H k c. The present results indicate that a singlet-tripletcrossover occurs in a relatively narrow field range, suggesting a rather weak interdimer interactionin spite of the nearly triangular lattice of Yb ions.
