The Future of Korean Democracy: Heterarchical Democracy and Overcoming Non-Simultaneousness

This article critically reflects upon the achievements and defects of South Korean democracy over the past thirty years. The so-called the “Era of Three Kims” resulted in a peaceful transition of power, and the institutionalization of democratic competition, and thus the first successful democratic consolidation in East Asia. However, a pre-modern patrimoniaism and a modern liberal democracy coexisted and thus, inhibited a quality democracy from developing. Under the Lee Myung-bak presidency neoliberalism and liberal democracy coexisted and thus, brought about a retreat of democracy. The anger and fury of the “candlelight demonstration” about the retreat of democracy under the Park Geun-hye presidency made the impeachment of Park Geun-hye and enabled a new democratic government to be subsequently elected. The pre-modern patrimonialism, Bonapartism, magical religion and Byzantine regency of Park presidency brought about the candlelight revolution. Candlelight revolution succeeded with heterarchy democracy that can mobilize millions of multitude to “street parliament” with the mixture of post-modern online communication and modern offline street demonstration. Political reforms for further development of heterarchy democracy include the introduction of a concurrent majoritarian system, federal decentralization, and consensual political systems and a constitutional revision to codify these heterarchy democracy mechanisms in a written constitution.

1980년대 중반에 부활한 한국의 ‘동원적 시민사회’는 권위주의를 퇴장시키고 민주주의를 회복시키는 데 핵심적 역할을 수행했다. 민주화 이후 시민사회는 양적 성장과 질적 발전을 통해 ‘제도적 시민사회’로 발전적 변화를 이루었고 ‘성장산업’으로 자리 잡았다. 그러나 제도적 시민사회는 나쁜 자본을 증대시키기도 했다. 21세기 IT혁명과 세계화로 인해 근대 산업사회는 탈근대 ‘신유목 사회’로 변화하고 있다. 정치도 신유목적 특징(小ㆍ速ㆍ連ㆍ開ㆍ包)을 띠고 있으며 시민사회도 신유목적 경향 (오프라인과 온라인 간 쌍방향 전환의 빈번함, 개인화된 정치참여, 직접적이고 자발적인 정치참여, 표현주의적 정치참여, 일상화된 정치참여)를 보여주고 있다. 이러한 신유목적 변화의 장점을 끌어내 시민사회의 활성화와 질 높은 민주주의를 이룩하기 위해서는 공공성’(참여정치 거버넌스, 분권적ㆍ분점적ㆍ자율적ㆍ수평적 네트워크적인 협치 거버넌스, 공의 창조자이자 공급자로서의 시민과 시민사회 확립 등)의 확립이 요구된다. This paper searches for how and why Korean civil society led Korean democratic transition, how Korean civil society had revived and how Korean mobilizational civil society converted into institutional civil society. Also, it examines the phenomena and characters of neo-nomadic civil society under the current times toward neo-nomadic society and neo-nomadic democracy which have been appeared by IT revolution and globalization. Especially focusing on the activities of Korean young generation called netizen or P(participation) generation, it investigates how Korean young generation as new leaders of civil society has changed Korean politics. As a conclusion this paper suggests the necessity of the establishment of the publicity for the development of Korean civil society.

본 논문은 대의제 민주주의의 이상과 현실에 관한 논의이다. 근대 영토국가에서 실현 가능한 민주주의는 대의제 민주주의라는 데에는 모든 민주주의자들이 동의했다. 그러나 이 대의제 민주주의가 “무엇을 대의하느냐?”(What does representative democracy represent for?)에 대해서는 민주주의자들마다 의견을 달리했다. 이러한 의견의 양극단에 서 있는 대표적인 사람이 루소와 슘페터이다. 본 논문은 대의제 민주주의의 이상을 대표하는 루소(J. J. Rousseau)와 현실을 대표하는 슘페터(Joseph Schumpeter)의 대의제 민주주의에 관한 논의를 통해 대의제 민주주의의 가능성과 한계를 파악하고 대의제 민주주의의 이상과 현실 사이의 간극을 메우려 했던 근대 대의제 민주주의자들의 노력을 매디슨(James Madison)의 제도개혁을 중심으로 살펴본다. 본 논의는 대의제 민주주의의 이상과 현실 간의 간극을 보여주는 동시에 이러한 간극이 제도 디자인을 통해 메워질 수 있다는 가능성을 보여줄 것이다. This paper is a discussion about ideal and reality of representative democracy. First, I will examine the theoretical lacunae and feasibility problems in Rousseau‘s epistemic democracy which was a typical 18th century democrats’thought of an ideal representative democracy. Then, I will look into Schumpeter’s realistic and minimal concept of democracy that is not desirable ideally but can be realized in modern complex society. Finally, I find in James Madison’s institutional design of representative democracy an effort to bridge the gap between Rousseau’s democracy representing public goods and Schumpeter’s democracy as the aggregation of partial wills. James Madison admitted the inability of democracy to represent general will or public goods because of “mischiefs of factions,” but he tried to force mischievous individuals to reach collective goods or public goods by institutional design of representative democracy such as federalism, frequent but regular elections and the division of power.
