인천국제공항 제5활주로 입지 선정 및 개선방안에 관한 연구

인천국제공항은 2021년 6월 17일 4활주로가 완공되어 총 4본의 활주로로 운영되고 있으며 전 세계 주요 공항중 4본 이상의 활주로를 갖춘 공항은 4개소에 불과한 실정으로 명실상부 대한민국의 자랑이자 중추적인 허브공항이다. 그러나 전 세계를 강타한 코로나-19의 여파로 인해 여행 및 항공수요가 위축되었으며 그로 인한 공항운영에 큰 어려움으로 다가왔으나 공항산업의 특성상 계획에서 완공까지 최소 10년 이상이 소요되므로 제5활주로 확장이라는 선제적인 투자가 필요하다. 본 연구에서는 인천국제공항 제5활주로의 최적 입지 선정 검토를 위해 마스터플랜에서 제시한 안을 포함하여 총 5개안을 선정하여 각각의 예상되는 장단점을 세부적으로 검토한 결과 국제업무3지구 저촉, 오성근린공원으로 조성 예정인 오성산 절취, 공항철도차량기지 저촉, 공유수면 매립으로 인한 환경파괴 등의 문제점이 발생되어 마스터플랜에서 제시한 검 토1안이 가장 타당하다는 결론을 도출하였다. 또한 최적 입지로 선정된 검토1안에서 세부개선방안을 남측방향인 32방향과 북측방향인 14방향으로 나누어 검토한 결과 남측방향인 32방향은 항공기의 안전한 이착륙을 위해 인천국제공항고속도로 가로등 및 진입등시스템 간섭, GP 민감구역저촉을 방지하고자 고속도로를 약 3킬로미터 이설하는 방안을 도출하였 으며 북측방향인 14방향은 신도내에 위치한 구봉산 장애구릉 절취량을 줄이고자 활주로 각도를 1도 변경하여 원안 대비 13.3만세제곱미터의 절취토량을 줄이는 방안을 제시하였다. 인천국제공항공사에서 조만간 최종단계(5단계) 마스터플랜 용역을 발주할 예정으로 세부적인 검토는 마스터플랜에서 추후 수행하겠지만 조금이나마 도움이 되기를 바라며 공역검토가 필요하다. After the fourth of runway for Incheon International Airport has been constructed on June 17th, 2021, total 4 runways are operating currently. In fact, airport with more than 4 runways are only 4 airports so it is grateful to have a global hub airport among those airports. Due to stagnation economy by COVID-19 pandemic around the world, it is shown a significant reduction in demand of travel and airline services so it brings great difficulties in airport performance. However, advanced investment for expanded the fifth runway will be required considering at least 10 years’ period, from planning to construction completion in airport industry. This study prepares 5 alternatives including recommendation on the masterplan in order to determine the optimum location for the fifth runway of Incheon International Airport. As the result of detailed review, option in the masterplan is recommended as the most feasible because the other options have problems such as affected international business 3 district, excavation of Osung Mountain, planned Osung Neighborhood Park, affected railway yard of airport express, and environmental impact by reclamation of public water. Also, Option 1, which is determined the optimum location is reviewed in detail with 32 directions of southbound and 14 directions of northbound. According to the review result on 32 directions of southbound, the expressway is suggested relocating approximately 3 km away to enhance safe taking off and landing for airplane as well as to prevent affection of lighting and approach light system for airport expressway and affection of GP sensitive area. In related to 14 direction of northbound, angle of runway is changed 1 degree to reduce 13.3㎥ of excavation volume on Gubong mountain hill. It is planned to offer consulting service for masterplan of final stage (5th) by Incheon International Airport Corporation and engineering service will be implemented in future. However, it is expected that this study supports the future engineering service and aeronautical study including airspace will be required.
