자연환경해설사 양성과정 참가자들의 만족도 조사를 통한 자연환경해설사제도 개선방안 연구

환경부는 생태 우수지역을 방문하는 탐방객에게 양질의 환경서비스를 제공하기 위하여 2004년부터 시행해 오던 자연환경안내원 제도를 보완ㆍ강화하여 2012년부터 자연환경해설사 양성과정을 시행하게 되었다. 본 연구는 자연환경해설사제도의 성공적인 정착과 자연환경해설사의 처우개선에 이바지하고자 자연환경해설사 양성과정 수료생을 대상으로 만족도를 조사하고 국내외 환경해설 및 교육 분야 양성과정을 조사하였다. 본 연구를 통해 다음과 같은 결론과 개선방안을 얻었다. 첫째, 국내 환경해설 및 교육 분야 양성과정의 교육과목이 서로 중복되는 과목이 많았다. 따라서 부처 간 협의를 통해 이수과목을 통합 관리하는 방안 마련이 필요하다. 둘째, 자연환경해설사 자격취득 후 역량 강화를 위하여 교육방식을 인터넷강의 등 다양한 방식을 채택하고 수업방법도 토론식 수업이나 팀별 프로젝트 수행 등의 방법을 찾아야 할 것이다. 셋째, 대학의 관련학과와 파트너십을 통해, 대학생들의 관심을 유도하고 주니어 해설사 양성과정이나 성인학습자들의 교육 참여를 유도하여 폭넓은 연령층과 다양한 경험을 가진 인재확보 및 저변확대를 위한 노력이 필요하다. 넷째, 자격을 취득한 자연환경해설사가 전문 직업인으로서 자긍심을 가질 수 있도록 일자리 확보와 자격취득에 따른 수당 및 보수의 차등지급, 업무의 구분 등 제도개선 노력이 필요하다. 다섯째, 지역특성에 맞는 다양한 교육내용 및 프로그램 개발에 힘써야 할 것이다. The Ministry of Environment complemented and enhanced ‘Environment Guider System’ that had been implemented since 2004, and changed into the environmental interpreter system in 2012 in order to provide a high-quality environmental service to visitors of ecological regions. This study surveyed satisfaction of participants in environment interpreter training courses and investigated domestic and overseas environmental interpreter training programs for successfully settlement on the environment interpreter system. The following improvement plans were suggested. First, environment interpretation and educational training programs are similar and curriculums are overlapped. Therefore, integrated management for training courses and curriculums is required through discussion among related parties. Second, new educational methods such as internet lectures, discussion classes, and team projects are needed. Third, more efforts are needed to educate junior interpreters and to utilize various human resources with wide range of age, background and experience. Fourth, more job opportunities and economic benefits should be given to environmental interpreters. Fifth, diverse education contents and programs for local environments should be developed.

환경부에서는 물이용부담금을 재원으로 조성되는 한강수계관리기금을 기반으로 한 한강수계 수변구역 토지매수 및 수변생태벨트 조성사업의 수질개선 정책홍보를 위해 한강수계 우수생태복원지(양평 한강생태학습장, 가평 삼회지구, 양수리 생태공원)를 조성·운영하고 있다. 본 연구는 위 공원 중 개장연도가 가장 오래되었을 뿐만 아니라, 누적 방문객 및 안내자 탐방인원이 가장 많은 양평 한강생태학습장을 대상으로 하고 있다. 연구는 양평 한강생태학습장의 이용에 관한 사항을 파악하고 탐방객을 대상으로 이들이 자연환경해설 및 체험 프로그램에 대해 생각하는 중요도, 실제 참여 후 느끼는 만족도, 인식 등을 조사·분석하여 나타난 결과를 향후 프로그램 운영전략 수립의 기초자료로 제시하고자 하였다. 문헌연구, 현황조사, 설문조사, 통계분석 등을 실시한 결과, 중요도와 만족도 간의 유의한 차이가 나타났으므로 그에 따른 관리전략이 필요함을 시사하고 있다. 높은 중요도와 낮은 만족도를 갖는 항목으로 판단된 탐방로 코스(탐방길)의 구성에 대해서는 향후 탐방로 코스(탐방길)를 다양하게 구성하는 등의 전략이 반영되어야 할 것이다. 자연환경해설 및 체험 프로그램의 만족도 평가요인과 전반적인 만족도의 분석결과, 자연환경해설 및 체험 프로그램 ‘구성의 세분화’와 ‘주제 및 전문성’이 가장 유의한 요소로 분석되었다. 향후 자연환경해설 및 체험 프로그램 개발에 있어 ‘자연학습’이라는 탐방객의 방문목적에 맞추어 프로그램 ‘구성의 세분화’와 ‘주제 및 전문성’이 보완되고 탐방객의 요구에 맞는 다양한 탐방로 코스(탐방길)가 개발된다면 양평 한강생태학습장의 자연환경해설 및 체험 프로그램에 대한 탐방객의 만족도에 효과적인 영향을 불러올 수 있을 것이다.

Since 1999, Korea Forest Service has entrusted and has managed the forest interpreters depending on all of the national recreation forests of South Korea to provide the visitors of the recreation forests with the right understanding about woods and forests and the effective activity of inquiry of forests. But, even now, it has passed four years since the system of the forest interpreters was introduced, the research on the actual condition of management of the forest interpreters has not been developed. This thesis examined the actual condition of management of the forest interpreters of the seven national recreation forests and conducted a questionnaire of twenty one of all thirty eight who were working as forest interpreters in 2002. Based on the result of the research, in order that the system of the forest interpreters can be operated more efficiently in terms of the interpretation of environment, this thesis suggests the method of improvement of the system of forest interpreters as follows: 1. The institution of forest interpreters which is running now in the national forests only must be expanded to all recreation forests. To achieve this, first of all, supporting the budget for managing the forest interpreters, establishing the basic facilities for the interpretation of forests, getting specialists in the interpretation of forests, and providing the method of training the forest interpreters must be realized. 2. In entrusting the forest interpreters again, the matters of the frequency and the result of evaluation of the activity of the interpretation of forests must be reflected. 3. Most of the forest interpreters think that the current expenses of their activity insufficient in reality. Accordingly, the expenses of activity must be supported by the National Treasury and the methods of a variety of financial resources must be suggested. 4. To get the professional forest interpreters and to settle the system of forest interpreters early, the institution of licenses must be introduced immediately. 5. The curriculum of the formal education for the forest interpreters must be established so that the forest interpreters can have a regular education. 6. As the activity of the forest interpreters makes positive effects not only on the visitors of the recreation forests in terms of education but also on the managers in terms of management, it must be expanded and managed as a central part of the matters of recreation forests in the future.
