In this study, review relevation documents of royalty related studies from South Korea, and developed countries, and explains valuation of knowlege assets, license transaction, type of royalty imbursement, and selecting level of royalty rate. In addition, it investigates the contents and current situation of Information Technology Research and Development(IT R&D) Projects and current infra-structure of the IT industries including domeestic laws and regulations. And through field visits, this paper investigates and analyzed royalty contracts data of IT R&D Prjects performed by Institute of Information Technology Assessment(IITA) form 1996 to 2000. The results indicate that running royalty imbursement system is applied more often than fixed payment imbursement system in IT R&D Projects. And the use of running royalty imbursement system is increasing every year. The level of running royalty rate is fixed between 2∼3% in IT R&D Projects. To provide royalty rate, which both transaction parties(licensor and licensee) can agree, flexible royalty rate, which is based on valuation of individual knowledge assets should be used. And at the same time, royalty calculated by stepping method or minimum & maximum royalty method are preferable to use according to market changes. As a results, to increase royalty transactions, technology valuations(to determine total techology value) should be performed using objective and resonable valuation systems. And resonable royalty payment type and royalty ate should be determined based on the valuations. However, this individual technology valuation system is realizable only there is an efficient and effective infra-structure. Recommendations to have a solid infrastructure are as follows. 1. The information of technology needs of licensee and available technology developments of licensor shoud be communicated actively. 2. Professional groups should be developed and maintained for individual technongy valuation. 3. Governmental supports are needed for buyers to help their fast technology introduces such as one stop service. 4. Tax benefits for technology licensee and licensor should be provided. In the future, providing basic standards of royalty contracts can help both parties to satisfy easily. And based on individual technology valuation system, reasonalbe level of royalty rate should be determined. Also, it is necessary that an effective and efficient infra-stucture should be developed and maintained to increase royalty transactions that will strengthen a country's competitiveness.
