재래시장에 활성화 방안에 관한 연구 : 대구서문시장을 중심으로 : focusing on the Taegu Seomun market

The present Seomun Market was opened in 1923 commencing on the date of an opening permission of a public market from the City Authority(Sep 1922). Since the openign, Seomun Market had played a central part in the whole country and especially in the regions of "Yeongnam" in 1950s-1960s covering some 4,500 PYONG of the whole land. Seomun Market on time kept 3,000 stores in it, 56% of 5,349 stores which were all the wholesale and retail business in Taegu and also kept 67% of 4,467 stores of 7 public markets in Taegu In consideration of these two facts, we'll be able to form some notion o-f seomun Market's great power or something like that. And in the meanwhile Seomun Market dominated the field of the market economy in Taegu/Kyungpuk province by occupying more than 50% of the wholesale goods in Seomun Market, thus Seomun Market became a special market having an expert function. But, according to the deveropment of traffic and communication etc., the grawth of the circulation-field industry in large cities as Seoul, Pusan, and Kwangiu and moreover department stores, discount-stores and the large scale chain system stores, Seomun Market has been shrinked and weakened by and by since the year of 1980. This very study at this time has just decided to research a lively device being well-matched to the past reputation. Analyzing the questions Seomun Market presently holding, this resercher presents the following problems 1. Small scale of capital and the store, and little being educated on elementary knowledge about marketing system 2 Superabundant store-rent-money, unspecialization in faculties of the Wholesale business/retail business, and a lack of experties. 3 Dificulties in the business activity by friction between roadside stallers and store runners. 4 A lack of consideration of future-aiming/progressive spirit 5 A traffic mess and a complicated parking problem because of so many stallers engaging in their business at a sidewalk or particularly at the roadways in the Market. 6 Owing to a lack of goods-custody-establishment/joint working place 7. An extreme disparity even in an identical goods at the same business quarters 8. Unestablished or unfulfiled of commercial circulations in a service-dimension that'll be able to help the customers' purchasing activity comfortably without anxiety 9 In addition to that, a lack of the rest-place establishment, uncertainty of signboards for a toilet-location and a goods-guidance, and insufficiency of ventilation-establishment Investigating and analyzing such problems, as above, the activation devices and development plans will be presented through this thesis. 1. The activation devices taking a side view of management-admini-stration. The betterment of management, formation of comfortable environment, modernization of establishment, specialization/professionalization of the wholesale/retail function, systemization of finances/monetary assi-stance, and betterment of consciousness structure through mutual connections of the store runners, and the emphasis of their own organizations, consciousness of the business order of fare/rational business activity, a fixation of the price indication system, a sale-prohibition of inferior goods or imitation goods of other famous brands, Prohibition of discount-sale of goods, eformation of customers' purchasing consciousness, and a rationalization of purchasing activities, thoroughness of the "after service" after selling goods, the cleanliness of the Market's environment, an execution of the elementary knowledge-training for employees. 2. A promotion of the store runners' consciousness and activationdevices for public informations. An emphasis of the elementary training for an improvement of store runners'quality. An emphasis of the public information activity for the goods-sale-promotion. 3. The improvement devices of the establishment and an actual store condition. Arrangement drawing of the business quarters, the pertinent illumination arrangement of the public telephones("a thing in a place"), an establishment of the information center for the customers' inquiry, security enough convinience-facilities, a rational arrangement of the filth-collecting spot, a rational control of the road-stallers 4 The improvement devices of the parking lot and the traffic countermeasures. The improvement/maintenance of the efficiency of the parking lot. improvement/ harmoniousness of the traffic, making a mighty request for "passing by the Seomun Market" by the subway of City Authorities To be fit vividly for a new circulating environment overcoming the pre-modernism for problems and activation with which the conventional market is holding, Seomun Market itself must make an effort to activate the conventional market's function with a high degree of efficiency of the market management respecting and keeping a good point of the traditional tendency At this point of view, it is considered that this can not be done only by the store runners' efforts, but all customers taking advantage of the Market, concerning authorities taking care the Market with an administrative care, and financial/governmental organizations affecting indirectly the activation of the conventional market, have to keep the conventional market systematically which is the most foundamental and original circulating organization.

地方公務員 昇進基準의 合理的 適用에 관한 硏究 : 大邱廣域市 6級 以下 敎育行政職을 中心으로

Based on the fact that promotion of the public employees has a great effect on development of abilites and morale in the person - nnel administration, this study was carried out by analyses focus on their promotion standard. The result of this study is summarized as follow. 1) The existing promotion system including evaluation of service performanced career and trainning performance showed that its standard is mainly based on the result while the evaluation of their abilitied in fu ture is insufficient, 2) The promotion system must be equally to all public employees on the basis of a objective standard. Nevertheless, the only career evaluation of its existig system is available for the ovjective evaluation, While evaluatance of service performance and education and training does not act as a neaningful standard because its vague contents and methods. 3) The evaluation system is required to give the public employees a motive availavle to frequently check and develop their abilities. However,the present evaluation system of service performance does not contribute to development of their avilities bcause its result is not opined. 4) Four standard elements of the existing system are used for improving their morale. However, the evaluation of their aducation and training performance nay deteriorate the public employees to find out the methods for various careers development of careers, but on compensative development of their careers. 5)E1ements of evaluations other than career evaluation may cause on unequal evaluation because its reault is confidntial. 6) Although there are solved the problems in four existing elements of evaluation, the evaluation of their abilities to carry out the duty will be limited in the future For this reason, it is necessary to develop a new type of evaluation element. 7) It is also required to be much intherested increasing the rato of the middle managenent's internal promotion in order to improve voth morale of public employees and organixatilal stability with respect to their promotion 8) It is also necessary to consider more local public employees for the promation to higher position of local governments, so as to comply with the localixation.
