      • Utilizing a human capital framework to develop an organizational capabilities strategy

        In a time when human capital is the highest potential source of value for the firm, organizations find themselves struggling to understand how to build a strategy around capabilities. Current organizational strategy processes seldom incorporate a human capital perspective and rarely are human resource (HR) professionals included in the development of strategy. If organizations are going to leverage human capital, HR professionals will need to become full partners in the strategy process. The resulting strategy needs to focus on capabilities and be constructed from the human capital perspective. The primary research question driving this study is: How does an organization develop an organizational capabilities strategy from the human capital perspective and what are the resulting human resource management and development implications. The study includes the development of a human capital protocol that can be used to develop a capabilities based strategy and understand the human resource implications for an organization.

      • Placing equity on the regional agenda in Portland, Oregon

        This dissertation focuses on a study that examines the Regional Affordable Housing Strategy (RAHS) of Metro, Metropolitan Portland's elected regional government, adopted in 2000, for what it tells us about regional governance institutions in Portland and their operation within the policy domain of housing. The author describes the RAHS as an attempt to incorporate equity into a regional planning framework built primarily on environmental and economic objectives, asking how stakeholders define affordable housing problems and present solutions. Looking at an illustration of New Regionalism in a leading case, the dissertation assesses a central tenet of that approach: its capacity to address inequities fostered by the absence of metropolitan authority in a time of spatial and economic restructuring. This study will provide advocates and critics of New Regionalism, whether academics or practitioners, with insights into the opportunities and the challenges confronting that movement that relate to its aspirations with respect to equity.

        Steganography is the art and science of hiding the presence of communication by embedding secret content into cover documents. While most steganographic embedding methods in use today are invisible to the observer's senses, mathematical analysis may reveal statistical discrepancies in the stego medium. This dissertation examines the problem of detecting steganographic; content and introduces novel methods to solve the detection problem. To understand how to detect hidden content, an understanding of how to prevent detection is necessary, so I also examine methods for preventing detection by steganalysis.
