      • Effect of e-Policy and e-Health on government healthcare service delivery : a case study in relation to national health care service in Kenya

        The Success adoption of new technologies helps government achieve efficiency in their implementation and delivery of public service ton citizens. E-government initiatives have shifted in recent years towards establishing services that care about citizens’ needs and offer greater accessibility. As results, it is necessary to develop a well-focused theoretical framework to measure the success of such initiatives. The purpose of this thesis is to identify the success factors of e-government services especially the e-health services This research identifies and discusses three e-government Models: Demand and Supply Equilibrium model, e-government Strategic framework, and MAMMPU e-government model. A theoretical framework was developed to evaluate the success of e-Government service. Initially, three models were used as the base model for this research, addition variables were incorporated into the model from other research institutes and scholars, and re-specification and extensions were made to develop a new success model for e-services. To test the new proposed model, e-health services of the Republic of Korea, Singapore and Malaysia were chosen. The case studies of e-health services of Republic of Korea, Singapore and Malaysia were explored, and some lessons were drawn, which base on case studies and comparative and SWOT analysis, for the Republic of Kenya. 새로운 기술의 성공적인 도입은 시민들에게 공공서비스를 더 효과적으로 시행하고 제공할 수 있게 해준다. 최근 시민들의 요구를 충족시키고 더 나은 전자정부의 접근성을 제공하기 위해 전자정부의 계획은 변해왔다. 이렇게 변화된 계획을 평가하기 위해서는 우선 집중적이며 이론적인 프레임워크의 개발이 필요하다. 본 연구의 목적은 전자정부 서비스, 특히 전자의료서비스에 대한 성공 요소들을 살펴보는 것이다. 따라서 본 연구에서는 다음의 세가지 전자정부 모델을 살펴볼 것이다: 첫째, ‘수요공급의 균형’ 모델, 둘째, ‘전자정부 전략’ 프레임워크 마지막으로, ‘맘푸(Mammpu) ‘전자정부 모델이며, 전자정부 서비스의 성공을 평가하기 위해 이론적 프레임워크를 개발했다. 본 연구는 3 가지 전자정부 모델을 기반으로 다른 연구기관 및 학자들의 관점에 따라 추가적인 변수를 도입했다. 그리고 전자서비스를 위한 새로운 성공모델을 개발하기 위해 연구의 세분화 및 확장을 시도했다. 새롭게 제안된 모델을 검증하기 위해 한국, 싱가포르, 말레이시아의 전자의료서비스를 선택하였고 사례연구의 분석, 비교분석, SWOT분석을 통해 케냐 의료서비스의 나아갈 방향을 제시하였다.

      • Impact of government policies on horticultural exports : a case study of Kenya from 1996 to 2008

        Exports are crucial to most countries. This is because exports earn the hard currency that is used in effecting balance of payment obligations. However, for poor countries which depend on primary commodity exports the problem is often severe. The earnings from these primary commodity exports are not only unstable but are insignificant in value as compared to the repayments in balance of payments, most of which are related to foreign debt repayments. Over the years, the international prices for primary commodities have been fluctuating. Such occurrences have adverse consequences such as inflation and other adverse macroeconomic effects for the individual country. To avoid such eventualities, the individual country could either increase export earnings and/or buy hard currency from the domestic market. The buying of foreign currencies in the domestic market causes inflation which worsens the situation. In effect, increase of exports is seen as a more steadfast measure of resolving balance of payment problem as well as growing the overall economy. In line with the above-mentioned argument, some primary commodity-exporting African countries have sought to diversify their exports. Past studies have argued for export diversification that is closely aligned to the comparative advantages of these countries- such as horticultural exports. Some of these countries have tried varied approaches in establishing horticultural sectors with different outcomes. Kenya is often singled out as a relative success. Differing contentions have been presented to explain Kenya’s relative success. One view contends that Kenya’s position has been attained through private sector initiatives. On the other hand it has been argued that without government involvement private sector efforts could have achieved little, or nothing. In view of these opposing perspectives, this study sought to discern whether or not government policies had an impact on horticultural exports. An empirical analysis is undertaken and regression results are discussed. On one hand, it was conclusively ascertained that infrastructure and rule of law positively impacted on horticultural exports. On the other, it was discerned that regulatory quality negatively impacted horticultural exports, albeit inconclusively.
